연금개혁 제도의 확산에 관한 비교연구 -전세계 퇴직연금과 개인연금의 확산을 중심으로-

고령사회 진입과 함께 나타난 세계 각국의 정책이슈 중 하나는 연금개혁이었다. 유럽과 중남미는 1980년대, 1990년대 및 2000년대 초, 그리고 나머지 대륙에서는 1990년대와 2000년대 초에 걸쳐서 연금개혁을 단행했다. 본 연구에서는 중층연금제도의 근간이 되는 동유럽의 개인연금과 서남북 유럽의 퇴직연금의 확산요인을 Cox 사건사 분석방법으로 파악한 후 비교분석 방법을 활용하여 정책확산 메커니즘을 탐색하였다. 분석 결과 두 지역에서 공히 사회적 압력요인 중에서는 인구규모가 영향을 미쳤고, 경제적 압력요인 중에서는 경제활동인구의 감소가 영향을 미쳤으며, 외부영향요인 중에서는 수평적 이웃효과가 영향을 미쳤다. 정책확산의 관점에서 저출산·고령화와 같은 인구구조와 이에 따른 노인부양비율은 국내에서의 일부 연금개혁과 같은 정책에는 영향을 미쳤을 수도 있지만 퇴직연금과 개인연금의 도입과 같은 정책확산에는 영향을 미치지 않은 것으로 나타났다. 따라서 정책확산 메커니즘의 관점에서 보면 사회적 압력, 경제적 압력, 그리고 수평적 이웃효과가 상호작용을 하면 정책확산으로 인한 정책변동이 나타난다는 사실을 확인할 수 있었다. Pension reforms have emerged as a major policy issue with the appearance of the demographic aging. Pension reforms, either parametric ones or systematic ones, have conducted from the early 1980s through the early 2000s in Latin America and Europe, and from the mid 1990 through early 2000s in other continents. This study, by using event history analysis, examines influential factors on the diffusion of individual savings accounts across East European countries, and the factors on the diffusion of occupational pension across Western, Northern and Southern European countries. This study also explores the mechanism of policy diffusion based on comparison analysis the influential factors between the two regions. This study shows that population size, the ratio of economic participation population against total population, and neighboring effects have influenced on the diffusion of individual savings accounts and occupational pension in the two region. However, the other four variables including the total fertility rate, the ratio of the elderly population against total population, and GDP per capita were not association with the diffusion of the two pension models in both regions. As a result, it can be said that the mechanism of policy diffusion was constructed based on the interaction of three factors including social pressure such as population size, economic pressure such as the ratio of economic participation population, and neighboring effects.

아동 성범죄자에 대한 위치추적 전자장치 부착제도의 형성과정 분석 -Kingdon의 다중흐름모형(multiple streams model)을 중심으로-

본 연구는 아동 성범죄자에 대한 위치추적 전자장치 부착제도(일명 전자발찌) 형성과정을 Kingdon의 다중흐름모형(multiple streams model)을 적용해 기술하는 것을 목적으로 한다. 그 과정에서 정책혁신가의 특징 및 정의에 대한 Kingdon의 이론에 따라 다양한 정책 행위자(actors) 중 정책혁신가(policy entrepreneurs)가 누구인지 탐색하고, 그들의 활동을 분석하고자 한다. 이를 위해 사설 및 국회회의록에 대한 담론분석과 2차자료를 활용한 시기별 비교분석을 실시했다. 그 결과 다음의 4가지 주요한 특징을 발견했다. 첫째, 선행연구 검토를 통해 정책혁신가의 조건을 정리하고 이를 기준으로 다양한 행위자 중에서 정책혁신가를 탐색했다. 둘째, 복잡한 정책 환경 속에서 정책혁신가는 본 정책을 지속적으로 대중에 상기시켜 주목받도록 했고, ``전자발찌=성범죄자에 대한 족쇄``라는 상징화 전략을 통해 반드시 제도화 되어야 한다는 점을 각인시켰다. 셋째, 소수야당이었던 정책혁신가가 집권당으로 전환되었다는 두 시기의 차이점이 헌법적 논쟁을 불러일으킨 소급적용 법안까지도 제도화시킬 수 있는 강력한 힘을 가져왔다는 점을 확인했다. 그리고 마지막으로 아동 성범죄자 처벌강화에 대한 여론이 형성된 상황에서 선거가 임박해 온다는 점이 정치가인 정책혁신가가 마찬가지로 정치가인 반대편을 설득하는데 강력한 원동력이 되었다는 점이다. This paper has two major goals. One is a description of the policy formulation process of the electronic device attachment system to sexual offenders against children by Kingdon’s multiple streams model. And the other is a confirmation of his hypothesis that the policy entrepreneurs play a leading role on that process to make attention about some issue and the policy output for their interest. To achieve these goals, we use discourse analysis comparing 2 periods about the editorials in newspaper and the minutes of National Assembly. Consequently, we find four implications. First, the policy entrepreneurs play very important role in the whole process. They lead people’s attention some special issue by using various strategies, and try to make their preferring policy output by pouring all their force. Second, especially, the symbolic strategy, “the electronic anklet is the shackles of sexual offenders”, has stronger power to let the public accept that system. Third, by comparing 2 periods, we find a crucial point to make the policy output. When the election is close at hand, policy entrepreneurs could make a big deal with other actors. Because the policy entrepreneurs of this case are the political network members, the win of election is the most important thing to them. Forth, the point of that the minority opposition party convert into the ruling party is strongly influenced on acceptance of the debatable alternative.
