        사전재해영향성검토 시 합리적인 홍수유출 모의모형 선정에 관한 연구

        도시개발은 불투수면적의 증가를 가져오는 요인이다. 영구저류지는 도시개발 유역의 우수유출을 저감시키는 시설이다. 본 연구에서는 사전재해영향성 제도에서 합리적인 홍수조절방안을 제시하고자 하였다. 먼저 홍수량 계산에서 도달시간 채택에 관한 문제점을 고찰하였다. 홍수유출 모의모형의 적합성 검토는 전원유역과 도시유역에 대하여 수행되었다. 홍수유출 모의모형은 2009년 7월 7일과 9일의 실제 호우 시 측정자료를 통하여 검증되었다. 그 결과, 전원유역과 도시유역에 적합한 모형은 각각 운동파 모형과 SWMM인 것으로 분석되었다. 본 연구에서 수행한 홍수량 산정모형과 합리적인 홍수설계 방안은 국내의 영구저류지 설계 시 기초 자료로 활용될 수 있을 것이다. 수문학적 분석방법은 영구저류지의 합리적인 용량 및 규모산정에 활용될 것으로 사료된다. Urban development is a cause of expansion of impervious area. A permanent storage is operated as a method of reducing runoff of watershed. The purpose of study is to propose reasonable choice of simulation model for rainfall-runoff in the prior review system on disaster effect. First, we indicated problem about concentration time choice in the flood simulation. To test the adequacy of a rainfall-runoff simulation model, We analyzed characteristics of rainfall-runoff about urban and natural watersheds. A simulation model was calibrated with the storm of july 7 to July 9 in 2009. From the result, we proposed that SWMM and kinematic wave method as the flood simulation models for urban and natural watersheds. A simulation model and design method of a permanent storage for flood that is proposed in this study will be useful for practical design of flood simulation. The hydrologic analysis method of the study can be used for capacity evaluation of permanent storage plan.

        Floating-type automatic turnout was developed for the purpose of reducing labor cost and labor-working hours related to turnout management. The point of automation is to use a flexible-float within the turnout. The weight of float is changed by emptying and filling with water at the beginning and ending of irrigation. The turnout is controlled to open and close small hole on the float bottom using electromagnets. With the weight control of float, the gate of turnout is opened by the empty float to begin irrigatioin and is closed by the filled float to stop irrigation. The turnout was designed to be operated by the main computer and to minimize electric power consumption by sending an electric current at the beginning and ending of irrigation. The functional experiment was success-fully carried out and the rating curves for both free overflow condition and submerged flow condition were derived.

        Three types of floating-type automatic inlet were developed for the purpose of reduc-ing farmer's working hours required for water management and saving irrigation water. The point of automation is to use a float within the inlet which is floated and sinked by the ponding depth of paddy field, Thus opens and closes the control gate of irrigation. Suitability of each inlet may depend on production cost, applicability to paddy field condi-tions, and feasibility to farmers, etc. The first model was composed of three parts : chamber for irrigation control gate, chamber for float controlled by ponding depth, and connection bar between the two parts. It was designed to open and close the control gate gradually as the ponding depth drops and rises to a certain level. The second model was designed to improve the weak point of the first model which is the imperfect-closing of gate when it approaches to the end of ir-rigation. A switch-spring was equipped above the connection bar for perfect opening and closing of gate when the ponding depth reaches to a certain level. The third model was designed by combining the two chambers, that is, cut in halves the inlet volume of the above two models. Magnets were equipped above the float for perfect opening and closing gate. The functional experiment for three developed inlets was successfully carried out and the rating curves were derived.

        To improve the performance of irrigation management and practice during growing period of paddy rice with decreasing labor costs and with saving labor working hours, the integrated irrigation management system using microcomputer was developed. The irrigation management system was composed of four main subsystem : data acquisition subsystem, model subsystem, gate control subsystem and automatic intake devices. The model subsystem evaluates the data transmitted from field measuring stations and determine the necessity of irrigation. Also the user interface subsystem supported users to operate the system easily. The functional operation of the system was carried out and the applicability of the system was discussed.
