세계 6위의 원전 대국인 한국은 폐쇄된 원전 2기를 보유하고 있다. 그렇지만 박근혜 정부에서 결정된 고리 1호 기와 문재인 정부에서 선언된 월성 1호기의 폐쇄에 대한 사회적 대응은 전혀 다른 방식으로 전개되었다. 이에 본 논 문은 후쿠시마 원전 사고 이후 시민들의 적극적인 참여와 개입을 토대로 의사결정이 진행되었던 미국 버몬트 양키 원전의 폐로 과정을 에너지 민주주의의 네 가지 기준이라는 관점에서 분석하고 있다. 연구 결과 ‘민주화 및 시민 참 여’는 상당한 수준으로 구현되었고, ‘잉여 가치 및 고용 창출’과 ‘생태적 기여 및 자족’은 어느 정도의 성과를 보여준 반면에, ‘재산권 및 소유권’은 제도적 한계를 넘어서지 못한 것으로 확인되었다. 따라서 버몬트 양키 원전의 폐로 과 정도 유럽과 마찬가지로 에너지 민주주의의 모든 기준을 충족하지는 못했지만, 시민참여를 토대로 재생가능에너지 에 기반한 전력 자립 및 탄소 중립의 바람직한 성과를 거둔 사례라고 판단된다. 이러한 분석 결과를 바탕으로 고리 2호기의 폐로 및 수명 연장을 결정해야 하는 차기 정부에서 시민참여에 기반한 상향식 에너지 민주주의가 적용되어 야 한다는 정책적 함의가 제시될 수 있었다. South Korea, which is the 6th largest country with 24 nuclear power plants, has two closed reactors. However, while the decommission declaration of the Kori-1 nuclear plant during the Park Geun-hye administration delivered a prosperous future, the Wolsong-1 nuclear plant closed by the Moon Jae-in government has continuously provoked severe controversies. In these situations, this study attempts to analyze the decision making process of decommissioning the Vermont Yankee nuclear power plant from the viewpoint of energy democracy. That is because Vermonters actively participated and intervened in the process after the Fukushima nuclear disaster in 2011. In details, this study adopts four criteria of energy democracy; property, citizen participation, surplus value and employment, ecology and sufficiency. As a result of the analysis, while the ‘citizen participation’ was significantly realized, the ‘surplus value and employment’ and the ‘ecology and sufficiency’ showed achievements to a certain degree. In addition, there was no ‘property’ change owing to institutional barriers in the United States. Although the Vermont case does not fulfill the whole criteria for energy democracy like other European cases, the Yankee nuclear plant case is judged as a successful example of electricity sufficiency and carbon neutrality by utilizing local renewable energy. In conclusion, this study suggests that the next Korean government which will be in charge of decommissioning the Kori-2 reactor should adopt bottom-up approaches and energy democracy procedures based on active and cooperative citizen participation.
