The purpose of this paper is to examine the effects of contracting-out on efficiency in the delivery of municipal solid waste services to citizens in Korea. To do so, it employs the three types of efficiency in terms of (i) service delivery cost, (ii) workers, and (iii) machines and equipments, as dependent variables, and the ratio of the solid waste amounts collected and treated by private contractors to the total amounts collected and treated in a local jurisdiction. For empirical analysis, it employs a fixed-effects model and a panel corrected standard error (PCSE) model and uses cross-sectional time-series data from Korean local governments covering the ten-year period (2000 to 2009). According to empirical findings, there are the positive effects of contracting-out on efficiency in terms of workers and machines and equipments, but there are no effects on cost savings. This finding suggests that it should be careful to draw any conclusion that contracting-out saves costs and realizes service efficiency. In addition, the roles of government, such as building up and strengthening formal processes or institutional mechanisms, and developing effective systems to monitor private contractors, might be crucial to make sure the successful implementation of contracting-out in the delivery of local public services.
