국방기획 관리업무의 기획단계에서 국방개혁 2020 추진과제들에 대한 계층분석적 의사결정 적용

21세기 선진 정예 강군을 위해 군이 지향해야 할 국방개혁 2020의 과제들은 2020년 전후 국방환경과 국방개혁 4대 중점사항을 토대로 총 21개 대과제와 80개 소과제를 선정하여 국방개혁을 추진해 나간다는 내용을 주요 골자로 하고 있다. 국방기본정책서를 기초로 추진하게 될 '국방개혁 2020' 은 기획단계인 초기단계로서 과제들에 대한 의사결정이 필요로 하나, 군은 현재 2단계인 계획단계에 이르러서야 비로소 기획과 예산을 연결시켜 의사결정을 구체화하고 있다. 과제들의 우선순위에 대한 의사결정이 계획단계에 이르러서야 비로소 결정되기 때문에 최초 기획단계부터 의사결정이 이루어진다면 현재보다 효율적인 과제수행이 이루어질 것이다. 본 연구는 국방부에서 발표한 '국방개혁 2020' 추진과제들을 가지고 기획단계에서부터 계층분석적 의사결정방법을 적용하여 과제들의 대한 그룹의사결정을 실시하였다. 또한, 추진과제 들의 가중치가 동일할 경우 15개 과제들의 가중치가 어떻게 변화하는가에 대한 민감도 분석을 실시하였고, 내 외부 평가자들의 과제들에 대한 가중치를 그룹의사결정을 통해 분석함으로서 과제들의 우선순위를 제시하였다. The defense innovation 2020 advanced topics which have to establish robust milatary are based on archiving defense innovation by selecting twenty-one main topics and eighties' sub-topics whose topics focus on defense innovation and defense circumstance in 2020. Although defense innovation 2020 which is to be advanced with defense basic policy need to decision making, it is specified in programming step by merging budget with plan. If the Defense Ministry archives decision making from initial plan step, although it archives group decision making in programming step at present, it will archive efficient affair. This study archives a group decision making of defense innovation 2020 advanced topics which were published in the Defense Ministry by applying Analytic Hierarchy Process in plan step. In addition, if the weights of the main topics are equal, the sub topics analyze how to be changed throughout sensitivity analysis and suggest the topics' priority rank throughout group decision making.

서울숲 삼표레미콘공장 리노베이션(Renovation)을 통한 아동의 놀이활동 중심 문화교육시설 및 공원계획

본 연구는 산업유산의 리노베이션을 통해 지역 문화의 보존과 새로운 형태의 공간 창조 및 지역재생의 가능성과 같이 새로운 가치를 창출하고자 한다. 또한, 대지가 가진 생태환경을 복원하고, 미래 세대인 아이들에게 자연의 놀이공간을 돌려주는 지속가능한 건축 및 공원을 제안한다. 연구 대지는 서울의 산업화와 확장 속에서 공장으로 남겨진 성수동 삼표 레미콘 공장을 중심으로 진행하였다. 대지분석은 서울- 성동구- 성수동- 계획 대지 순으로 분석하는 도시적 관점 및 서울의 산업화와 확장에 따른 대지 주변환경의 변화 과정을 분석하는 시대적 관점, 두 가지 방향으로 분석하였다. 이를 바탕으로 대지의 생태복원과 리노베이션 그리고 접근성 개선을 통한 주변 환경과의 관계 연결을 설계의 큰 방향으로 설정하였다. 본 설계는 놀이터의 변화 과정과 사용자 재인식을 통해 문화시설과 유기적 연결을 제안하고, 공장 건물의 보존 및 치환을 통해 리노베이션을 제안하였다.

This study aims to create new values through the renovation of industrial heritage such as the preservation of local culture, the creation of new forms of space and the possibility of regional regeneration. It also proposes sustainable architecture and parks that restore the ecological environment of the land and return nature's play space to future generations. The research site plans on the Seongsu-dong Sampyo ready-mixed concrete plant, which was left as a factory in the industrialization and expansion of Seoul. The site analysis was analyzed in two directions: the Urban view analyzed in the order of Seoul, Seongdong-gu, Seongsu-dong, and the planned site, and the Historical point of view analyzing the changes in the environment around the land due to the industrialization and expansion of Seoul. Based on this, the ecological restoration and renovation of the site and the connection of relationships with the surrounding environment through improved accessibility were established in a main direction for the design. This design proposed organic connection with cultural facilities and playground through the changing process of playgrounds and the re-recognition of users, and proposed renovation through the preservation and replacement of factory buildings.
