역대 정권의 정책위기시 대통령의 수사적 대응전략에 대한 비교연구: -역대 김영삼, 김대중, 노무현, 이명박 정권을 중심으로-

위기(crisis)는 정책과정에서 공중의 정책지지 및 신뢰에 작용하여 정책동력에 영향을 미치는 중요한 정책상황 변동 요소이다. 한편 민주적 거버넌스 환경 하에서, 위기상황에서 대통령의 ``수사적 커뮤니케이션``을 대응전략을 통해 정권의 평판, 인상, 정당성의 이미지를 관리하는 것은 주요한 국정능력으로 여겨지고 있다. 정책학연구의 이론적 사각지대로 남아있는 대통령의 수사적 전략의 의미에 대한 이러한 문제의식에서 본 연구는 역대 김영삼, 김대중, 노무현, 이명박의 민주정권들이 어떠한 유형과 내용의 위기를 경험했으며, 위기의 의도와 책임이 뚜렷한 ``비행(transgression)``유형의 위기에 대응하여 대통령들의 어떻게 수사적으로 대응하였는지에 대한 비교분석을 수행하였다. 이를 위해 전문가 델파이법을 통해 정권별 위기의 유형과 내용을 구조화하고, 이에 대응한 대통령의 공식담화문 및 사과문에 대한 내용분석을 통해 수사적 전략의 패턴과 특징을 분석하였다. Crisis is an important element in the change of policy situation to influence policy driving force with regard to policy support and trust of the public in the policy process. Under the environment of democratic governance, ‘rhetoric communication' of president in the crisis situation is a good strategy to manage reputation, impression, and image of justification. In light of the fact that president's rhetoric strategy remains in blind spot theoretically, the aims of this study are to examine the types and contents of crisis that former presidents - Kim Young Sam, Kim Dae Jung, Roh Moo Hyun, and Lee Myung Bak - experienced and to comparatively analyze what kinds of rhetoric communication strategy were used to respond against crises. To accomplish the goals of this study, expert delphi method was used to structure the types and contents of crisis in each administration and contents analysis about formal statements and written apology was introduced to find the patterns and characteristics of rhetoric strategy.

공공갈등과 인상관리 -제2롯데월드 갈등사례에서 정책기조 변동과 갈등주체의 대응전략 행태를 중심으로-

본 연구는 제2롯데월드 공공갈등 사례를 대상으로 갈등주체가 입장에 정당성을 부여하고 쟁점을 유리한 방향으로 이끌어가기 위해 구사한 ``인상관리`` 및 ``상징전략``의 구조와 내용에 분석의 초점을 두었다. 오늘날 도시개발에 있어서 지배적인 시장주도(market-based)의 패러다임은 사업주체의 ``수익 지향적-전략적 작동논리``와 상대적으로 ``낮은 사회적 정당성(legitimacy)``으로 인하여 공공갈등에 취약한 성격을 지닌다. 이렇게 발생한 갈등의 사회적 비용과 부정적 외부성의 문제는 최근 한국의 주요한 사회적 의제 중 하나이다. 그러나 시의성에도 불구하고 이에 대한 분석적 논의는 매우 부족하였다. 이에 연구자들은 근거이론적 인식론을 바탕으로 제2롯데월드 갈등사례를 질적자료 분석기법인 주제분석(thematic analysis)을 통해 분석함으로써 갈등의 이야기 구조와 갈등주체(롯데)의 인상관리 대응전략을 탐색하였다. 분석결과 정권의 비일관적 정책기조가 민간 사업자로 하여금 ``버티기`` 등의 대응전략의 유인으로 작용하며, 장기화된 공공갈등은 규제에 순응적 태도를 보였던 다른 사회적 행위자들의 소외와 반발을 야기함을 발견하였다. 더하여 갈등주체인 민간 사업자는 자신이 견지하고 있는 갈등 프레임과 정렬된 프레임에 대해서만 선별적으로 실질대응을 보이는행태를 보인다는 점 등을 아울러 확인하였다. 이에 대한 정책적 의미와 제언을 후술하였다. This study puts focus on the analysis of structure and contents of ‘impression management’ and ‘symbolic strategy’ used in order that conflict subject, the second Lotte World, justifies its view and makes environment favorable. Today dominant market-based paradigm in city and local development shows vulnerable characteristics in public conflicts because of profit-oriented operation and relatively weak social and political legitimacy of business subject. Recently, social costs and negative externality caused by conflicts are one of the main social issues in Korea. Especially, the problem management behaviors and confrontation strategies of conflict subject are important pre-concepts in aspect of effectiveness of conflict management. In spite of timeliness, however, there has been little analytical discussion in this area. Considering these aspects, the aim of this study is to analyze the structure and context of confrontational strategy such as the process structure of conflicts and the impression management and symbolic strategies surrounding conflicts using thematic analysis based on secondary data about the second Lotte World conflict case and then to draw political views.
