참여정부의 정부운영의 기조인 정부혁신을 추구함에 있어 전자정부사업의 추진은 대표적인 수단으로 혁신적인 성과를 가져오는데 크게 기여하였다. 이러한 전자정부 사업의 기술적인 성과에 대한 평가는 이미 많은 연구들에서 하고 있고 성과를 가져오기 위한 제반적 조건들에 대한 평가는 다소 적었다. 그리하여본 연구에서는 참여정부의 전자정부 사업의 추진 상에 있어서 목표, 전략에 초점을 두고 분석해보고자 하였다. 전자정부의 추진과정과 전략평가를 위해 로드맵의 수립 및 집행과정과 전자정부 추진의 목표, 추진체계, 세부 전략 등에 대한 분석을 목표-수단 간의 관계를 중심으로 보는 전략평가와 정책과정을 분석하는 정책과정분석이라는 틀 속에서 분석하였다. 이를 위해 주로 참여 정부의 정보화 추진과정에서의 체계, 전략상의 문제점을 실제 정보화 추진관련 담당자들을 대상으로 한 설문 및 인터뷰를 통해 진단하고, 전문가 집단을 대상으로 참여정부에서의 전자정부 추진에서의 체계, 과정 및 전략상의 문제점 및 차기정부에서의 추진방안 등에 대해 조사하였다. 그 결과, 종합적으로 볼 때 전자정부 추진목표 설정의 적합성과 관련한 분석결과, 목표와 수단 간의 연계가 적합하게 이루어졌고, 그에 따른 과제설정 및 우선순위 결정이 적절하게 이루어졌다고 평가되었다. 추진체계의 구조면에 있어서는 효율적 추진체계의 방식으로서 집권적 추진체계에 대한 긍정적인 인식이 높았으나, 부처간 갈등 문제는 사업 추진상의 걸림돌로 작용하고 있는 것으로 나타났다. 예산배분과 관련해서는 주관부처와 주관부처가 아닌 부처 간에 배분방식에 대해서는 이견을 보였으며, 전자정부의 성과가 리더십의 강력함이 크게 기여했다고 평가되었다. 기타 모니터링 및 세부전략차원에서는 미시적인 부분들의 수정만 있으면 될 것으로 보였다. 대체로 긍정적인 평가결과가 나왔으나, 효율적 추진체계의 설정과 예산배분의 효율성 확보문제는 향후 전자정부사업의 추진에서 수정이 다소 필요한 부분임이 드러났다. 전자정부 사업추진에서 역할과 권한을 둘러싼 갈등 및 대립에 있어서는 반드시 중립적인 중재기관이 필요하며, 예산배분에 있어서도 보다 사업별로 유연한 사용과 효율적 운영을 위한 탄력적 방안의 도입이 필요할 것이다. 그러므로 차기정부에서는 이러한 평가를 토대로 하여 보다 거시적으로 접근하여 문화·사회적 기반하의 전자정부, 산업·경제 부분과 연계된 전자정부, 미래 국가발전 전략으로서의 전자정부, 신뢰높은 전자정부라는 목표아래에서 추진체계, 예산배분, 추진리더, 모니터링, 세부전략상의 제안된 개선방안으로 한 단계 더 상승하게 되는 전자정부의 미래상을 기대한다 Participatory government`s electronic government project have contributed to the innovative performance as a major instrument for the innovation. Most evaluation about electronic government are focus on the technical performance, so that researches are few with organizational and procedural perspectives. Therefore, this paper was intend to analyze the goal and strategy in the participatory government`s electronic government project. In order to evaluate the driving process and strategy, strategy evaluation and policy process analysis is used. That is to say, setting up road map, implementation process, project goal, driving system and micro strategy are investigated under these analysis frame. Through the survey for civil servant related to the electronic government project and interview with professionalist group in the field of electronic government, the problems in the process of e-government project are shown and ultimately next administration`s plan is intended to be suggested. As a result of analysis for the properness between goal setting and instrument, the connection between goal and instrument was established well and task setting and priority decision were also appropriate. The centralized structure for the project was evaluated positively, the conflicts between departments were considered as a obstacle for promoting the project smoothly. As for the way of budget allocation, there was different thought between supervising department and supervised department. Finally, monitoring and micro strategy were required some more refine and the strong leadership was affirmatively recognized as a great effector on the performance. Generally, the evaluation about the electronic government project`s process and strategy though, it was shown that setting the efficient driving system and establishing efficiency in the budget allocation are required to be improved. In addition, the mediation agency for solving the conflicts around the role and authority should be prepared and flexible device for the budgeting is also requested.
