        주거복지상담 현장의 실태분석과 활성화 방안

        This study is based on a survey of welfare counselling services provision, including best practice, current issues and suggestions for ways to improve housing welfare. For this study, 20 facilities providing housing welfare consulting and 26 people actually doing the consulting at those facilities were surveyed. The high-level findings of this study include: 1. Lower level local governments should be the frontline in providing housing welfare consulting services as they have the capability to provide greater accessibility to such services for those in need and deliver sustainable housing welfare benefits responsibly; 2. Housing welfare consulting has a wide scope and requires a high level of expertise. For this reason, the Counseling Service Providers have a great need for field training and capacity building. In this regard, certified housing welfare professionals may offer a viable solution. 3. In terms of best practice, the qualities required for Consulting Service Providers include professional knowledge, communication skills, understanding of those seeking Consulting, and the capability to check the progress in consulting and follow up.

        주민주도형 아파트 커뮤니티 사업의 활성화 방안 - 서울시 아파트 커뮤니티 활성화 공모사업을 중심으로 -

        This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.

        주거복지지표 개발에 관한 연구 II - 수요자 측면의 주거복지체감지표와 지수를 중심으로 -

        The aim of this research is to develop the sentiment indicators of housing welfare for evaluating housing welfare policies conducted by the Korean government. The methods of this research are used by analysis of related documents, FGI (Focus Group Interview), and survey. The survey was made by experts and consumers. To analyze the survey, this research also uses confirmatory factor analysis by SPSS (Statistical Package for the Social Science) program, AHP (Analytical Hierarchy Process) by Expert Choice program, frequency, average, percentages, Factor analysis etc. As a result of this research, selected housing welfare indicators are settled as follows: In the housing welfare aspect, 11 indicators in the department of 'Housing Satisfaction' and 11 indicators in the department of 'Community Satisfaction' (22 in total) are suggested. The indicators are 1) Water Supply and Distribution Equipment 2) Heating equipment 3) the size of the exclusive residential area 4) the number of rooms 5) Ventilation and Lighting 6) Sound Insulation (Indoor Noise) 7) Air Pollution/Odor 8) House Deposit 9) Rent Paid 10) Maintenance (Dwelling) Cost 11) The length of Occupation 12) Proximity to Welfare Facilities 13) Educational Environment 14) Convenience of Facilities (shops, hospitals etc.) 15) Convenience of Transportation and Commuting 16) Distance from Workplace 17) Landscape and Green Space (Tree, Flowers, Grass etc.) 18) Vandalism (Destruction Behavior, graffiti etc.) 19) Privacy 20) Noise in Public Places (Drinking, Loudly Talking etc.) 21) Safety from Crime 22) Safety from a Disaster. As of 2007, the housing welfare sentiment index is measured by the survey of 1,000 inhabitants in the public housing, which shows 3.51.

        노인공동생활가정의 운영 실태 및 활성화 방안

        This study is aimed at identifying and evaluating the current operating model of elderly group homes in Korea, which were introduced with the amendment to the Welfare of the Aged Act in 2008, based on a survey of 25 managers of such homes. There are several key themes identified in the evaluation of their operation in terms of human resources, service, space and finance. The number of employees at the homes complied with the applicable law, with the majority having more employees than the minimum legal requirement for the care of residents. A wide variety of service programs were offered for residents. Typically located within detached houses purchased on the first floor, the homes varied in size from 73 square meters to 560 square meters, with each having a distinctly residence-like atmosphere. The greatest challenge such homes face was a shortage of financial resources. Many struggled to operate because they have no other source of revenue than payments from residents. Consequently, to help promote elderly group homes, there needs to be state-level support for the view that providing assistance for self-sufficient elders can save social costs in the long run by delaying their transition to a physical state requiring constant nursing.

        찾아가는 마이홈센터 주거복지사의 전문직 인식

        The purpose of this study is to understand the professional recognition for Housing welfare professional who works at ‘On-site myhome center’. Professional Recognition consisted of ‘professional identity’ level, ‘theory and knowledge’ level, and ‘job performance skill’ level. The research process consists of three parts. Firstly, the direction of professional identity was set up by literature review related housing welfare and field survey. Second, analysing of professional identity were developed and revised through focus group interview (FGI), and questionnaire survey on 6 experts in housing welfare area. Third, questionnaire survey from 13 Housing welfare professional in On-site myhome center was performed in order to analyze the level of the professional recognition. As a result of this research, selected professional identity were settled as followed : the professional identity for Housing welfare professional consisted of 5 components, 30 items. The level of theory & knowledge and job performance skills recognized by Housing welfare professional when performing their duties was very high. The professional identity of Housing welfare professional was very high in ‘belief in public services’. In particular, the knowledge of ‘Understanding housing welfare recipient’ and ‘Residential organizations and management’ was very high. The level of description for ‘Finding community resources’, ‘Networking and cooperation with local communities’, and ‘Proficiency in community space’ was high.

        청년 1인 가구의 주거복지를 위한 쉐어하우스 거주 실태와 요구도: 입주자와 잠재 수요자 대학생을 중심으로

        The study finds a constructive way to improve shared houses by analyzing shared house living conditions, satisfaction of the residents and potential consumer`s needs. For this, a survey of 179 single-person university residents and interviews with seven young adults residing in shared house was conducted. The results showed that shared house tenants had high satisfaction in regard to bedrooms, common spaces, and rental costs. They successfully adapted to community life by frequently using the living, dining spaces, and common spaces with respect and consideration towards other tenants by following rules. Single-person university household should prefer single rooms and the biggest consideration when they move into a shared house is rent. Affordable rates were 300,000 to 350,000 Korean Won per month (40.5%) and deposit of 3 million won or less (64.3%). Results also showed a need for a professional manager residing in the house with a cleaning service for common spaces and a want to share hobbies with other tenants (3.25/5 point scale). It is very important in a housing welfare perspective that one experiences the value of living and emotional sharing to heighten the satisfaction through shared houses. It is essential to put effort into developing a service that reflects consumer`s needs for shared houses to continue as a housing alternative model for young adults.
