As ICTs are more advanced, in the current Smart Society that can be characterized by the terms of real-time, mobility and customization, the area of Geospatial Information is required to react to the needs of the society in more practical ways. Because Geospatial Information is getting more accepted as one of the very basic social infrastructure for everyday life activities in all sectors of life. In accordance, the legal basis of convergence Geospatial Information services are described on Geospatial Information Industry Support Law(Article 2, Item 7 & Article 4 Item 5). But it is required to come up with more detailed and practical definition of convergence GIS with more detailed supporting policies. In this context, this study aims at investigating what the needs of Geospatial Information services are in the Smart Society, and suggesting the policy directions and realization strategies of convergence GIS based on spatial hierarchy from global to local.

Our country has made every efforts to develop Real Estate Transaction culture with emphasis on Licensed Realtors by introducing Real Estate Transaction Law in 1983. Also, MOLIT(Ministry of Land, Infrastructure and Transport) designated several organizations including KAR(Korea Association of Realtors) as Real Estate Transaction Information Network Licensees for data credibility enhancement and transaction transparency. Nevertheless, the level of law abiding spirit and transaction culture are still similar to those of the old 'Bokdeokbang' era. The under-developed transaction behaviors prevent the social capital of people's credibility on Licensed Realtors from advancing, and results in the outcomes of unnecessary social cost. That is, very low credibility on the data on Sales Items in the market and the fear of speculative real estate price uprise and market distortions are continuing on. In this context, the purpose of this study is to propose the model of GIS-based Modernized Real Estate Transaction System and its execution policies to support credible Real Estate Information to the general public for efficient transactions in the market. Accordingly, the study aims at contributing to the modernization of Real Estate Transactions, fostering competitiveness of Realtors in the Real Estate Market.

전문가 협동학습방법을 적용한 조선어문 교수설계 - 조선족고급중학교교과서 《조선어문》 필수 1의 〈전통문화교실〉을 중심으로

본 론문에서는 전문가 협동학습방법을 적용하여 모두 4개 부분으로 구성된 〈전통문화교실〉의 교수설계를 하였다. 〈전통문화교실〉은 2017년에 편찬된 《조선족고급중학교교과서 조선어문》에 새롭게 추가된 부분으로서 《보통고중어문과정표준》(2017년)에서 새롭게 제기된 어문 핵심소양에서의 ‘문화의 전승과 리해’의 목표 달성에 부합되는 좋은 학습내용이다. 아직까지 조선어문 교수현장에서 전문가 협동학습방법을 적용한 교수가 진행되지 않고 있는 상황에서 본 론문은 전문가 협동학습방법을 적용한 전범적인 교수설계를 제시함으로써 조선어문교원들이 교수에서 참고로 삼을 수 있게 하고저 하였다.

The current study aims at investigating into the actual differences between census-based neighborhood proxies and resident-perceived neighborhood boundaries. There were several studies that compared between census tracts(or block groups) and resident-perceived neighborhood boundaries. But, this study finds the uniqueness in comparing between the total of the most commonly used census-based neighborhood proxies(i.e., census tracts, block groups, school districts, voting districts, police patrol districts, postal areas, neighborhood association areas, neighborhood plan areas) and resident-perceived neighborhood boundaries. 공공시설의 접근성과 이용도의 상관성에 관한 연구, 텍사스주 오스틴의 공립공원의 경우

일반적으로, 공원이용에는 서비스의 질뿐만 아니라 접근성 역시 중요하다. 본 연구는 공립공원의 접근성이 이용도에 미치는 영향에 관해 분석하였다. 연구의 전제로서 공원의 질에 해당하는 부분, 즉 운영정책, 광고/마케팅, 이용요금, 서비스의 수준 등은 실험지역(오스틴시)의 모든 공원이 동일하다고 가정함으로써 공원의 접근성과 이용도간 관계만을 분석하였다. 과거의 공원배치는 관례상 하향식 접근방식(top-down approach), 즉 배치의 공정성(equity)을 지향함에 있어 실제 주민들의 공원 수요(needs)나 이용 경향(tendencies) 등을 크게 고려하지 못해왔다. 그러나 본 연구는 설문기반 실제 주민들이 보여주는 공원 이용요소(utilization factors), 즉 사회적 요소(social factors) 및 공원이용패턴(utilization patterns)을 통한 상향적 접근방식(bottom-up approach)의 필요성을 역설코자 하였다. 분석과정에서 공원접근성이 이용도에 직접적 영향을 미치는가에 대하여는 통계를 통한 일반화가 불가능했다. 각 개인은 주이용 공원군(a set of parks)을 설정해 가까운 공원을 더 자주 사용하고 있는 반면, 오스틴 전체이용자를 대상으로 분석해 본 결과로는, 반드시 높은 접근성이 공원으로의 이용도를 높이는 것은 아니었다. 따라서 본 연구는 문헌을 통해 밝혀진 공원 이용요소들을 집적하여, 공원접근성과 이용도간 관련성을 설명하는데 중간요소(mediating factor)로 설정했다. 다변량회귀분석을 통해 실제 주민의 이용 공원까지의 거리에 영향을 미치는 요소들을 이들 중간요소들 가운데에서 추출하였다. 분석결과에 의하면, 사회적 요소들 가운데는 ‘인종’, ‘거주기간’, ‘아동과 동거여부’가 공원접근성과 이용도를 설명하는 유효한 변수였으며, 한편 공원이용패턴 변수들 가운데 ‘교통편’, ‘허용가능 최대여가시간’, ‘여가시간 용이함의 정도‘, ‘공원관련 정보의 양‘, ‘타 공원이용자들에 대한인식" 역시 유효한 변수였다. 흥미롭게도, 각 공원 타입에 해당하는 공원으로의 이용거리를 분석해본 결과, 모든 공원 이용요소들이 모든 유형의 공원으로의 이용거리에 동일한 영향을 미치고 있지는 않았다. 즉, 공원 타입(광역공원, 그린밸트, 금렵지구, 지구공원, 특별공원, 근린공원)에 따라 실제주민이 선택해 이용하는 공원으로의 이용거리에 영향을 미치는 공원 이용요소들은 상이했다.
Directions for Smart SDI in Global Spatially Enabled Society

As one of core national public infrastructure that national government plans, establishes and manages, the National Spatial Data Infrastructure(NSDI) contributes to the enhancement of people’s daily lives and plan-based management and utilization of national territory. Also, based on the core technologies of cadastre, survey, remote sensing and etc, it has been contributing to the capacity building of public administration and national territorial management in various areas such as physical planning, land, housing, transportation and so on. Actually in Korea, the NSDI has been advanced in many aspects including geospatial policy, technology, human resources, standards and so on since its 1st NGIS Plan in 1995. This study, in this context, aimed at the establishment of the advancement directions of public SDI model in Korea, differentiated into the vertical spatial hierarchy of GSDI - NSDI - LSDI which are organically linked among them. In addition, the development of public SDI should be accompanied by policy consideration by a top-down approach and by discovering and promoting leading companies by a bottom-up approach. For today’s government, the top priority issue is job creation and sustainable economic growth for the younger generation. As very basic data of all data in the society, spatial data will be able to help see great achievement by creating and spreading creative smart cities applying digital technology and smart city technology based on the SDI for each spacial hierarchy.
u-City 통합운영센터의 제도적 정착방안에 관한 연구 - 정의 및 위상을 중심으로 -

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.
