As we know, every part of the Korean society is connected with the chain of corruption. Such phenomenon increases the social cost, decreases the international competition, and causes pain and despair of most innocent people, and it at last prevents the nation building. First of all, the corruption must be swept off to promote the national development. And for this purpose the comprehensive, systematic, and enduring efforts and measures are to be needed. Of all the policy alternatives the protection of the whistleblower is most important to eradicate corruptions and to ensure public securities. Thus this thesis is aimed to study the foreign cases and the attitude of local government employees to the Whistlerblower Protection Act which are contributive to the feasible and effective act making.
비공간 데이터 일치 조건을 포함한 최근접 객체 질의 처리

위치기반 서비스 분야에서 대표적으로 사용되는 최근접 객체(NN) 질의가 거리조건 이외에 비공간 데이터 일치 조건을 부가적으로 포함하고 있는 경우 R-tree 색인을 기본으로 하는 NN 처리 알고리즘은 효율적으로 질의 결과를 생성할 수 없다. 본 논문은 이러한 비공간 데이터 일치 조건을 포함하는 최근접 객체(NN) 질의 처리 기법을 제안하였다. 각각 유일한 비공간 데이터에 개별키 역할의 ‘타입’을 할당하고 색인 탐색의 효율성을 높이기 위하여 타입를 고려한 거리인 STDIST와 이를 보조하는 변형된 색인 구조인 MTR-tree 색인을 제안하였다. 또한 정확한 성능 평가 결과 STDIST와 MTR-tree 사용한 NN 알고리즘이 보다 R-tree를 사용하는 INN기법보다 약 20%~25% 우수한 것을 입증하였다. In location-based service, if nearest neighbor query contains non-spatial predicates as well as spatial condition, then the conventional processing techniques may not produce results efficiently. This paper defines nearest neighbor query that contains non-spatial predicates. For the efficient query processing, this paper defines each unique non-spatial data value as unique key "type" and suggests a novel STDIST that elevates efficiency of index tree traversal. Also suggests variant of R-tree, MTR-tree that contains auxiliary data for STDIST. In performance evaluation, NSPNN algorithm which adopts STDIST and MTR-tree outperforms 20%~25% over INN algorithm with R-tree.

A Pilot scale gasification test bed, which has the capacity to gasify around 30 tons of coal per day has been designed for future IGCC research. The present design comprises the core equipments such as a gasifier, a dust removal system, desulfurizer, and a coal feeding system together with the auxiliary equipments i.e, a flare stack and figh pressure gas tanks. This test facility wiIl be constructed in KEPRI and used to support the operation of 300㎿ IGCC demonstration plant by pre-testing coal type and operation conditions. It can be expected that the test bed will be applied to speed up the domestic research for developing advanced gasification technology and syngas clean-up technology of IGCC.
MR Fluid Polishing을 이용한 커버글래스 측면 연마 조건 최적화에 관한 기초 연구

Currently, the mobile device is required to be miniaturized and lightweight according to the needs of the consumer. For this purpose, each part is produced and assembled in units of modules. Accordingly, the display part is also composed of a cover glass, a touch screen, And it costs a large amount to replace the whole when it is damaged. Therefore, we propose a method to improve the durability of display part using ANOVA (Analysis of Variance) and MR fluid polishing. Before MR fluid polishing process, surface treatment was performed to obtain a polishable surface. A series of experiments were carried out to very fine surface roughness and to secure durability of cover glass. Polishing depth, feed rate, and abrasive size were selected to examine the MR fluid polishing results.

본 논문에서는 LabVIEW 기반의 가스터빈 데이터 취득 및 모니터링 시스템을 제안한다. C-Tune DAS로 명명된 실시간 모니터링 시스템은 가스터빈의 유지/보수시 실시간 동작을 분석하는데 중요한 역할을 담당한다. LabVIEW 소프트웨어는 고유 기능별로 데이터 취득부, 데이터 분석 및 표시부, 데이터 저장부로 구성된다. 데이터 취득부를 통해 PMS 서버와 두 대의 cFP로부터 데이터를 취득한다. 복합화력 발전소의 상용 가스터빈에 적용하여 개발된 모니터링 시스템의 타당성을 검증한다. This paper presents a gas turbine data acquisition and monitoring system using a LabVIEW programming. The developed real-time monitoring system entitled a C-Tune DAS Plays an important role to make an analysis of the real-time operation of the gas turbine under maintenance. the LabVIEW based software is divided into three parts according to their original functions; Data acquisition, Data analysis and display, and Data storage. The data acquisition part receives data from a PMS (Plant Management System) server and two cFPs (Compact-Field Point). To verify the validity of the developed system, it is applied to gas turbines in the combined cycle power plant in Korea.

Integrated Gasification Combined Cycle (IGCC) power plant converts coal to syngas, which is mainly composed with hydrogen and carbon monoxide, by the gasification process and produces electric power by the gas and steam turbine combined cycle power plant. The purpose of this study is to investigate the influence of gasification process to type and structure of gasifier. For this purpose, the performance characteristics of gasification reaction are analyzed with the operation characteristic of pilot-scale 2-stage coal gasifier. It is found that gasification reaction, floating characteristic of melted slag, particle stick of inside of the gasifier, particle stick and deposit of Syngas cooler are the causes in the different performance characteristics.
공무원 사이버 교육훈련의 학습 및 전이성과에 미치는 영향

This article examines the impact of Cyber Education training on Learning and Transfers Performance by analyzing perceptions of 290 Seoul City Civil Servant in Korea. An analytical model is drawn from an extensive review of literature on Cyber Education training on Learning and Transfers Performance from which ten independent variables are identified as antecedents of Cyber Education training that affect Learning and Transfers performance. The results were as follows : First, the nine independent variables trainee characteristics (self-efficacy, self-regulated learning, learning motive, career planning), training design (usefulness of educational contents, interaction of instructor-trainee's), work environment (support for supervisor, peer's support, co-work and the Organization) are perceived to have a positive influence on employees' learning performance. Second, the eight independent variables of trainee characteristics(self-regulated learning, learning motive, career planning), training design(usefulness of educational contents, interaction of instructor- trainee's), work environment (support for supervisor, peer's support, co-work and the organization) are perceived to have a positive influence on employees' transfer performance, which, in turn, improved transfers performance. These results imply that learning and transfer performance may be dependent on the effective use of education training.
