Open peer review intends to help review a manuscript in a transparent and accountable manner, opening up the identity of a reviewer and authors in a scholarly journal. Although some research about open peer review, for example, authors' understanding of open peer review, exists, research about editors' perspectives of a scholarly journal in Korean domestic science and technology fields has not been found. Editors' views may include whether an academic journal plans to adopt open peer review, when they might adopt it, or what the possible benefits, challenges, and issues in adopting open peer review would be. This paper presents a survey scheme, data, and analysis of Korean editors' perspectives on open peer review. Specifically, we designed the online survey questionnaire, collected the survey data from journal editors, and analyzed the survey results to explore editors' understanding of open peer review. We then compared our research with previous work, such as our Focused Group Interview and other similar domestic and foreign analysis. This study result is expected to help make an open peer review policy for public institutes to provide essential services for scholarly journals, including a scholarly peer review system. Academic society may also get some insights in adopting the open peer review method in the peer-review process.
고속도로 구간과속단속시스템 운영에 따른 교통사고 감소효과

This study aims to evaluate the accident reduction effects of ‘Section Speed Enforcement System’ (SSES)operation in freeways. In pursuing the above, this study collects the accident data for 5 years (2 years beforeoperation and 3 years after operation) at all 9 sections where SSESs are operated, and evaluates annually theeffects before and after operation using the comparison group method (C.G. Method). The measures ofeffectiveness are total accidents (TAs), fatal and serious accidents (FSAs), total injuries (TIs) and fatal and seriousinjuries (FSIs). The main results are as follows. First, TAs and TIs are reduced to 41.7 and 17.1%, respectively. Second, FSAs and FSIs are reduced to 41.7 and 32.2%, respectively. Therefore, SSES has more effectiveness atfatal and serious accident. Third, the accident reduction effect has been increasing, and particularly the effect of'after three years' is evaluated to be notable. 이 연구는 고속도로 구간과속단속시스템(SSES) 운영에 따른 교통사고 감소효과를 분석하는데 그 목적이 있다. 이를 위해 SSES가 설치된 고속도로 9개 구간 전체를 대상으로 5년간(사전 2년과 사후 3년간) 교통사고 자료를 수집하고, 비교그룹방법을 활용하여 연차별 사전․사후 분석을 시행한다. 사고감소의 효과척도로는 전체 교통사고(TAs), 중상이상 교통사고(FSAs), 전체 사상자수(TIs) 및 중상이상 사상자수(FSIs)를 활용한다. 주요 연구결과는 다음과 같다. 첫째, 교통사고 발생건수와 사상자수는 각각 32.0%, 17.1% 감소하는 것으로 분석된다. 둘째, 중상이상 심각사고 발생건수 및 사상자수는 각각 41.7%, 32.2% 감소한 것으로 분석되어, 심각사고 감소에서 높은 감소효과가 나타난다. 셋째, SSES 도입에 따른 교통사고 감소효과는 연차별로 점차 증가하고 있으며, 운영 후 3년차에서 사고감소효과가크게 나타난다.
