Die Einwirkung des Sports in die Gemeinde der Selbstsverwaltung 지방자치단체가 지역의 정치적, 경제적, 사회적, 문화적 발전을 위해서 그 전략으로 큰 규모의 스포츠를 개최하는 것이었다.그런데 지방자치단체가 스포츠를 개최하면서 나타나는 과제들도 있었다. 첫째, 스포츠의 내용이 없다는 것 둘째, 스포츠의 행사가 비조직적으로 행하여진다는 것 셋째, 스포츠의 운영이 특성이 없이 획일적으로 이루어진다는 것 등이었다. 이 과제를 해결하기 위해 스포츠 내용을 다양화하고 스포츠의 조직화 그리고 스포츠 운영의 자율화 등을 제시하고 있다.그러나 지방자치단체가 대규모의 스포츠를 개최함으로써 정치적측면에서 주민의 귀속감을 높이고 경제적 측면에서 경제활성화를 기하며, 사회적, 문화적 제 측면에서 국제적 감각과 주민들의 의식수준의 향상 등 많은 영향을 미치는 것으로 나타났다.

리더의 카리스마 리더십과 리더 신뢰와의 관계

It is that many organizations today are changing to a form of raising the consciousness of members who are not in the form of vertical leadership, but in the direction of horizontal leadership, to achieve organizational goals. In order to study leadership suitable for these changes, we looked at leadership from other aspects of the study so far. That is, this study examined whether a leader's charismatic leadership is related to trust The specific purpose of this study is as follows.First, it was to find out what charismatic leadership is.Second, we examined the characteristics of charismatic leadership.Third, what is the concept of trust? In addition, we investigated what the prerequisites for trust are.And fourth, the relationship between the leader's charismatic leadership and trust was analyzed.This research method was based on the analysis of literature data In conclusion, the charismatic leadership of the leader in the organization was closely related to trust. In addition, it was necessary for leaders to gain trust from members, leading factors such as professionalism, consideration, openness, consistency, and interdependence of leaders. 오늘날 많은 조직에서는 수직적 리더십 형태인 지시-통제 중심에서 벗어나 조직 목표달성을 이루는 수평적 리더십 형태인 부하 구성원의 의식을 고양시키는 형태로 변화하고있다는 것이다. 이런 변화에 알맞은 리더십을 연구하기 위해서 지금까지의 연구와 다른측면에서 리더십을 살펴보았다. 즉, 본 연구는 리더의 카리스마 리더십이 신뢰와 관계가있는지를 살펴 보얐다. 본 연구의 구체적인 목적은 우선, 카리스마 리더십이란 무엇인지에 대해 알아보고 둘째, 카리스마 리더십이 어떤 특성이 있으며 셋째, 신뢰는 무엇을 의미하며 신뢰의 선행요건이 무엇인지에 대해 알아보았다. 그리고 넷째, 리더의 카리스마 리더십과 리더 신뢰와는 어떤 관계가 있는지에 대해 분석해 보고자 하였다. 이 연구의 분석은 문헌적 자료를토대로 하였다결론적으로 조직에서 리더의 카리스마 리더십은 신뢰와 밀접한 관계가 있었다. 그리고리더가 구성원으로부터 신뢰를 얻기 위해서는 리더의 전문성, 배려, 공개성, 일관성, 상호의존성 등의 선행요인 필요하다는 것이었다.

지방정부의 행정에 대한 국민의 불신이 날이 갈수록 심화되고 있다는 비판이 사회와 정부의 각층에서 높이 일고 있으며, 이로 인하여 지방 정부의 행정의 효율성이 크게 저하되고 있다는 우려가 최근 들어 깊어지고 있다. 이러한 상황의 인식 위에서 본 연구 는 지방정부의 행정에 대한 국민 불신의 문제에 대처하기 위한 대책을 수립하는데 필요한 자료를 제시해 보고자 하였다. 우선 地方議會議員은 住民으로부터 信賴와 尊敬을 받고 民主的인 性格의 所有者이며, 愛鄕心과 使命意識이 透徹할 뿐 아니라 議會의 機能的 活動을 위한 知識을 所有한 사람이어야 하고 住民代表로서의 代表機能, 立法機能, 行政監視機能, 地域統合調整機能을 圓滑히 遂行하여야 한다는 점이다. 그리고 地方公務員은 洞察力과 判斷力, 對應能力과 推進力, 說得力 等의 資質이 要求되며 公益의 增進, 住民爲主의 行政, 公正․ 迅速․ 親切한 民願의 處理, 住民意見의 尊重 및 行政反映, 施行錯誤의 敎訓化 等의 意識이 地方公務員에게 뿌리를 내리는 것이 地方政府와 地方住民사이의 信賴性 確保를 위한 急先務이다. 지방행정환경이 국제화, 정보화, 경영화로 전개되고 있고 이에 따라 대응하는 자치단체의 전략들도 대기업이나 선진국들에게서 배워야하는 처지에 놓여있다. 그러나 무엇보다도 중요한 것은 지방자치단체의 주인인 지역주민들의 지방행정에 대한 신뢰를 확보하는 것이 그 무엇보다도 중요한 것이다. 따라서 본 연구에서 지방행정에 대한 주민의 신뢰를 확보할 수 있는 방안을 살펴보고자 하였다.

헌법상 스포츠권과 스포츠가 국제관계에 미치는 영향

Sports, in terms of international relations, are closely connected with international politics. Especially since sports organization forms an anarchic political structure in the international society and is in charge of representing the nation, governmental approach and solution may solve difficult tasks in terms of sports interchange. Therefore, sports within international relations are means of communication as the universal language in contacting among the people, and has a positive effect of promoting friendly relations of the people, which reduces war and plays the role of an exit from offense. Therefore, this study aims to examine how sports affect international relations. The specific goals are as follows: first, to examine the concept and history of sports and second, how sports were used in international relations. Third, it was to examine how sports affect international relations in negative and positive sides. As a result, sports in terms of international relations generally have following effects: first, they affect international understanding and peace; second, they enhance the national glory; and third, they act as a diplomatic protest and tool. However, negative effects of sports on international relations in this study are the following: they cause unevenness of international relations, foster negative image of international understanding, and are used as the means of enhancing colonization. On the other hand, positive effects of ports on international relations are the following: they induce dispute prevention and democratic peace, produce the environment to improve international relations, are significant means of foreign policy, and act as a channel for mutual interchange among nations. In order for sports to correspond more effectively in international relations, sports interchange of international sports such as international tournaments and sports science academic contests must be actively induced. Also, relative policy makers, leaders and scholars must direct all their strengths in gathering necessary information that affects international relations due to sports and in learning international sense by constantly participating. 국제관계하에서의 스포츠는 국제정치와 밀접한 관계를 맺고 있다. 특히 스포츠 조직이 국제사회에서 하나의 무정부적 정치체제를 이루고 국가를 대표하는 기능을 담당함에 따라 정부차원의 접근과 해결이 어려운 과제를 스포츠 교류 차원에서 해결할 수 있다는 것이다. 따라서 국제관계에서 스포츠는 국민들 간의 접촉과정에서 만국공통어로써 의사전달의 수단이 되고 있으며, 긍정적인 효과로서 국민들의 우호적인 관계를 증진시켜 전쟁을 줄이고 공격성에 대한 출구 역할을 하고 있다는 점이다. 따라서 본 연구에서는 스포츠가 국제관계에서 어떤 영향을 미치는지에 대해 살펴보고자 하였다. 구체적인 목적으로 첫째, 스포츠의 개념과 역사에 대해 살펴보고자 하였으며 둘째, 스포츠가 국제관계에 어떻게 활용되었는지에 대해 살펴보았다. 셋째, 스포츠가 국제관계에 부정적인 측면과 긍정적인측면으로 어떻게 영향을 미치고 있는지 살펴보았다. 연구 결과 스포츠는 국제관계에 있어서 일반적으로 첫째, 국제적인 이해 및 평화에 영향을 미치고 둘째, 국위선양도 하며, 셋째, 외교적 항의와 외교적 도구로서의 영향을 미친다는 것이다. 그러나 본 연구에서의 스포츠의 국제관계에 대한 부정적인 영향으로는 국제관계의 불균등을 초래하고, 국가간의 이해에 대한 부정적인 이미지를 조장하며, 식민지배의 강화 수단으로 활용된다는 것이다. 반면 스포츠의 국제관계에 대한 긍정적 영향으로는 분쟁방지와 민주적 평화를 유도하며, 국제관계의 개선을 위한 환경을 조성하고, 외교정책의 중요한 수단이 되고, 국가 간의 상호교류를 위한 채널로서의 기능을 한다는 것이다. 앞으로 스포츠가 국제관계에 있어 보다 효과적으로 대응하기 위해서는 각종 국제 대회 및 스포츠 과학 학술대회 등과 같은 국제적 스포츠의 스포츠 교류를 적극적으로 유치하도록 하며, 관련 정책 입안가나 지도자, 학자 도한 지속적으로 참여함으로써 스포츠로 인한 국제관계에 영향을 주는 필요한 정보수집 및 국제적 감각의 체득에 총력을 기울려야 할 것이다.

A study on light weight of radar-based human activity recognition model using self-attention mechanism

Recently, radar-based human activity recognition (HAR) technology has been actively studied in the field of artificial intel-ligence by applying radar datasets to deep learning (DL) models to automatically learn and classification. This is one of the important applications in the field of activity recognition and can be used in various fields, such as exercise tracking, smart homes, self-driving cars, and health status monitoring, by recognizing human daily activity patterns. However, DL models are complex and have significant computational costs and numerous parameters to process and classify high-dimensional radar datasets. Therefore, their implementation on commercial mobile devices is limited by their computational complexity. Therefore, in this study, we propose a lightweight HAR DL model using Self-Attention technology to solve the complexity and computational costs of these DL models. Experimental results demonstrate that this model can maintain its performance while reducing the number of parameters required. In the future, these light-weight models will not only be usable on mobile devices but will also require lower computing power and memory capacity; therefore, they are expected to be used in various fields as time series-based DL models.

Leadership is an important factor which determines the success and survival of a sports team. In any team, technical support is a significant element that makes or breaks the team; but effective leadership sometimes complements lack of technical devices and support. Therefore, a leader receives trust or criticism according to the success and failure of the sports team. Whether it is soccer, volleyball, or basketball, the existence of all sports teams is dependent upon the ability of the leader, who leads the others to participate in the attainment of a common goal. For such reason, leadership in a sports team is the most important issue, and a great deal of effort is put into leadership studies. Therefore, this study aims to research how mutual faith among a leader and his members according to leadership, especially charismatic leadership, influences sports accomplishment. More specific purposes are as follows: first, it examines what charismatic leadership is. Second, it examines what influences, whether positive or negative, are given to the team by charismatic leadership. And finally, the goal was to study the relation between the charismatic leader and sports accomplishment. 리더십은 스포츠 팀의 성공과 생존을 결정하는 중요한 요인이다. 어떤 팀에서든지 기술적 지원이 팀의 성패를 좌우하는 중요한 요인이기도 하지만 효과적인 리더십은 때로 기술적인 장비와 지원의 결핍을 보완하기도 한다. 따라서 지도자는 스포츠 팀의 성공과 실패에 따라 신망을 받거나 비난을 받는다. 축구, 배구, 농구 등 어떤 스포츠 팀이든 그 팀의 존립여부는 다른 사람들로 하여금 공동의 목표달성에 동참하게 하는 지도자의 능력에 따라 좌우된다. 이러한 이유에서 스포츠 팀에서 리더십은 가장 중요한 과제로서 관심을 갖게 되었고 리더십 연구에 많은 노력을 투입하게 되었다. 따라서 본 연구는 리더십 특히 카리스마 리더십에 따른 리더와 구성원 상호간의 신뢰가 어떻게 스포츠 성과에 영향을 미치는지에 대한 연구를 하고자 하였다. 구체적인 목적은 첫째, 카리스마 리더십이란 무엇인지에 대해 살펴보고자 하였다. 둘째, 카리스마 리더십이 팀에 어떤 효과 즉, 긍정적 또는 부정적 효과를 주고 있는지에 대해 살펴보고자 하였다. 그리고 마지막으로 카리스마 리더와 스포츠 성과와는 어떤 관계가 있는지에 대해 연구해보고자 한 것이 목적이었다.

헌법상 교육권과 평생교육 활성화 방안

In the modern society, the necessity of lifelong education is increasing and the role of local governments becomes increasingly important in connection with the improvement of the quality of life of citizens through learning and the linkage with the economic, cultural and social development of the region. At this point, this study suggests institutionalized projects for the revitalization of lifelong education in local governments through analysis of the responsibility for lifelong education of local governments and lifelong learning city project, I want to find a solution. In order to accomplish these research objectives, first, the role of local autonomous bodies and lifelong learning city performance for lifelong education revitalization suggested in the Lifelong Education Law should be analyzed and the areas that can be systematically mandated are identified and suggested. Second, it analyzed the preliminary researches on the various projects promoted in the lifelong learning cities in Korea, typified the projects, found out the institutionalized projects and suggested the plans. The results of this study are as follows: First, there are systematic requirements for establishing lifelong education promotion system in local self - government, such as establishment of lifelong education council, establishment of lifelong education promotion plan, establishment of dedicated lifelong education department,. Second, the use of lecturers banking facilities and public facilities should be systematically mandated to revitalize lifelong education. Third, although there is no legal ground at present, many lifelong learning cities have been continuing, and it has been necessary to institutionalize learning clubs and lecturer dispatching projects with clear business results. The purpose of this study is to provide a systematic guideline and system through the case analysis rather than the case study of the results of the lifelong learning city project and to raise the question of the role of the state which enables all local governments to practiceIt has its significance. 본 연구는 평생교육이 지역사회교육, 지역사회개발 측면에서 모든 지방자치단체가 체계적으로 운영해야 할 영역이며 평생학습도시 사업은 그 기반을 구축하는데 큰 성과를 거두었으므로 평생교육법과 평생학습도시 사업에 대한 문헌 분석을 통해 지방자치단체에서 평생교육 활성화를 위해 의무적으로 제도화해야 하는 영역과 지방자치단체에서 활발히 추진되고 있는 사업을 유형화하여 제도화 가능한 사업을 발굴하고 그 방안을 제시하기 위한 것이다. 또한 이러한 평생교육이 헌법상 교육권을 실현하고, 제도적으로 의무화할 수 있는 방안에 대한 간단한 의견 제시에 그쳤으며 심도있는 연구를 통해 제도화 방안이 연구되어야 할 것이며, 평생학습도시 사업의 유형화에 있어 체계적인 연구방법을 제시하지 못한 한계가 있다. 하지만 본 연구가 평생학습도시 사업의 성과를 사례 제시에서 벗어나 사례 분석을 통해 체계적인 지침과 제도를 만들어 모든 지방자치단체들이 실천할 수 있는 국가의 역할에 대한 문제 제기에 의의를 둔다. 본 연구를 기반으로 지방자치단체에서 평생교육 영역이 하나의 행정서비스로 자리매김하여 체계적으로 운영되기 위한 심도있는 연구가 계속 이루어져야 할 것이다.
