자발적인 외부 이전 지원의 시그널 효과: Google Data Liberation Front의 사례

클라우드 컴퓨팅 환경의 확산은 비용 절감 및 범위의 경제를 활용한 신규 서비스 진입기회 증가라는 긍정적인 측면이 있다. 반면, 개별적으로 구매한 하드웨어, 운영체계 및 소프트웨어에 기반한 기존의 독립(stand-alone) 컴퓨팅 환경에 비해 전환비용이 증가하고, 그로 인하여 이용자의 고착(lock-in)효과가 강화되며 결국 플랫폼 보유 사업자의 시장 지배력은 현재보다 더욱 커질 수 있다는 우려도 함께 존재한다. 본 연구에서는 대표적인 클라우드 컴퓨팅 서비스 사업자인 구글이 Data Liberation Front라는 이름으로 이용자 데이터의 원활한 컴퓨팅 플랫폼 간 이전, 특히 구글 서비스 이용자 데이터의 구글 환경 외부로의 이전(outmigration)을 자발적으로 제공하는 전략적 동기에 대하여 분석한다. 컴퓨팅 환경은 경험재(experience good)의 성격을 갖고 있기 때문에 대다수 이용자들은 아직 도입 초기 단계인 클라우드 컴퓨팅 환경의 효용에 대해 잘 알지 못하는 반면, 이미 기존 환경에서 구동되는 운영체계 및 응용프로그램을 판매해온 기업들의 경우 각각의 제품 및 서비스에 있어 대다수 이용자들에게 이미 알려진 수준의 효용을 제공하고 있다. 이와 같은 상황에서는 신규 진입 클라우드 컴퓨팅 사업자가 자발적으로 자기 플랫폼에서 이용자가 이동해 나가는 전환 비용을 낮춰줌으로써 오히려 자신의 컴퓨팅 플랫폼의 품질에 대한 시그널을 전달할 수 있게 되며, 높은 효용을 제공하는 클라우드 컴퓨팅 사업자만 시장에 진입하게 되는 결과로 이어지게 됨을 보인다. 추가적으로, 양면시장 형태의 클라우드 컴퓨팅 서비스 제공 사업모형은 적절한 조건이 주어진다면 기존과 같이 직접 이용자로부터 비용을 받는 경우보다 시장 점유율 및 수익을 증대 가능성은 물론 기존 독점사업자의 가격 및 점유율을 줄임으로써 소비자 후생이 개선되는 효과가 존재함을 보인다.

최근 정부가 「산업구조 변화에 대응한 공정한 노동전환 지원 방안」을 발표하는 등 저탄소·디지털화에 대응하여 근로자의 원활한 일자리전환을 위한 정책의 중요성이 커지고 있다. 이 글에서는 저탄소·디지털화 영향으로 사업축소·전환 및 단기적 고용감소가 예상되는 자동차제조업을 대상으로 산업·일자리전환 실태를 파악하여 정부의 기업 및 근로자를 대상으로 한 공정한 일자리전환 지원 방안을 모색하고자 한다. 실태조사 결과에 따르면, 2021년 말 기준으로 5인 이상 자동차제조업 사업체에서 자동차 부문에 근무하는 근로자는 총 343,229명으로 나타났으며, 단순생산직이 전체 근로자의 49.5%로 거의 절반을 차지한다. 조사 대상 사업체 중 14.3%가 현재 미래형자동차 사업에 참여하고 있으며, 미래형자동차 부문에 종사하는 상시근로자 수는 49,764명으로 나타난다. 또한 일자리전환을 목적으로 직업훈련이 필요한 인원은 전체 20,248명으로 나타났다. 주요 함의로는, 미래형자동차 산업으로 원활한 전환을 지원하기 위해 대상별 산업기술인력 신규공급 확대, 경력직 및 재직 생산인력 대상 직무전환 프로그램 활성화, 고졸 및 생산직 미스매치 발생 최소화 등 기업수요 맞춤형 산업기술인력의 효율적 양성에 정책적 지원이 필요하다.
국내⋅외 주요 이동통신 사업자의 이용약관 비교 분석: 기기 보조금 및 위약금을 중심으로

It is not only the price of plans that affects competition and welfare, but also the various aspects of mobile contracts, from signing to termination. In this study, we collect and compare the major mobile operators’ service contracts from six major mobile operators (Korea, the United States, Japan, the United Kingdom, and Australia), focusing on device subsidies and early termination fees. First, we found that the contracts offered by major mobile operators in Korea and abroad are similar in terms of the data-centered structure of plans, and that there are small differences in the details, not enough to make the consumers’ experience of each country significantly different. In the case of device subsidies, we found that while there are some cases (Telstra in Australia and Orange in France) that offer discounts on handsets based on certain plans and contract periods, they are not as active as in Korea. While penalties remain, there are differences in the structure of penalties among operators, and, with the exception of the UK and Korea, we observed a trend toward more no lock-in contracts for high-end plans (US, France, Australia), smaller penalties (Japan), and more penalty-free terminations (France). However, we also observed cases where handset subsidies were used to create switching costs that effectively amounted to penalties without explicit penalties (Orange) or to increase other types of tariff-related change fees (Verizon). This appears to be a result of carriers attempting to reinforce their profitability by increasing non-salient costs in response to competition, rather than a consequence of their monopolistic position. These findings may be instructive for domestic policies that are still mostly focused on the prices of plans.
