OECD/DAC회원국의 개발원조사업과 NGO와의 협력

동 보고서는 세계화라는 새로운 패라다임을 맞이하여 국가의 역할을 축소되는 반면, NGO의 역할이 확대되는 시점에서 범세계적인 이슈로 떠오르고 있는 빈곤, 환경, 여성문제, 인구문제등을 해결하기 위한 OECD회원국 정부와 개발NGO간의 관계에 관한 논문이다. 또한 동 보고서는 OECD회원국의 NGO와의 협력시 특징을 살펴보기 위해 법적, 제도적 장치, 평가, 사업실시분야, 재정지원형태, 사업상 문제점등 5가지 분야를 선정하였다. 마지막으로 저자는 한국의 개발 NGO의 현황과 정부와의 관계 및 문제점도 살펴보았으며, 이를 통해 한국의 개발NGO들의 향후 나아갈 방향도 함께 제시하였다. With the advent of the globalization, a new paradign of international political and economic system has been established. As a result, the role of the state is diminishing, while the NGOs are playing more important role in handling many global issues such as the threat of nuclear war, global warming, breakdown of ecosystems, spreading of absolute poverty. This paper, by focusing on the relationship between the governments of the OECD members and their development NGOs, tries to analyze these relationship from the 5 persepctives, those are, the legal and instituitional aspects, evaluation, fields, financial support to NGOs, and problems facing NGOs. Especially, in this paper, five problems which NGOs in the OECD members have faced are addressed: lack of financial autonomy from the government, lack of professionalism, conflict of the role between the government and NGOs, and lack of self-criticism within NGO. Finally, this paper also touches the current situation of the Korean development NGOs and their relationship with the government from the critical perspective and finally draws the conclusion in which the problems and the corrective actions for the Korean development NGOs are suggeted.

2019년 말에 발생한 코로나19로 인해 국제적인 인적교류와 서플라이 체인이 끊어지면서 세계는 보건, 정치, 경제적으로 막대한 타격을 입고 있다. 그러나 2021년 초부터 미국과 영국의 백신공급을 시작으로 코로나19의 치료가 본격화되면 팬데믹을 겪은 지구촌이 예전의 상태로 돌아갈 것이라는 희망적인 전망도 나오고 있다. 코로나19로 가장 영향을 받고 있는 분야가 있다고 하면 국제개발협력(ODA)이라고 할 수 있다. 코로나19는 공여국의 ODA의 축소와 함께 기존의 ODA 지원방식의 수정을 요구하고 있다. 반면 코로나19는 ODA에서 긍정적인 영향도 주고 있는데 이는 공여국 전문가들의 현장 방문이 힘들기 때문에 대안으로 수원국 현장 인력의 능력 제고를 위한 프로그램을 만들도록 유도하기 때문이다. 코로나19 이후 개도국의 여러 가지 문제점을 가장 효율적으로 해결할 수 있는 방안으로는 개도국의 보건 분야를 포함하여 공공분야의 정책, 제도 및 인적자원의 역량개발을 들 수 있는데 역량개발과 직접적으로 연관되는 이슈가 공공행정 분야의 거버넌스 개선이라 할 수 있다. 이를 위해 국내적으로는 우리의 ODA 정책 수립 시 보건 분야를 포함하여 교육, 불평등, 여성, 환경 등 코로나19와 관련된 각 사업의 일관성을 높이기 위해 국제개발협력위원회의 조정 역할을 강화해야 하며, 또한 기존의 거버넌스 개념을 더욱 확대하여 ODA 전 분야에 적용하는 cross-cutting 이슈가 되어야 할 것이다. 방법론적으로는 SDGs 달성을 위해 더욱 포괄적이고 전 정부적(whole of government)으로 접근하는 자세가 필요하다. 국제 거버넌스 측면에서는 국제공조 강화를 위해 코로나 백신 공급에 있어서 지적재산권 유예와 함께 코백스를 통해 개도국에게 코로나 백신과 치료제 등을 더욱 많이 제공할 수 있어야 할 것이다. 마지막으로 수원국 거버넌스 강화 측면에서는 우리의 비교우위 분야인 행정 제도ㆍ시스템 노하우를 전수하여 개도국의 공공행정 분야 강화 및 혁신을 지원해야 할 것이다. The world is taking a huge hit in health, politics, and economy as international exchanges and supply chains are cut off due to the COVID-19 outbreak in early 2020. However, there is also a hopeful prospect that the global village that has suffered a pandemic will return to its normal state when the treatment of COVID-19 has begun with the supply of vaccines. If there is one area that is most affected by the corona virus, it can be international development cooperation. COVID-19 brings negative and positive impacts on the international development. Negatively, the donors’ ODA is likely to be reduced and the existing ODA delivery method should be modified. On the positive side, it is possible to increase the local ownership by enhancing capacity building of the recipient countries. The most effective way to solve various problems in developing countries after COVID-19 is to develop their policies, systems and human resources in the public sector, including the health sector. Issues directly related to capacity building must be an improvement in the governance of the field. To this end, domestically, when establishing our policies, we need to strengthen the coordination role of the Committee of International Development Cooperation(CIDC) in each area related to COVID-19 such as education, inequality, women, and the environment, including the health field. In addition, by expanding the concept of the governance, it should be applied to all fields of the ODA. Methodologically, a more comprehensive and integrated the Whole-of-government approach is required to achieve the SDGs. In terms of international governance, through strengthening international solidarity, it will be possible to provide more vaccines to developing countries through COVAX along with the suspension of intellectual property rights in the supply of corona vaccines. Lastly, in terms of strengthening the governance of the recipient countries, it is necessary to transfer the know-how of our comparative advantage, to support the strengthening and innovation of the public administration field in developing countries.

Coherent motion of fluxons in stacked intrinsic Josephson junctions of $Bi_2$$Sr_2$Ca$Cu_2$$O_{8+x}$ single crystals

We studied the flux-flow current-voltage characteristics of microwave-generated fluxons formed in serially stacked intrinsic Josephson junctions fabricated on$ HgI_2$-intercalated $Bi_2$$Sr_2$$CaCu_2$O/8+x/(Bi2212) single crystals. With increasing the irradiation power of 73$\square$76 GHz microwave, the supercurrent branch became resistive and split into multiple sub -branches. Each sub-branch represented a specific mode of collective motion of Josephson fluxons. We also observed similar branch splitting In a mesa prepared on an underdoped Bi2212 single crystal in a static magnetic field.

The main components of the KSTAR helium refrigeration system (HRS) can be classified into the warm compression system (WCS) and the cryogenic devices according to the operating temperature levels. The WCS itself consists of the compressor station (C/S) and the oil removal system (ORS). The process helium is compressed from 1 bar to 22 bar maximum in the C/S and downstream, the ORS removes the oil mixed in the helium to less than 10 ppbw as per the operation criteria of the cryogenic devices of the KSTAR HRS. After the installation, the pre-commissioning and commissioning activities were started on July, 2007. Before the start-up of the C/S, vibration measurement and the skid reinforcement jobs were performed for stable operation of the C/S. The results of the WCS performance tests met the requirements of the KSTAR HRS but satisfied the vibration level criteria only at the compressors’ full load condition.

위성 및 지상파 방송용 MPEG-2 인코더 시스템 개발

The paper describes MPEG-2 encoder system developed by ETRI. The encoder system consists of rodeo encoder, audio encoder and program multiplexer. The system can be used as an SDTV encoder as well as a sub-picture encoding module of an HDTV encoder. In order to reduce the hardware size and increase the system reliability, most parts of the MPEG-2 encoding algorithm are implemented with ASIC chips except the rate control part. The developed system Is compliant with MPEG-2 and ATSC.
