EOTS(Electro-Optical Tracking System) provides stabilized images while tracking a moving target. EOTS consists of a variety control circuits, sensors, and drive parts. The failure of EOTS may give a significant impact on expensive internal equipments and aircraft. Therefore, EOTS should be checked for faults before operation and during operation. This paper presents a fault detection and isolation method for EOTS actuation part. while the fault detection being done in real time. Once a component fault is detected, EOTS will automatically stop and the fault isolation follows. Actual equipment tests conforms the validity of our scheme.

An EOTS (Electro-Optical Tracking System) provides stabilized images while tracking a moving target. This paper presents a novel concept of driving the outer gimbal first for improving the maneuverability of an EOTS, contrary to the conventional inner gimbal mode. It has the advantages of faster positioning performance and stable operation in Nadir-point. Analysis of frequency responses reveal that the present scheme results in a wider control bandwidth and larger gain margin, compared to those of the previous one. The actual experimental results confirm that the maneuvering is stable although the input command has a large angular acceleration.

Electro Otical Tracking System(EOTS) is required for a rapid movement as well as the stabilization of Line-Of-Sight(LOS). In order to achieve these two goals, this paper presents a position and velocity driving profile generation method from the constant acceleration and deceleration profile according to the current state, enabling a fast and smooth trajectory even if the target position changes during the movement of LOS. Simulation and experimental results reveal that the settling time could be reduced significantly by adopting the present position control scheme.

본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 33개 항목, 소 기준 447개 항목으로 구성되어 있다. In this study, the index for operation evaluation index for safety management system that can be facilitated as the assessment tool for system operation monitoring and operation outcome and the safety management system of shipping companies has been developed. By using this index, this study may provide the instruction or consultation for frequent facilitation by comprehensively recording the required knowledge for each operation stage for the companies that prepares the introduction of the safety management system and companies that already introduced the system to maintain and develop the system. In addition, when working on internal audit and assessing the system operation outcome, it may be facilitated as the assessment tool to contribute in continuous improvement and development. This index is consisted of 11 large categories, 35 items of medium categories and 447 small categories.
A Study on the Safe Route through the Analysis of the Density of the Gill Netters in the West Sea

본 연구는 서해안에서 상선의 어구 손괴로 인한 추진기 장애를 예방하기 위해 연안자망어선의 월별분포를 제시하였다. 분석 방법은 2014년 1년간의 어선위치발신장치 데이터를 이용하였다. 조업 해구도를 기준으로 경 위도 $30^{\prime}{\times}30^{\prime}$크기의 해구별 간격으로 격자를 설정하였다. 총 56개 해구를 대상으로 격자를 구성하였다. 연구 결과 밀도지수가 가장 높았던 194해구는 어구 손괴가 없었다. 반면, 밀도지수가 상대적으로 작은 193해구는 상선의 주 통항경로에 어구가 설치되기 때문에 손괴가 발생했다. 이 분석을 바탕으로 어구 손괴는 밀도지수에 비례하지 않고 상선의 주 통항경로에 따라 손괴위험이 존재하는 것으로 나타났다. 따라서 상선의 안전항해를 위해 5월부터 9월까지 위도 $34.5^{\circ}{\sim}35.5^{\circ}$, 경도 $125.67^{\circ}{\sim}126^{\circ}$를 항행경보구역으로 통보하면 추진기 장애와 어구손괴와 같은 해양사고를 예방할 것이다. 따라서 상선이 193해구와 203해구를 항해할 때는 안전한 항해를 위해 위도 $34.5^{\circ}{\sim}35.5^{\circ}$, 경도 $125.5^{\circ}{\sim}125.67^{\circ}$을 추천한다. This study attempted to present the monthly distribution of the inshore gill netters for the prevention of propeller failure caused by the damage of fishing gear by the merchant vessels in the West Sea. This study was conducted using the transmitting device of fishing location (V-Pass) data for 1 year in 2014. The grid intervals are $30minute{\times}30minute$ ($latitude{\times}longitude$) based on the section of the sea. A total of 56 sections were analyzed by constructing a grid. The results revealed that the section no. 194 with the highest density index showed no fishing gear damage accident. But the section no. 193 with a relatively lower density index showed more frequent fishing gear damage accident. It is because the section no. 193 is included in the main route of the merchant vessels. Based on this analysis, it is found that the fishing gears are not damaged in proportion to density index but risk of damage exists according to the main routes of merchant vessels. Therefore, for the safe navigation of the merchant vessels, notifying the waters of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.67^{\circ}{\sim}126^{\circ}$ at longitude, as a navigational warning area from May through September, will prevent marine accident, such as propeller failure and fishing gear damage. Accordingly, when the merchant vessels navigate in the section no. 193 and 203, the area of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.5^{\circ}{\sim}125.67^{\circ}$ at longitude is recommended for the safe navigation.
