        조합 회로에 대한 검사 신호 자동 생성 알고리즘들이 단일 고착 결함에 대해서는 적은 비용으로 완전한 고장 검출률을 성취해감에 따라 작은 크기의 검사 신호 집합을 계산하는 문제가 중요시되고 있다. 검사 신호 집합의 크기를 압축하면 다음과 같은 장점이 있다. (1) 검사 신호를 실제 회로에 적용하는데 드는 시간이 줄어든다. (2) 검사 신호를 저장하는데 필요한 저장 장치의 요구량이 감소된다. 본 논문에서는 새로운 검사 신호 압축 알고리즘을 사용하는 검사 신호 자동 생성 알고리즘을 제안한다. 이 검사 신호 압축 알고리즘은 적은 계산시간을 보장하며 작은 크기의 검사 신호를 생성한다. 이 알고리즘은 COMPACTEST의 세 가지 경험적 알고리즘인 최대 독립 결합 집합, 화전형 역방향 추적, 그리고 복수개의 대상 결합을 고려한 검사 신호 자동 생성 알고리즘들을 변형하여 사용한다. 제안한 알고리즘의 효율을 입증하기 위해 본 논문은 기반 검사 신호, 자동 생성 알고리즘으로서 PODEM을 사용하였고, 실험 대상 회로로서 ISCAS85 회로를 사용하였다. 실험 결과에 의하면, 본 논문은 기존 검사 신호 자동 생성 알고리즘의 고장 검출물을 저하시키지 않으면서 PODEM 알고리즘과 비교하여, 약 36%의 검사 신호 압축률을 보였고, 계산 시간에 있어서는 오히려 약 28%의 감소를 보였다. Test generation procedures for combinational circuits are practically capable of achieving complete coverage of single stuck-at faults on a cost-effective manner. In such situation the problem of deriving small(compact) test sets gains importance. The adcantages of a small test set are the followings. (1) Test application time is shorter. (2) Storage requirements of tests in testing hardware are reduced. In this paper, we present an automatic test pattern generation procedure with a new compaction algorithm which aims at producing a small test set with reduced CPU, time. In the algorithm, we test three modified heuristics of COMPACTEST such as maximal independent fault set, rotating backtrace and multiple target fault test generation. We have used PODEM as an underlying test generator system and experimented on the ISCAS85 benchmark circuits to show the cost-efficiency of the proposed algorithm. Experimental results compared with PODEM show about 36% compaction of test set and 28% decrease of test generation time without affecting fault coverage.

        The Korean National Assembly is constitutionally essential to responsible for the government because the key to government responsibility is legislation.The first function of the Korean National Assembly is making laws.In fact, the National Assembly is the sole agency authorized to make the laws in Korea.The Korean National Assembly also holds the basic "power of the purse" and determines the nature and amount of the government budget.Government can legally spend only funds appropriated by the legislature, However, the Korean National Assembly merely revises the budget proposed by the executive, rather than drawing up its own from scratch.How much revision particular legislature makes depends upon how much control the executive has.In addition, the Korean National Assembly can oversight and investigate the financial and administrative affairs of any government agency or program.The standing committee system in the Korean National Assembly is well-suited for oversight, inasmuch as most of the congressional committees are organized with jurisdictions roughly parallel to one or more executive departments or agencies. This paper analyzes the productivity of the 15th Korean National Assembly compared with those of the 13th and the 14th National Assembly in terms of the ratio of input and output.In this analysis, input includes individual congressmen and their staffs' salary and other funding for congressmen's congressional activities.Output includes the total number of legislations, the total amount of difference between the proposed executive budget and the appropriated budget, and the total number investigations.Through this analysis, we find that the Korean National Assembly did not perform well in terms of the ratio between input and output.Interestingly, the 15th National Assembly performed a little better than those of the second half of 13th and the 14th National Assembly This Interesting results could be attributed to the strong presence of minority party in the National Assembly. The most disappointed finding throughout the 13th, 14th and 15th National Assembly in the low amount of difference between the proposed executive budget and the appropriated budget.This pattern suggests that congressional control over the executive has been diminished.In this context, it is more appropriate for Korean National Assembly to spend more of its time clarifying its legislative intent and on oversight activity and less of its time on other trivial things such as "pork-barrel" politics.However, the Korean National Assembly will not suddenly change its practice.Assembly will not suddenly change its practice.Therefore, possibilities for fruitful research to increase the productivity of the Korean National Assembly are abundant.

      • 중앙정부 예산결정의 변화가능성과 합리성 제고방안

        Many scholars and field workers in gov't have pointed out and complained about the problems in the gov't budgeting. Especially we have undergone the IMF system which let us change the past institution, pattern, act and behavior. In the similar context there have been many arguments and efforts to improve the rationality of the gov't budgeting. This paper has focused on the possibility of change and the alternatives to improve the rationality in the got't budgeting. To do this job effectively, first of all, we have indicated the key problems on the gov't budgeting. these are the structural and behavioral problems To aid this work, we have studied the OECD countries' efforts to promote the rationality on budgeting. On the basis of above consultation, we presented the major tasks to the betterments of gov't budgeting. We sincerely hope that this paper will be useful to not only the academic circle but also the field workers in the gov't who take pains to reform the finance of the gov't.

      • 국회선진화법을 고려한 제20대 국회 초선의원의 특성 및 역할기대

        This paper aims at examining characteristics and role expectation of the Freshmen in the 20th National Assembly in according to the National Assembly Advancement Law. The National Assembly Advancement Law makes it difficult to compromise than the past. Because of the existence of the law, the Freshmen are more importanat in addition to the fact that they always hold a majority in the National Assembly, which means that they can play a decisive role in decision-making. This study find the fact that the Freshmen in the 20th National Assembly tend to be most liberal since the 16th National Assembly. The ideology distribution of the three major parties’ Freshmen is very similar to their affiliated party’. In addition, the ideological difference between the ruling party and the two opposition's Freshmen is much greater than ever. It is expected that the conflict between the ruling and the oppositions parties in the National Assembly will be more intensified than before. Accordingly, public distrust on the National Assembly will be growing. Therefore, the Freshmen in the 20th National Assembly should take the role of reducing the gaps and conflicts of ideology.
