용산 국제업무 지구 역세권 개발사업을 위한 기초연구 : 해외사례를 중심으로

The Yongsan International Business District development work is a 20 billion$ project to raise facilities for national business, trade, residence, and culture. The project site is 566,800㎡ and it covers the railroad maintenance center and Dongbuichon-dong. Developing railroad station region used to be done by private investment. However, problems existed; simple function as a massive selling market, traffic jam caused by massive market users, inadequacy to transfer to other transportations, interruption of the pedestrian way and separation of zone of life by the station. To solve this problem it is important to consider developing cases of other countries and devise a plan that is applicable to our circumstances. In the study, we compared our station development case with foreign station development cases and analyze the element for the plan what we should consider in our station development. In addition, The results of the study can be used as a preliminary data in the future planning the Yongsan International Business District development.

Seoul Metro is celebrating 32 anniversary this year and through developments over the years it is being evaluated as the 3rd in the world in operational sizes, the 4th in the world in facility sizes, it transports about 4 million passengers per day and it is now a vital public transportation means. However, the track maintenance organization and manpower structures along with technology cooperative office were led by unions that do not like changes and overshadows the trends of changes by expanding organizations and recruiting personnels and it is going against the current of times. Thus, it is time when a break point is required for breaking away from labor-intensive methods of the past that rely on hand works and vertical organizational structures. Therefore, this study investigates the states of national international track maintenance operations and examines and analyzes the problems so that it can be utilized as base data for efficiently operating the organizations and maintenance works on track fields.

Despite of the introduction some sorts of the contract and the bid method like CM(Construction management) that will be efficient to manage the construction project. Korean agencies limit to control project management to do large public constructions. In the case of Taiwan, THSRC is apply J/V system in the public construction project, they are accomplishing that expend optimal the cost and save the construction time. To success JV it has two factors, one is risk management and another is sharing information of construction project. Therefore, we will study to introduce JV system to our construction project.

건설 엔지니어링 산업의 특성 중 하나는 고부가가치 두뇌 집약적 산업으로 다양한 시공경험 등 산업기술에 대한 높은 이해가 필요한 분야로서 높은 교육 수준의 국내 여건에 적합한 산업이다. 또한 건설 엔지니어링 산업은 지속적인 수주물량 확보가 안정적인 성장과 기술축적의 최대 관건이기 때문에, 정부의 SOC(사회간접시설) 사업 관련 예산의 변동에 따라 엔지니어링 기업 활동이 종속되는 경향을 띌 수밖에 없다. SOC 투자와 건설 엔지니어링 수주 실적을 살펴보면 전반적으로 SOC 투자 규모의 10% 정도가 엔지니어링 수주 실적으로 나타남을 알 수 있으며, 최근의 SOC 투자액과 건설 엔지니어링 수주액 동향은 둘 간의 관계가 밀접함을 나타내고 있다. 건설 엔지니어링 산업의 경우 민간 발주에 비해 공공 발주에 대한 의존도가 높음을 고려할 때 공공 발주와 직접적인 연관을 갖는 SOC 투자 규모에 따라 수주액에 많은 영향이 있을 것으로 판단된다. 최근 정부가 공공분야에 대한 SOC 투자 축소와 함께 이를 민간의 SOC 투자로 전환하는 계획 등을 언급하고 있음을 고려할 때, 민간에서 정부의 계획과 같이 원활한 투자가 이루어지지 않을 경우 건설 엔지니어링 산업은 큰 영향이 있을 것으로 예상된다. 결과적으로 향후 대책이 마련되지 않은 SOC 투자의 축소는 건설 엔지니어링 업계의 어려움을 유발할 수 있으며, 이는 건설산업 발전에도 큰 영향을 미치게 될 것이다. Construction Engineering continues to attract high value added and service activities. The education level for this sector in Korea must be upgraded in order to understand the latest industrial technologies. The Floating budget for SOC decided by Government is not helping the given trend. According to Koreas SOC investment, engineering amounts for 10% of the total investment, recently the relation between amount invested on SOC and engineering amount is gradually decreasing. SOC investment scale in Korea will be affected when public order is considered much more important than private orders, Recently the Government planned to reduce the budget on SOC investment and reorganize SOC investment of public. It is anticipated that the construction industry might be crippled if the part of public cannot make the annual budget of government. The reduction of SOC amount might cause severe problems, and can affect both construction industry and nations economy.
