        BTL사업의 경제성 평가 현황조사 및 개선을 위한 실무자 설문조사연구

        2005년부터 사회기반(SOC)시설에 대한 높은 수준의 공공서비스 제공과 필요시설 조기 확충의 일환으로 미국 등의 PFI(Private Finance Initiative)사업을 벤치마킹한 BTL(Built-Transfer-Lease) 민간투자사업이 국내에 도입되면서, 사업초기 재정투자사업 대비 민간투자사업에 대한 적격성 조사(VFM : Value for Money)의 필요성이 부각되었다. 이에 BTL 사업현황을 분석하고 실무자 입장에서 바라본 사업추진단계별 경제성 분석 방식(VFM분석, 추정사업비 산출, 입찰가격평가 등)의 적정성, 개선필요성 및 대안을 분석해보고자 설문조사를 실시하였다. 실무자 직군별, BTL사업 추진단계별, 개선대안별 교차분석과 상관관계분석 등을 수행한 결과, 사업비용 대비 표준화된 서비스 수준과 운영비 산출 및 평가 기준이 마련되어야 하며, 투자 적격성 조사의 정량적 분석(LCC분석)에 대한 필요성을 토대로 운영관리비, 유지관리비 산출 근거도 마련되어야 한다. 또한 업무의 효율화를 위하여 국내 BTL환경을 고려한 신뢰성 있는 경제성 평가 시스템이 구축되어야 하겠다. As BTL(Build-Transfer-Lease) private investment business benchmarking PHI(Private Finance Initiative) of USA and Japan is introduces to Korea since 2005, as a part of supplying high leveled public service and early expanding required facilities for SOC, Value for Money on private investment business from treasury investment business at the beginning gets to be needed. Accordingly, this survey has been conducted in order to analyse BTL projects status, propriety of economic analysis method(VFM analysis, calculation of estimated business expenses, valuation of bidding price, etc.) by business advance phases from the viewpoint of person in charge, necessity of improvement and alternative plants. As the result of conducting cross tabulation analysis and correlation analysis by occupational group, BTL project advance phases and alternative plans for improvement, it is necessary ye prepare standardized service level against business expense and basis for calculating and evaluation operation expenses. Based on the necessity of quantitative analysis (LCC analysis) of VFM, standard for calculating management, maintenance and administration expenses is required. In addition, reliable economic valuation system considering domestic BTL environment should be setup, for business efficiency.

        Greeting the 5th year of implementation, the school facility BTL projects went into the operation management stage in around 109 schools as of 2009. While implementing the operation management for three years at the maximum, the BTL projects have been implemented as initially planned. However, recently, problems are occurring in relation to methods of efficient operation outcome evaluation and operation & maintenance. Especially, given that the operation & maintenance period is 20 years, changes from initial plans may occur due to environmental changes or user requirements etc. Since variables for changes occur in diverse parts such as operation & maintenance works, operation & maintenance costs and operation & maintenance workers etc, maintenance information should be established without fail for preventive repairs. Therefore, since history management systems for the school facility BTL projects should be established considering the present IT technologies and work states, as a preceding study for that, this study is to examine the history data and operation & maintenance works occurring in the course of implementing BTL projects and grope measures to systematize the works and utilize the results.

        사회변화 대응형 공공시설관리(P-FM)서비스 수립을 위한 국내외 시설관리기준 비교분석 연구

        Public facilities in korea are managed by a limited budget and follow-up management, and about 35 % of them are over 20 years after construction. Despite growing demand for repair, it is more difficult to acquire a budget due to low growth rates and rising debt ratios. As the service level of public FM increases gradually, there is no proper response to deterioration due to a lack of understanding of social change. This is a time to plan public facilities management strategies in the life cycle of public facilities. In this study, the basic research was conducted to establish efficient FM service system for the public facilities reflecting needs of public and society, and to compare and analyze the facility management standards of Korea, Japan, Europe, the United States, and Australia. Ultimately, it should have integrated facility management for proper operation and management in the building s life cycle.

        After the implementation of the BTL project in 2005, the Ministry of National Defense is actively implementing diverse facility projects in order to improve military residential facilities and enhance welfare. Here, this study is to analyze the problems arising in the processes of implementation of the military residential facility BTL project and then suggest practical plans to improve the project so that it can succeed as a smooth national political project. The problems and the plans to improve in relation to the problems as reviewed in this study are not limited to military facility BTL projects and to solve the problems, national supports and the convergence of all parties participating in the project including SPC are required.

        건설부문 BPM적용을 위한 개선기회요소 도출에 관한 연구

        In the early 2000, the domestic construction corporations have been inducing the process management technology like 6 Sigma to improve duty results. However, the interest in BPM(Business Process Management) is increasing to visualize recent duty processes and improve them. However, in case of domestic construction corporations, the reality is that researches on improvement opportunity factors which are the basic step to induce BPM are lacking. For this, in this study the necessity of the theory on management technologies and of the induction of BPM were reviewed and the status, features, and quantitative expectation effects of BPM construction by industrial fields were investigated. In particular, based on the successful case on public, finance, electronic/system, distribution fields, literature survey, case analysis, comparison and analysis on non-construction field and construction field were carried out. For the improvement opportunity, management construction and support function were classified and the problems resulting from inducing BPM and thereby, improvement opportunity factors were induced.

        BTL사업을 위한 정부지급금 산출 시스템 개발 연구

        BTL projects, which has been 3 years since it was carried out in 2008, trigged the controversy on the adequacy in the calculation of disbursement for Government due to such problems as low earning rate and the burden of service level compared with the project suggestion. Thus, the purpose of this study is to offer a suggestion on the calculation system for the purpose of the standardized - expense appropriation by item and database including the antecedent study on the finance model and the feasibility in BTL projects. The system is composed of 4 steps - project management, basic database, an analysis on expense by item and the result, and an analysis on sensitivity, and it is possible to carry out a comparative analysis on single and multi alternatives by variable change along with the ground on expense calculation. 2008년 시행 3년차를 맞이하는 BTL사업은 정부의 재정형편으로는 OECD국가 수준에 버금가는 공공서비스를 제공하기 역부족인 상황을 조기에 인지하여 민간자원의 선 투입으로 높은 수준의 공공서비스와 적절한 시기에 필요시설을 확충하고자 하는 목적으로 국내 건설시장에 도입되었다. 그러나 낮은 사업수익률과 사업제안비용 대비 서비스 수준의 부담 등을 문제로 BTL사업의 정부지급금 산출에 대한 적정성 논란이 야기되고 있다. 이를 위하여 본 연구에서는 정부지급금을 비롯한 총 사업비의 비용항목별 계상 알고리즘을 기반으로 정부지급금 산출 시스템을 개발하였다. 프로젝트 관리, 기초데이터, 항목별 비용분석 및 결과, 민감도 분석 등 4단계로 구성되었으며 비용 산출근거와 더불어 변수 변화에 의한 복수, 단일대안에 대한 비교분석이 가능하다. 보다 효율적인 정부지급금 산출을 유도하고 규모별 시설별 대안에 비교분석을 통하여 사업 타당성을 확보할 수 있다. 본 연구에서는 BTL사업에 대한 재무모델과 타당성 분석에 대한 선행연구를 시작으로 주요 항목별 표준화된 비용계상과 데이터베이스화를 목적으로 정부지급금 산출 시스템을 제안하고자 한다.

However, with the ever-decreasing tax revenue and restricted budget, maintenance expenses are not incurred equally every year, so it’s necessary to do proper repair, and set up a replacement plan from the perspective of life cycle. Government conducted internet of things technology(IOT) as well as Smart City. In addition, it is needed to develop web based FMS and mobile application for M-Market. This study aims to develop a mobile application of building life care which will support to make a budget priority for public facilities and buildings. Through these logic and application for budget allocation of public buildings, it is possible to share maintenance information and current situation of work between facility manager and workers as well as to make an efficient maintenance plan based on gathering database and Budget Priority method. It is also expected to improve efficiency of facility management in the work environment without regard to place and time.
