본 논문에서는 의회정치에서 정당의 역할과 기능이 활성화될 때 한국의 대의정치가 활성화될 수 있고, 이를 통하여 국민의 의사가 최대한 수렴되는 민주정치가 가능하다는 전제 하에 효율적인 의정활동과 관련하여 정당이 어떠한 역할을 수행해야 하는 가를 분석한다. 먼저 법안심사, 예ㆍ결산심의, 국정감사 및 조사 등의 의정활동에서 정당과 관련되어 나타난 문제점을 중심으로 설명하고, 다음으로 이러한 주요 의정활동을 보다 효율적으로 수행하기 위해서는 정당이 어떠한 역할을 담당해야 하는 가를 상임위 및 예결위 운영, 표결제도, 정책정당화 등으로 구분하여 분석 했다. 의회의 상임위 및 예결위 운영이 활성화될 수 있도록 정당은 변칙적인 상임위 교체를 지양하고, 상임위 배정시 선임우선의 원칙을 도입해야 한다. 또한 의원총회와 같은 당의 공식적 기구가 상임위원을 선임해야 한다. 의원들이 국민의 대표로서 표결할 수 있도록 자유투표제와 전자투표에 의한 기록표결제가 정착되도록 정당이 의원들의 자율권을 제고시키고, 당론과 배치되는 투표에 대한 보복 금지와 강제적인 상임위 교체 등이 지양될 수 있도록 정당의 당내 민주화가 이룩되어야 한다. 효율적인 의정활동이 이루어지기 위해서는 정당이 민주화되고 정당이 정책을 중심으로 구성되어야 한다. 이를 위해서는 정당의 정책개발위원회의 위상이 높아지고 정책개발비에 대한 많은 투자가 이루어지고 정책개발의 과학화나 온라인시스템을 이용한 정책개발이 이루어져야 한다. 한국 정치의 민주화가 공고해지기 위해서는 우선 정당과 의회가 본연의 역할을 수행하도록 하는 것은 필수적인 것이다. 정당이 당내 민주화룰 적극 추진해 나가면서 국민의 의사를 조직적으로 집약시켜 국정에 반영하는 정책정당으로서의 역할을 국회 내에서 제대로 수행할 때 한국정치의 민주화가 공고해 질 것이다. This paper analyzed the political party's role in the connection with effective parliament activity. In this paper we explained several issues with the activity of political parties on the debating legislative bills, examination on the budget, and inspection and investigation of state administration. And we presented the role of political party for these effective activities in relation to the standing committee, budget committee, voting system, and being policy party. For the activation of the standing committee and budget committee, political party sublate the their member's frequent change and introduce the institution of seniority's assignment in these committees. We get accomplished the democratization of political party in order to the fixation of the free voting and record voting institution. Political party developes expense investment and the on-line system on the policy decision for the being policy party. And activating of policy committee is very important.

TMSF를 이용한 NCC플랜트의 RBI 구축에 따른 검사주기 산정

A RBI is defined by the consequence of failure and the likelihood of failure which ranks the equipments using a method based on the risk for the management of inspection program and the effectiveness. The considerable details for the management of safety on the petroleum equipments such as the refinery and the petrochemical plants are to not only improve the inspection quality but also save the inspection cost. In order to satisfy these purposes, the RBI applies to the evaluation of risk assessment in the world wide and it may be improve the inspection effectiveness and the reduction of inspection cost. In this paper, pressure vessels such as reactors, towers, heat exchangers, piping on the NCC(Naphtha Cracking Center) plants were applied by the Risk Based Inspection method and these equipment are quantified by TMSF(Technical Module Sub factor) used to the damage sub factor in the RBI assessment. TMSF is classified by 8items which are thinning, stress corrosion cracking (SCC), brittle fracture, piping fatigue and should be assessed according to the prior damage mechanisms for the each equipment. This paper describes the results which are evaluated about the likelihood of failure, risk, and an inspection interval with the related factors.
