There are various and huge amount of rural amenity resources, so it is difficult to retrieve the proper informations. By using traditional retrieval techniques based on boolean-logic, it is difficult to measure the similarity between question and informations. In this research, a retrieval technique using information measure technique was introduced for rural amenity information retrieval. This retrieval techniques will present the results with the similarity order.

Assessment the quality of rural amenity resources, while difficult, is important for the adequate and efficient development of rural community. However, it is difficult to estimate the worth of rural amenity resources since rural amenities are abstract ideas. In this research, an information measurement technique (IMT) was applied to objectively assess the quality of amenity resources in rural community. The qualities of rural amenity resources of 574 villages in Jeollanamdo were assessed and most of the villages were gained 0~3 out of 10. The assessment results using IMT will be effective data when it is hard to assess the rural amenity or it is demanded to verify the assessment results.

Rural information, rural amenity data, can be used for analysis of regional characteristics. But reasonable analysis of the information is quite difficult because of its abstract nature. Generally, the analysis of the qualitative data is operated with the results of survey or experts' assessment. It takes enormous time and effort, and doesn't make a uniform result. To overcome those problems, the Information Measuring Technique (IMT) based on information theory was developed by Jung (2003). Several researches adopt the IMT to analyze qualitative characteristics quantitatively. IMT can measure the quantity of information as numerical value. Still, IMT needs to be advanced and the way about how to improve it was discussed for more proper analysis of rural information.

In the evaluation of rural amenity, it is hard to estimate the worth of rural amenity as numerical values. To evaluate the worth of an abstract idea, information measure technique(IMT) can be used. In this research, rural amenity priority assessment model(RAPAM) was developed adapting IMT. To apply the developed model for assessment of rural amenity, an encyclopedia was used as information gathering and utilizing system(IGUS). The application result of the developed model which was compared with the result of survey have similar trend. $R^{2}$ is 0.8539, RMSE is 0.382 and the applicability of RAPAM was proved.

We propose a novel still image compression system, which is superior in its function than the JPEG2000 system developed by David Taubman. The system shows 40 : 1 high compression ratio using $2\times2$ bitmatrix subblock coding. The $2\times2$ bitmatrix subblock is constructed in the bitplanes by organizing the bits into subblocks composing of $2\times2$matrices. The arithmetic coding performs the high compression by the bitmatrices in the subblock. The input of the system consists of a segmentation mode and a ROI(Region Of Interest) mode. In segmentation mode, the input image is segmented into a foreground consisting of letters and a background consisting of the remaining region. In ROI mode, the input image is represented by the region of interest window. The high compression ratio shows that the proposed system is competent among the JPEG2000 products currently in the market. This system also uses gray coding to improve the compression ratio. 본 논문은 David Taubman의 JPEG2000 시스템보다 기능면에서 우수한 비트매트릭스 부호 방식의 정지영상 압축 시스템을 제안한다. 시스템은 서브블록 단위로 비트매트릭스를 구성하여 산술부호화를 수행하여 40 : 1 이상의 높은 정지영상 압축율을 보여주고 있다. 비트매트릭스 서브블록은 비트평면에 나타나는 비트들을 2${\times}$2 비트매트릭스로 파악하여 서브블록을 구성한 것이다. 산술부호기는 구성된 서브블록을 비트매트릭스 단위로 부호하여 압축한다. 시스템의 입력 모드는 분할(Segmentation) 모드와 ROI(Region Of Interest) 모드로 구성된다. 분할 모드는 입력 영상을 문자 부분과 배경 영상 부분으로 분할하여 입력할 수 있게 한다. ROI 모드는 입력 영상을 관심 영역과 그 밖의 영역으로 구분하여 입력할 수 있게 한다. 현재 시스템이 나타내는 높은 압축율은 다른 JPEG2000 시스템들과 충분히 비교할 수 있는 수준이다. 시스템은 그 밖에 그레이코딩를 수행하여 압축율을 향상시킨다.
