Recently, as demand for precise 3D spatial information on large city areas has been rapidly increasing, every local government is working on the construction of 3D virtual city models. With such projects being undertaken, the collection of faster and more effective 3D spatial information and system building are required. For this purpose, airborne digital cameras, laser scanners, multi-oblique photograph systems, and other devices are currently being used. With such advanced techniques, precise 3D spatial information can be collected and high quality 3D city models can be built in a considerably large area. The 3D spatial information to be built has to provide the latest information that quickly reflects the causes of any change due to urban development. In this study, a UAV photogrammetric method using low cost UAV and digital camera was proposed to effectively acquire and update 3D spatial information on small areas where information continuously change. This study also analyzed the accuracy of the method in order to examine whether the method can be used in on-demand 3D spatial information update on relatively small areas where frequent information updates using the air-borne photogammetry is not economical.

The spatial information is constructed by ``Si`` or ``Gun`` units. It cannot be periodically reconstructed or updated regularly because it requires much time and cost. The 3D spatial information can be updated using digital maps, which are updated every two years for metropolitan areas and every four years for the rest. The update of the 3D spatial information using digital maps is disadvantageous, because the changes that occur between the updates cannot be applied. Therefore, an on-demand update system is required, instead of the periodic bulk update system with two to four year intervals. This study proposed a method of acquiring aerial images of cities where geographic features, such as terrain and objects often change, by installing a camera in an UAV(Unmanned Aerial Vehicles); and a technique for constructing or frequently updating the 3D spatial information using the acquired aerial images. Thus, this study was conducted to reduce the cost and time for updating, minimize overlapping investments, and improve the quality and reliability of 3D spatial information.

In this paper, we study on the systems management for managing ATM network which is especially related to the management of Quality of Service(QoS). QoS management is considered as monitoring function. Therefore, we establish the management model of control and information aspects to manage ATM layer which has resource control, Operation and Maintenance(OAM) functions for performance management and monitoring functions. In particular, we focus on the effective processing of reported performance information caused by the indication of QoS degradation being represented as "QoSAlarm". In order to perform these management activities, the manager can process problem reports of QoS degradation in the proposed manner which uses the priority concepts based on QoS classes. In this circumstance, it is possible to take recovery actions in a predetermined and limited time for managed objects with fault and performance problems.
