The steam generator water level is difficult to control at low power due to its reversed responses to the feedwater flow, which are well known as the shrink and swell phenomena. With regard to this problem a new control scheme has been studied by which the level transients could be kept within permissible ranges at low power. The relations between the various input conditions to steam generator and the level transients have been examined to be expressed in the form of process transfer functions. Analog filters have been incorporated to the process with proper control constants. This control scheme allows the prediction of level variation together with the corresponding feedwater rate and results in milder transients with good stabilities.

Identification of Technology Transfer Options Based on Technological Characteristics

Traditionally, licensing has been the dominant channel for the commercialization of the intellectual property of public sectors. However, performing the cooperative R&D and formation of spin-off companies has become an alternative route for technology transfer. With plenty of options by which public research institutes (PRI) can employ technology transfer, one should determine first the appropriate channel for the transfer in order to establish the appropriate strategy. This paper builds a theoretical framework to match the mode of technology transfer with two key conditions: (1) absorptive capacity of recipient firms and (2) dependence on complementary assets. The theoretical discussion elucidates that the combination of lower level of absorptive capacity and less dependence on complementary assets favor the creation of new firms as a mode of technology transfer; the opposite combination favors cooperative research and development (R&D), and the in-between case supports licensing as an appropriate mode of transfer. Based on the theoretical framework, we analyzed the case of chemical industry in Korea utilizing the concept of patent portfolio analysis.

Technology transfer from public research institutes is receiving an ever increasing importance in today`s fast growing economy. Many factors have been cited as influencing the transfer performance. This study is focused on the strategy of institutes which is characterized by technology strategic factors and organizational/institutional factors. Methodologically, the technology strategy is represented by the information contained in applied patents, and the performance of technology transfer is indicated by the number of licensing contracts and royalty income. To further improve the contribution of public research institutes through technology transfer, I argue that individual institutes become more specialized in specific field and become more open to collaboration. It is also recommended that public research institutes gather together since it is easy to form the consortium of technology licensing office and it is not necessary to be located near the industrial field.
