        군 상부지휘구조 개편 정책과정에 관한 연구: 정책네트워크 분석

        The focus of this research is to analysis the cases of upper level military command structure reorganization policy process, named Plan 818 and Plan 307. These two Plans are representative cases of upper command organizational reform of ROK Forces. Based on the policy network analysis framework, policy-making process of these two plans were analyzed and explained how original plans were modified, who were major actors, and what was the power exercised. Policy network analysis model demonstrated how two similar plans turned out into different results. Plan818 promoted integrated military system centered by actors with conflicting interaction effects, closed and vertical structure and forceful power. However, through policy procedures, the plan has been legalized to a joint military system. In Plan307, the role of actors from not only the government field has been strengthened. Although the plan maintained a closed and vertical structure, the conflicting mutual action relations has been loosened and has made not only forceful powers but also non-forceful powers play a major role in the policy network. The type for Plan307 in the policy network can be described as a mixture of policy community model and issue network. 본 연구는 한국군의 상부지휘구조 개편 정책의 대표적 사례인 818계획과 307계획의 정책과정을 정책네트워크의 구성요소인 행위자, 상호작용, 구조, 권력의 특성을 분석하고 정책네트워크의 유형을 도출하는 것이 목적이다. 818계획은 정부부문 행위자들을 중심으로 갈등적상호작용과 폐쇄적·수직적 구조, 강제적 권력으로 통합군제를 추진했으나 정책과정을 통해합동군제로 입법화되었으며, 정책네트워크 유형은 정책공동체 모형이라고 볼 수 있다. 307계획은 정부부문 행위자 뿐 만 아니라 언론 등 비정부부문 행위자의 역할이 강화되었고, 폐쇄적·수직적 구조는 유지했으나 갈등적 상호작용 관계가 느슨해졌고, 강제적 권력 뿐 만 아니라 비강제적 권력도 정책네트워크에서 상당한 역할을 했다. 307계획의 정책네트워크 유형은정책공동체 모형과 이슈네트워크 모형의 혼합형이라고 할 수 있다.

        골프연습 참여자의 서비스스케이프가 재미요인에 미치는 영향

        본 연구의 목적은 골프연습 참여자의 서비스스케이프가 재미요인에 미치는 영향을 검증하는 것이다. 연구의 대상 은 인도어 골프장의 252명의 이용고객을 대상으로 하였다. 도출된 연구결과를 통한 주요 결론은 다음과 같다. 첫째, 일반 적 특성의 성별, 연령, 학력, 경력, 필드라운드 수, 월급, 레슨교육현황, 필드레슨교육에서 서비스스케이프는 재미요인에 유의한 차이가 나타났다. 둘째, 서비스스케이프와 재미요인에서 서비스스케이프(공간배치, 코스관리상태, 입지조건, 주 변환경조건, 사회적인식)와 재미요인(흥미, 건강, 사교, 인정)에 높은 차이를 나타냈다. 셋째, 서비스스케이프이 재미요 인에 미치는 영향분석 결과 서비스스케이프의 하위요인 입지조건, 주변환경조건, 공간배치는 재미요인 하위요인 흥미, 건강, 사교, 인정에 높은 영향이 부분적으로 미치는 것으로 나타났다. The purpose of this study is to verify the effect of servicescape on the fun factors of participants in golf practice. The subjects of the study were 252 users of the Indian language golf course. The main conclusions from the findings are as follows: First, in general characteristics of gender, age, educational background, experience, number of field rounds, salary, lesson education status, and field lesson education, servicescape showed significant differences in fun factors. Second, service scopes (space layout, course management status, location conditions, surrounding environmental conditions, social awareness) and fun factors (interest, health, social awareness) showed high differences in service scopes and fun factors. Third, an analysis of the impact of servicescape on fun factors showed that the location conditions, surrounding environment conditions, and space layout of servicescape have a high impact on interest, health, socialization, and recognition of fun factors.

        Risk factors exist on industrial life cycle whole of military use or common use system. Also, risks exist in project for system development. Therefore, PMs that develop system concentrate a lot of efforts in risk management that discriminate hazardous factors that always exist in industrial life cycle and solved this. Because risk factors that exist in project dominate project success or failure. However, various modern systems are becoming SoS that complex and interdependence between system is gradually high. So, Program Managers or System Engineers develop and apply effective new risk management process for complex system development. Risk management is one of the most important duty of System Engineer who wish to find risk factor and control this does by systematic thought and approaches influence for system industrial life cycle whole. Recently, paradigm conversion about these risk management is achieved. That is, divide to positive factors and negative factors and manage risk factors. In particular, opportunity management technique that is proactive risk management technique that find first system development early positive factors that appear much as it is is developed and is already applied actuality in several projects. There is frequently example that this opportunity government official technique is applied in Department of Defense's weapon system development. This paper wishes to search about opportunity management technique and example applied in actuality project that can change paradigm of risk management.

        항모쏘티생성시스템(CVSGS) 경계분석에 관한 연구

        This paper describes boundary analysis for modeling Aircraft Carrier Sortie Generation System(CVSGS). An aircraft carrier, as a super system, is a warship going into battle by operating a number of aircraft on deck and it should be lay down a definition about aviation operations interacting between aircraft carrier and carrier air wing in small deck area. For this reason this paper models common aviation support system for generating sortie basic unit of carrier aviation operations unlike to general warship and defines boundaries between this system and aircraft carrier and carrier air wing. This paper analysis activities of aircraft carrier and embarked carrier air wing in carrier aviation operations, and analysis and defines boundaries Aircraft Carrier Sortie Generation System(CVSGS) to perform core functions in interacting between aircraft carrier and embarked carrier air wing.
