The purpose of this paper is to evaluate critically 2007 Korean Language Curriculum. For this, I explored what changed, why changed, which problems existed in it, and how we can solve those problems. 2007 Korean Language Curriculum has many positive aspects : to release level-based education, to add media-language to educational contents, to make to concern to text, to attach importance to performance ability. but it also has many negative aspects : to be inharmonious between the name of 'property' and its contents, to be lack of congruity 'objective and a standpoint of 2007 Korean Language Curriculum, to make 6 category-contents-system which is illogical continued, to use vaguely the term 'context', to pursuit detail-orientation excessively, to be lack of relevance among contents, not to handle wholeness of language ability, and to be vague the relation between korean language subject and other selective subjects. Finally I proposed that we have to evaluate not curriculum itself but the developing process of curriculum. 이 글은 2007 국어과 교육과정을 비판적으로 평가하는 것을 목적으로 한다. 이를 위해 2007 국어과 교육과정이 이전의 7차에 비해 어떤 변화가 있는지, 왜 그렇게 바뀌었는지, 어떤 문제점을 내포하고 있는지, 개선의 방향은 무엇인지 등에 대해 살펴보았다. 2007 국어과 교유과정은 수준별 교육과정을 국가 교육과정의 내용 차원에서 제외한 점, 언어 환경의 변화를 반영하여 매체 언어를 적극 수용한 점, 한동안 뒷전에 밀려 있었던 텍스트를 복권시킨 점, 텍스트를 생산하고 수용하는 실제 능력을 중시한 점 등 긍정적인 모습을 많이 지니고 있다. 그러나 다른 한편으로 ‘성격’항의 내용이 성격답지 못한 점, ‘목표’가 2007 교육과정이 지향하는 관점과 호응하지 못하고 목표로서의 역할을 하지 못하는 점, 논리에 맞지 않는 6영역 체제를 유지한 점, 맥락의 개념이 불분명하게 사용된 점, 지나치게 상세화를 지향한 점, 내용 항목들의 연계성과 위계성이 부족한 점, 국어 능력의 다면성과 총체성을 고루 다루지 못한 점, ‘국어’ 과목과 선택 과목의 관계가 명확하지 않은 점 등의 문제가 있었다. 마지막으로 교육과정이 발전하기 위해서는 교육과정의 개발 과정에 대한 평가도 필요하다는 제안도 하였다.

Delay Study by Parasitic Capacitance Caused by Inverter Layout

The propagation time can be obtained by using the rising edge of the CLOCK signal reaching the receiver. To do this, it is necessary to synchronize the start time by synchronizing the impulse generator used in the transmitter and the DTC (Digital-to-Time Converter) part used in the receiver. In the receiver, the reference clock enters the delay line of the DTC. At this time, a template signal is generated by using a signal generated through each delay line. In addition, time information can be obtained by using the signal generated by the impulse generator of the receiver transmitted from the transmitter and whether the template signal is correlated with the correlator. Therefore, the DTC's delay line affects the resolution of time information. Therefore, in this paper, we explain the difference and solution of the delay between the simulation in Schematic and the post-layout in the delay line of DTC.

The purpose of this study is to explore the standards for Korean Language Teacher Competence in Assessing students' writing. For this, I studied 1) the features of writing, writing ability, and writing assessment, 2) the components of professional competence in assessing writing, and the basis on these results 3) I established a temporary draft of Professional Standards for Korean Language Teacher Competence in Assessing students' writing. Writing is a subjective and performative activity. Writing ability has multi-facets and compoundness. And assessing writing has a similarity with teaching-learning writing. For these reasons, korean language teachers who assess students' writing ability ought to have the high-order professionality. Because writing is a mode of learning, the subject of assessing ought to be widened to all kinds of teachers and object of assessing should be broadened too so that it include teacher, instruction program, and writing assessment itself. The professionality for Korean Language Teacher Competence in Assessing students' writing consists of knowledge category, performance category, and attitude category. So we can establish the standards through analyzing the three categories more detailed. This study made only a temporal draft for a set of standards, so it ought to be confirmed and clarified through deep and various discussions.

집회 대응에 있어 정보경찰의 역할 및 한계 고찰 - 정보경찰개혁 권고안 이후부터 코로나19사태까지

사회경제적 여건이 복잡하고 불확실해지는 추세 속에서 경찰은 범죄 뿐만 아니라 각종 사고와 무질서 및 위기로부터 국민들의 안전을 확보하는 최일선에서 사회공공의 질서를 유지하기 위한 직무수행을 하고 있다. 다만 경찰은 정보경찰영역에서 민주주의 국가에 적합하지 않은 밀행적 방식의 정보수집이 문제가 되어 2018년 4월 27일 경찰개혁위원회로부터 “경찰의 정보활동 개혁” 권고안을 제시받았다. 이를 반영하여 집회 대응 부분에서 2019년 상반기 인사 때부터 일선 경찰서 정보과의 채증 및 소음기능을 경비과로 이관하여 운영하면서 시행착오를 겪고 있다. 아울러 최근 들어 전 세계적으로 유행하고 있는 코로나19로 국민의 생명이 위협받고 있는 상황에서 대규모 도심 집회를 개최하는 것 자체가 문제가 되고 있다. 집회에 참가하는 사람과 집회를 대응하는 정보․경비․기동대 경찰과 집회와 상관없이 통행하는 시민의 건강에도 중대한 영향을 미치고 있다. 이 글에서는 집회 및 시위에 관한 법률을 중심으로 집회 대응에 있어서 정보경찰이 현장에서 겪는 실무적인 법적문제를 다루고 코로나19 시대를 맞이한 정보경찰의 역할 및 한계를 고찰하고자 한다.
