DMB(Digital Multimedia Broadcasting) 환경에서 GIS 기반의 교통정보 전송에 관한 연구

본 연구는 디지털 멀티미디어 방송(OMB) 환경 하에서의 지리정보시스템(GIS) 기반 교통정보전송 기술을 FM DARC(FM data radio channel)와 비교·분석하여 BMB 시스템 개발에 활용하는 것을 목적으로 한다. 전국적인 지능형교통시스템(ITS) 구축의 확산과 텔레매틱스(telematics) 산업의 약진 그리고 방송과 통신의 융합(convergence) 및 유비쿼터스(ubiquitous)와 같은 통신방식의 진화에 따라 GIS 기반의 교통정보 전송에 대한 표준화와 기술 개발이 급속하게 진행되고 있다. 전송매체에 따라 GML(geography markup language)이나 TPEG(transport protocol experts group)에서 보는 바와 같이 사용되는 GIS 포맷이나 프로토콜 및 표준화는 상이하며, 이에 대한 교통이나 통신 분야의 기술개발 및 국제표준규격 등은 하루가 다르게 변모하고 있다. 따라서 본 논문에서는 방송망을 이용한 교통정보 전송 기술의 발전 동향을 간략하게 살펴보고, 교통정보 전송 기술을 중심으로 FM DARC와 DMB 시스템에서 사용되는 GIS 기반기술을 비교·분석해 보도록 한다. The purpose of this study is to analyze DMB (digital multimedia broadcasting) technologies of transmitting GIS-based traffic information for developing DMB systems compared with FM DARC (FM data radio channel) . R&D and standardizations for transmitting GIS-based traffic information have been rapidly changed, as radical developments in ITS (intelligent transportation systems) , telemaics, and communication methods such as ubiquitous and convergences of broadcasting and communications. Each communication method employs different GIS format, protocol, and standardizations, i. e., GML (geography markup language) and TPEG (transport protocol experts group). This paper presents technical methods and trends of transmitting traffic information using broadcasting along with FM DARC, in general, and DMB, in particular.

In the 1960s, the industrial relations theory aimed to contribute to economic growth and modernization by emphasizing productivity improvement, as well as promoting equal relations between labor and management, production-oriented unions, and labor-management cooperation. While there was a common goal of improving backward labor relations, there were divergent views on the role of the state and the emphasis on autonomous and bilateral labor relations. Regarding the Joint Consultation Committee, conflicting perceptions were expressed regarding performance distribution and workers’ participation. In the labor movement, responsibility for labor-management cooperation was placed on employers, while a trend of utilizing management-oriented labor relations knowledge began to emerge. The Korea University Institute for Research on Labor and Employment, Sogang University Institute for Labor and Management, and Office of Labor Affairs spread knowledge on production-oriented and labor-management cooperation-oriented labor relations. The prominent labor economist, Yoon- Hwan Kim, referred to Western social sciences and modernization theories to systematize his own industrial relations theory and conducted research on Korea's labor movement under colonial Korea. His perspective were based on a production-oriented theory of labor-management cooperation, and were in contrast to the critiques of productivity and labor-management cooperation theory by Hyun-chae Park, who actively sought to politicize the labor movement. In the 1960s, while labor-management relations demanded improvement in the harsh reality of low wages and poor labor conditions, they faced limitations in resolving these issues. 1960년대 노사관계론은 경제성장과 근대화에 기여하기 위하여 생산성 제고를 비롯해 노사 대등한 관계와 생산지향적 노조, 노사협조 등을 지향하였다. 후진적인 노사관계 개선에 공통적 입장이었지만, 국가의 역할을 강조한 입장과 자율적, 양자적 노사관계를 중시한 견해가 갈리고 있었다. 노사협조를 제도화한 노사협의제에 관해서도 성과배분, 경영참여에 대한 상반된 인식을 표출하였다. 노동계에서는 노사협조 책임을 사용자에게 묻는 가운데, 경영학적 노사관계 지식을 활용하는 모습들이 나타나기 시작하였다. 고려대 노동문제연구소와 서강대 산업문제연구소, 노동청에서는 생산지향적, 노사협조적 노사관계 지식을 전파하였다. 대표적인 노동경제학자 김윤환은 서구사회과학과 근대화이론을 참고해 독자적인 노사관계론을 체계화하였고 식민지기 한국노동운동사를 연구하였다. 그의 논의는 생산지향적 노사협조론에 바탕을두었는데, 이는 생산성 논의와 노사협조론을 비판하며 노동운동의 정치화를 적극 모색한 박현채와 대조적이었다. 1960년대 노사관계론은 저임금과 열악한 근로조건에 처하였던 당시 노동 현실 개선을 공통적으로 촉구하였지만, 그 해결에한계를 나타내었다.

본 연구는 유비쿼터스 환경에서의 Business GIS 발전을 위한 국가GIS(NGIS)의 역할과 발전방안을 제시하는 것을 목적으로 한다. 본 연구를 통해 위치기반 환경에서의 GIS 활용 현황 및 정보통신기술 환경과 GIS 기술수준을 분석하였다. 또한, GML(Geography Markup Language)과 TPEG (Transport Protocol Experts Group) 같은 국제표준을 준수하는 GIS 콘텐츠 개발과 GIS의 killer application 분야로서의 LBS(Location-Based Service), 텔레매틱스, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City, u-Town 등 다양한 신규 정보통신분야의 접목을 제시하였다. 마지막으로 Business GIS의 QoS, 표준화, 연구 및 개발, GIS 교육, 보안등을 위한 국가GIS 기반의 개념적 수익모델을 정립하였다. The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.
