자유무역협정(FTA)과 노동 Ⅲ : 자유무역과 캐나다 노동시장의 변화

요즈음의 자유무역협정(FTA)은 1980년대와는 달리 무역자유화뿐만 아니라 전체 경제 영역에 대한 투자자유화 협정을 포함한다. 미국은 자유무역협정이나 양자간 투자협정을 통해 자국의 해외투자 진흥뿐만 아니라 상대국에 시장지향적 정책 도입을 촉진한다는 목표를 가지고 있어, 미국과의 FTA는 미국식 경제체제 표준을 어느 정도 수용한다는 것을 전제로 한다. 이로 인해 다른 국가와의 FTA와는 달리 미국과의 FTA는 본질적으로 국내 이해당사자들간에 논쟁적을 부추기고 국내 이해당사자들 사이의 이해 조정이라는 새로운 이슈가 첨가된다. 그러나 아직 한ㆍ미 FTA는 물론이고, 미국이 다른 국가들과 체결한 FTA에 의해 어떠한 결정요인들이 상호작용을 통해 해당 국가의 근로조건이나 고용에 어떠한 영향을 미쳤는지에 대해 명확한 연구 결과가 없는 것이 현실이다. 지난 5월호의‘기획특집 : NAFTA’에 이어 지난 8월호부터 소개되는‘자유무역협정(FTA)과 노동’에 관한 기획연재를 통해, 미국 및 캐나다와 멕시코를 비롯한 세계 여러 국가와 체결한 FTA에서 노동기준의 문제가 어떤 식으로 다루어졌는지 살펴보고, NAFTA가 각국의 노동시장에 미친 영향을 국가별로 좀 더 자세히 살펴보도록 한다.
Single and repeated oral dose toxicity tests of saline groundwater in ICR mice

Saline groundwater (SGW) is the underground saline water obtained from basalt layer through which seawater has infiltrated. SGW contains more than 10,000 mg/L dissolved salt solid, the value of which is less than that of seawater. As part of its safety test, single and repeated oral dose toxicity tests were conducted with male and female ICR mice for 14 days. In single oral dose test with dosage of 10, 30, and 50 mL/kg, no gross changes in appearance or mortality were observed. In repeated oral dose test with dosage of 8, 14, and 20 mL/kg, no significant changes in mortality or weights of body and organ were observed. Additional analysis of serum biochemical parameter and histopathology also indicated no meaningful change during the tests. When taken all together, these results show that no toxicity of SGW could be found with single and repeated toxicity tests. However, for final conclusion of safety, further toxicity studies need to be performed with animal and human subjects.
Gold nanoparticles conjugated with resveratrol induce cell cycle arrest in MCF‑7 cell lines

Resveratrol is a kind of phytoalexin produced in several plants with self-defense effect. It is known for its anti-inflammatory and ant-cancer effects. However, it has low efficacy due to its degradation before reaching the target. To heighten its delivery rate and efficacy, gold nanoparticles (GNPs) under 30 nm size were synthesized as drug carrier and conjugated with resveratrol via polyvinylpyrrolidone (PVP) as cross-linker. These gold nanoparticles conjugated with resveratrol (GRs) were used to estimate their anti-tumor effects through cell cycle arrest. It was found that resveratrol- and GRs-treated groups had decreased extent of G0/G1 phase but increased extent of S phase compared to control and GNP-treated groups, suggesting that the effect was due to resveratrol which was attached to gold nanoparticles. To estimate cytotoxicity after treatment with GNPs and GRs, the extent of lactate dehydrogenase (LDH) release was investigated. Results showed that GNPs and GRs-treated groups had almost no difference in LDH release compared to control group, suggesting that the extent of toxicity was not significant. Taken together, these results suggest that GRs could be potentially effective in treating cancer as anti-tumor drug with further development.
