프로젝트 계획의 적절성이 성과에 미치는 영향: 범위변동을 중심으로

IT 프로젝트는 그 프로젝트의 성공률이 다른 산업의 프로젝트에 비해 낮다. 그 이유는 프로젝트 결과물이무형적인 서비스 상품인 소프트웨어로서, 사용자의 요구사항이 자주 바뀌어 범위의 변경이 발생하고 이로인하여 일정, 소요비용, 투입 자원에도 영향을 미치기 때문이다. 이러한 프로젝트 계획의 잦은 변경이결과적으로 프로젝트 성과에도 부정적인 영향을 미치는 것을 자주 보게 된다. 본 연구는 IT 프로젝트산업분야를 중심으로 프로젝트 계획이 적절하게 수립되고 실행되는 것이 목표한 프로젝트 성과의 달성에얼마나 중요한지를 파악하고자 하였다. 특히 프로젝트 범위 변동이 프로젝트 성과 변수인 고객만족도 및생산성에 미치는 영향을 조사하는 것을 목적으로 하였다. 연구의 실증분석을 위해서 500여 개의 실제 IT 프로젝트에서 수집된 데이터를 이용하였다. 분석방법은회귀분석을 이용하였으며 독립변수와 조절변수에 대한 통계적 분석을 실시했다. 분석결과를 살펴보면프로젝트 계획에서 발생하는 범위 변동은 프로젝트 성과인 고객만족도 및 생산성에 부정적인 영향을 미치는것으로 나타났다. 본 연구의 이론적 성과는 프로젝트 계획과 실행 간의 관계를 실증적으로 확인하고 프로젝트성과에 미치는 계획의 중요성을 입증한 것이다. 실무적 시사점으로는 프로젝트의 신속한 실행을 위해서프로젝트 계획 단계를 급하게 진행하는 경향이 있는 한국적 프로젝트관리 문화에서 계획이 충실하게이루어지는 것이 프로젝트 성과를 높이는 데 도움이 된다는 점을 제시하였다.

개인 스마트폰에 대한 행정조사의 문제점과 입법론적 대안

스마트폰은 막대한 양의 정보를 저장할 수 있는 소형 컴퓨터에 해당한다. 개인 생활 대부분이 담겨 있어 인생의 블랙박스로도 지칭된다. 그렇기 때문에 스마트폰에 대한 조사는, 효율적인 증거수집 활동과 함께 개인의 사생활을 어떻게 보호할 것인가의 관점에서 접근해야 한다. 그럼에도 최근 공무원의 비리 또는 비위 사실을 적발하기 위해 행정기관이 직무 감찰을 실시하면서 조사 대상자의 스마트폰을 제출받아 조사하는 경우가 빈번해졌다. 조사를 실시하는 행정기관은 대상자가 동의를 얻은 임의제출 형식이므로 문제가 없다고 항변하나, 이러한 스마트폰 감찰이 조사 대상자의 절차적 권리를 잠탈하여 위헌⋅위법 소지가 있다는 지적이 많아지고 있다. 조사권이 남용되는 경우에는 개인에 대한 감시⋅통제사회로 가는 첫걸음이 될 수도 있다. 마침 미국에서는 스마트폰에 대한 수사를 통제하는 연방대법원의 경향을 관찰할 수 있다. 한국에서도 중복, 과잉조사나 표적 조사에 대한 비판적 목소리가 커지고 있다. 구체적으로 행정조사의 외형을 갖추고 있더라도 그 조사결과에 따라 형사 책임을 추급할 수 있다면, 조사 대상자의 인권 및 방어권을 보호하기 위하여 절차적 보장장치가 적용될 수 있도록 입법적 통제장치를 마련해야 한다. 스마트폰에 내장된 전자정보에 대한 행정조사의 경우에는, 조사의 기본원칙을 명시하고, 자료의 수집⋅분석⋅관리⋅반환 등 일련의 절차를 상세히 규정하고, 외부 기관 제공에 대한 요건과 절차를 명확히 할 필요가 있다. Smartphones are commonly referred as small computers as large amounts of data can be stored in the devices. An investigation into a smartphone needs to balance the need of efficient evidence gathering and protection of privacy rights. Recently, administrative agencies have carried out inspections against high-level government officials and demanded that officials turn in their smartphones. Administrative agencies maintain that there are no legal problems as officials voluntarily submitted smartphones for inspection. However there are voices that argue such investigation of smartphones infringe the procedural rights of the officials. Abusing powers of investigation can open the door to a surveillance society. The Supreme Court of the United States has rendered rulings curtailing such investigations. Similarly, criticisms toward the overlapping, excessive investigation have increased among the Korean people. If the results of an administrative investigation can be used to impose criminal sanctions, legislative measures should be adopted to ensure the procedural rights of the person being investigated. Especially in investigating electronic data of smartphones, basic principles of the inspection should be clearly stated, the process of gathering, analyzing, managing data and providing the results of the inspection to other agencies should be specifically stipulated.

수직 및 경사 항공영상을 이용한 도로 시설 정보 취득 방안

골프장의 핵심역량과 경쟁전략 간의 적합성이 경영성과에 미치는 영향

본 연구는 국내 골프장 경쟁 전략군에 따른 핵심역량을 분석하고, 핵심역량과 경쟁전략 간의 적합성이 경영성과에 어떠한 영향을 미치는지를 규명하여 타 골프장과의 경쟁에서 지속적으로 경쟁우위를 갖고 운영할 수 있는 경영전략 수립의 기초 자료를 제공하고자 하였다. 2012년 1월 2일부터 3월 31일까지 전국에 위치한 골프장을 대상으로 조사를 실시하였고, 조사한 70곳 중 불성실하게 응답한 자료와 조사내용의 일부가 누락된 자료로 판단된 7곳의 설문지를 제외한 총 63곳의 자료를 분석에 이용하였다. 자료처리는 SPSS 12.0을 이용하여 빈도분석, 조사도구의 타당성 및 신뢰도 분석, K-평균 군집분석, t-검정, 분산분석을 실시하였다. 분석결과 첫째, 골프장의 경쟁전략군은 3개 군집으로 분류되었다. 둘째, 경쟁 전략군에 따른 핵심역량은 인사관리, 마케팅 관리, 정보관리에서 통계적으로 유의한 차이가 있는 것으로 나타났다. 셋째, 핵심역량과 경쟁전략의 적합성은 비재무적 경영성과에서 차이가 있는 것으로 나타났다. The purpose of this study was to examine the effect of core ability of managing golf club and appropriateness of competitive strategy on business outcome. The 70 golf club were chosen from located in Gyeonggi-do, Gangwon-do and others. Among 70 questionnaires distributed and collected, 7 questionnaires were excluded from the study because they were neither thoughtfully nor completely answered. For the purpose of this study, frequency analysis, exploratory factor analysis, reliability analysis, K-mean cluster analysis, t-test, ANOVA of SPSS 12.0 were performed. The research results of this study indicate that first, the sub-groups categorizing the golf clubs in accordance with its competitive strategies are 'non-strategy', 'differentiation strategy', and 'cost leadership strategy' groups. Second, according to competitive strategy groups, their core ability of golf club showed significant difference in personnel management, marketing management and information management factors. Finally, appropriateness of core ability and competitive strategy showed significant difference in non-financial business outcome.

蜂毒藥鍼療法으로 호전된 극심한 통증의 요추간판탈출증 환자 치험 1례

Almost every body experiences the low back pain in his life. But, among the low back pain, the portion of HIVD is only 1% and among the HIVD, the portion of operation indication is only 1-3%. Nevertheless, if patient was diagnosed as HIVD through MRI and the pain was severe, it's difficult for the patient and doctor to decide with conservative therapy. So, we report the case improved severe pain and sciatica due to HIVD through pure oriental treatments and review the operation indications in HIVD and the clinical application of bee venom herbal acupuncture.

Serratus anterior plane block combined with monitored anesthesia care for surgery of lateral side of breast -a case report-

Background: In breast surgery, regional anesthesia rather than primary anesthesia has been mainly used for postoperative analgesia. Serratus anterior plane block is a new method for ultrasound-guided thoracic wall block. It is less invasive and relatively safer than conventional regional anesthetic techniques. Case: We report a case of breast surgery under serratus anterior plane block as primary anesthesia with monitored anesthesia for a 78-year-old patient with a medical history of cardiopulmonary resuscitation due to stress-induced cardiomyopathy caused by pneumonia. Conclusions: Serratus anterior plane block might be simple and effective technique for breast surgery when a lesion is located on lateral side.

Legal Origins Theory, Economic Development and Competition Law – Canada and Korea

Legal Origins Theory is a relatively recent school of thought developed by law and finance scholars within the framework of comparative legal studies. The proponents of the Theory posit that societies with different legal origins are associated with different legal rules, and these differently formed legal rules lead to different economic outcomes. The basic conclusion of the Theory suggest that common law based countries tend to do better as shown by economic indicators compared to civil law countries. The focus of this paper is to examine the Theory’s findings in two stages. First, it will consider whether the Theory can be used to explain the rapid economic development of Korea over the last few decades. Second, this paper will examine whether competition (fair trade) law falls within the ambit of the Theory. This paper attempts to arrive at the conclusion that different stages of economic development would better explain (rather than legal origins) the need and development of laws governing economic development. The framework of analysis is adopted from the work of Christopher A. Whytock, which I refer to as modified functional approach.

요천추 다발성 신경근병증의 소견을 보인 전각세포 병변 2예 - 증례 보고 -

The osteoporotic compression fracture developed in old age frequently accompanies degenerative change and/or spinal stenosis in lumbar spine. When the patient with compression fracture complains of pain and weakness of lower extremity, an accurate diagnosis of the causative lesion is critical for the treatment. We present two patients who developed pain and weakness of bilateral lower extremities accompanying voiding difficulty after having an operation of T12 vertebroplasty. Radiologic findings of these patients revealed posterior displacement of T12 vertebral body and lumbosacral spinal stenosis. The electrophysiologic findings were compatible with L5, S1 and S2 radiculopathies. We interpreted that these electrophysiologic findings were not caused by the lumbosacral root lesion, but by the involvement of anterior horn cell which contains both lumbar and upper sacral segments at the level of T12 vertebra. One patient was successfully treated with T12 decompressive laminectomy but the other refused to take the surgery.
