There has been not sufficient precedent studies on the practical assessment measures of sustainable cities. This study attempted to develop an acting model evaluating the sustainability of cities in environmental aspects. The model is primarily made up with three main modules: DPSER(Driving force, Pressure, State, Effect, Response) module, Stage module and Space scale module. These three modules are integrated in order to carry out a practical assessment model. An assessment section for each module is followed. The sustainability indicators were determined in the assessment section. To examine and review of the practicability of the assessment model, the model was applied to the case of the city of An-San, Korea. The this assessment model for sustainable city is expected to help linking development, ecosystem, and environment together in well-planned sustainable cities. Therefore, the dream of environmentally sustainable cities is expected to be achieved in near future.
지방의제 21의 평가체계설정 및 그 평가에 관한 기초연구

The objectives of this study are to propose the alternative of drawing up Local Agenda 21 and make a fundamental basis for it by evaluating the previous Local Agenda 21 report. As the result of evaluating LA21 report, Seoul City are evaluated "Slightly Good" because of writing out in particular the section of "founding practice plan" as compared with the other city systematically and perfectly. Taejon city and Kwang-jin Ku in the seoul city are evlauated "medial" in the most part of LA21 report. Pohang city are evaluated "slightly bad" in the most part because of little doing the section of "Analysis of community issue" and LA21 report not being systematic. As this study selects and systemizes the items which are necessary to evaluate Local Agenda 21 on the basis of the previous reports and researches, it helps for the local autonomous entities to draw up the reports of Local Agenda 21 and drive that.
