국제상사계약에 관한 일반원칙(PICC)하에서 현저한 불균형에 관한 법적 기준

UNIDROIT Principles of International Commercial Contracts(PICC) was published in 1994. PICC has been functioned as a guideline of international commercial contracts, an applicable law to govern a contract by the agreement of the parties to a contract, general principles of law and lex mercatoria. In addition, PICC has a role of interpreting or supplementing international uniform law instruments as well as domestic laws, and also has served as amodel for national and international legislations. PICC has been accepted as a authoritative source of knowledge of international trade usages of international commercial contracts to the arbitral tribunal rather than domestic court because it excluded the characteristics of hard law at the drafting stage. This article dealt with the rule on gross disparity of validity which fall outside the scope of UN Convention on Contract for the International Sale of Goods(CISG), which has obtained a leading legal position of uniform law in international sales of good. In other words, PICC suggests a series of meaningful solutions to the issue of gross disparity of contract which is the most complicated among legal disputes occurring during the process of conclusion of contact and also extremely different and diverse between legal systems. This article covered the issue of gross disparity of contract at the conclusion of contact and suggested the legal basis of several rules related to the gross disparity by analysing gross disparity rule of PICC. Furthermore, this article suggested legal check points or implication as well as interpretation and evaluation on doctrine of laesio enormis and undue influence or unconscionability. This article also dealt with a comparative analysis with Principles of European Contract Law(PECL) and Common European Sales Law(CESL) which have important legal positions in the area of international commercial contract as well as in terms of close relationship to PICC by linking with recent court or arbitral tribunal rulings.
트레드밀 운동과 클로렐라 섭취가 흰 쥐 골격근의 MAP kinase 발현에 미치는 영향

PURPOSE: The aim of this study was to determine the effects of combined treatment of chlorella intake and treadmill exercise on ERK, p38 MAPK, and JNK expression in the soleus of rats. METHODS: Forty male Sprague Dawley rats, 12 months old, were recruited in the study. The rats were randomly divided into 4 groups : CG (control group, n=10), EG (exercise group, n=10), CIG (chlorella intake group, n=10), and CI+EG (chlorella intake + exercise group, n=10). The chlorella intake was composed of 50-60% of protein, and 15∼20% of carbohydrate. In the exercise groups, the rats exercised on treadmill for 50 minutes a day 5 times a week for 12 weeks. Western blotting analysis for the expression of ERK, p38 MAPK, and JNK was performed. Separate one-way ANOVA was performed with SPSS (Ver. 20.0). RESULTS: All intervention groups significantly increased ERK expression of MAPK when compared to that of the control group while significantly decreasing p38 MAPK and JNK expression of MAPK. CONCLUSIONS: Regular exercising with chlorella intake was found to be the most effective in improving cell development system and reducing apoptosis in rat.

This paper introduces a real-time load flow program for Korean energy management system(EMS). This study is concentrated on the following aspects. First, we propose the model of the real-time database and power system equipment for the real-time load flow. These models are extracted from the needs of load flow functions and are designed to the application common information. Second, several techniques are applied for the efficient convergence and computational speed. The generation/load mismatch is redistributed using generator participation factors which are separated to the reference bus. For the voltage control, the jacobian matrix is composed with the basic Y matrix elements and the voltage control elements. Through the optimally ordering, jacobian row and column for a column is changed. However all jacobian matrix entries have same order with the Y matrix. The proposed program is tested using the Korea Electric Power Corporation(KEPCO) system. Through the test, we verified that the proposed program can be effectively used to accomplish the Korean EMS system.
한국형 EMS 시스템의 Baseline 계통 해석용 소프트웨어 개발을 위한 데이터 모델링

This paper summarizes a data modeling for developing the baseline network analysis software of the Korean energy management system (EMS). The study is concentrated on the following aspects. First, the data for operating the each application software are extracted. Some of the EMS network application softwares are selected for basis model. Those are based on the logical functions of each software and are not considered the other softwares. Second, the common data are extracted for equipment model and topological structure of power system in Korea. We propose the application common model(ACM) that can be applied whole EMS network application softwares. The ACM model includes the hierarchy and non-hierarchy power system structure, and is connected each other using the direct and indirect link. Proposed database model is tested using the Korea Electric Power Corporation(KEPCO) system. The real time SCADA data are provided for the test. Through the test, we verified that the proposed database structure can be effectively used to accomplish the Korean EMS system.
실시간 시뮬레이터를 이용한 송전계통 자동재폐로 훈련 코스 개발

본 논문은 실시간 디지털 시뮬레이터(Real Time Digital Simulator, RTDS)를 이용한 송전계통의 자동 재폐로 모의 교육훈련시스템 개발에 대해 요약하였다. 본 논문에서 개발한 모의 훈련 코스는 3상 일괄 재폐로와 1상 및 3상 재폐로의 두 가지 부분으로 나뉘어 구성되었다. RTDS를 이용한 모의 파일의 구성 시 각 계통은 양단에 거리계전기를 설치한 것으로 모의하였으며 154㎸ 계통의 경우 송전단은 실제 거리계전기를 이용하여 구성하였다. 1상 및 3상 재폐로의 경우 1선지락 고장에 대해서는 해당상만 트립 및 재폐로를 하도록 하고 나머지 고장에 대해서는 3상 일괄 트립 및 재폐로가 되도록 모의하였으며 대상 계통은 345㎸의 전형적인 송전계통을 대상으로 하였다. 리셋 시간의 모의 훈련을 위해 현재 국내 리셋 시간 기준치 이내에 또 다른 고장이 발생했을 경우와 기준시간 이상 경과한 후에 고장이 발생한 경우를 나누어 모의할 수 있도록 구성하였다. 고장 종류, 고장지속시간, 1상 및 3상 재폐로 선택, 재폐로 횟수 및 재폐로 시간 등은 현재 한국전력의 재폐로 규정에 언급된 것을 모의하는 것은 물론 사용자 임의로 변경이 가능하도록 구성하였다. 본 논문에서 개발한 모의 훈련 코스는 송전계통의 자동재폐로에 대한 실무자들의 이해 증진을 위한 교육용으로 사용될 수 있음은 물론 보호 계전기 등의 시험을 위해서도 활용될 수 있을 것으로 기대한다.

This paper describes the development of robust contingency analysis program for Korean Energy Management System. The important function of contingency analysis is to determine the bus/branch model for contingency, and to calculate the state of the power network based on the network model and topology output. In the proposed method, the bus/branch models for contingencies are determined exactly using a fast linked-list method based on the application common model database. To calculate the state of the power system included contingency, the full-decoupled powerflow approach, the partial powerflow method for contingencies and the proposed contingency screening algorithm are also used to contingency analysis. To verify the performance of the developed processor, we performed a file-based test using several structured input data and online test using the database which resides on memory. The results of these comprehensive tests showed that the developed processors can accurately calculate the power system contingency state from online data and can be applied to Korea Power Exchange system.
