The Structure of Trade in Genetic Resources: Implications for the International ABS Regime Negotiation

The intensive exploitation of genetic resources at the international level has led to a negotiation of an international regime on Access and Benefit-Sharing (ABS) of genetic resources. Due to lack of systematic data, little is known about the structure of trade in genetic resources to inform the negotiators. This study attempts to shed a greater insight into genetic resources trade in the pharmaceutical sector in Korea, mainly relying on interviews of industry practitioners and scientists in related fields. The study finds that Korea is mainly a genetic resource importer, but that pharmaceutical firms rarely carry out bioprospecting directly, relying on semi-processed biochemicals imports trough agents. Therefore, the impact of the to-be negotiated international ABS negotiation will be larger if derivatives are included in its scope. However, the general impact on the economy as a whole would be small, given the small share of genetic resources trade compared to total trade volumes. 생물자원이 의약품, 화장품 등 고가품목 원료로 집중 활용되면서 유전자원의 국제 교환 및 무역이 증가하자 유전자원에 대한 접근과 이익공유를 규율하기 위한 국제규범이 협상되기에 이르렀다. 그러나 유전자원 국제무역에 대한 체계적인 통계 부재로 인해 이 분야에 대한 객관적 분석은 매우 저조한 형편이다. 본 글에서는 제약 및 관련 업계 관계자들과 과학계 전문가와의 인터뷰를 토대로 유전자원 국제무역 구조에 대한 이해를 높이고자 하였다. 국내 제약업체들은 직접 자연탐사를 하는 경우는 거의 없으며 주로 중개무역상을 통하여 생화학물로 가공된 형태의 유전자원을 수입하고 있다. 따라서 협상될 ABS 국제규범 범위에 파생물까지 포함될 경우 그 영향이 더 클 것으로 판단되나, 전체 무역규모에서 유전자원 무역이 차지하는 비중이 작아 경제 전반에 미치는 영향은 크지 않을 것으로 예상된다.

무선 분산 시스템을 이용한 멀티 인터페이스 무선 메쉬 네트워크 테스트베드

무선 메쉬 네트워크는 네트워크 구성의 용이성과 비용적인 장점으로 각광받고 있는 무선 백본 네트워크 기술이다. 최근 상용화된 제품이 출시되고 있지만, 대부분의 기존 연구 기술은 시뮬레이션을 통해 성능을 분석하였다. 본 논문에서는 실제 상황을 고려하여 무선 메쉬 네트워크 테스트베드를 구축하였다. 본 테스트 베드는 무선 분산 시스템(Wireless Distribution System)과 브릿지를 응용하여 멀티채널 멀티 인터페이스와 동적인 위치기반 라우팅 프로토콜을 지원한다. 위치기반 라우팅 프로토콜은 링크 채널 변화와 물리적 거리를 고려한 메트릭을 이용하여 무선 간섭에 강하게 설계하였다. 그리고 메쉬 클라이언트들은 중앙 집중 주소 관리 서버를 통해 주소를 할당 받아 통신하며, 간이 망 네트워크 관리 프로토콜을 통해 망을 관리하도록 설계 및 구현하였다. Wireless Mesh Network(WMN) is wireless backbone networks technique which has ease of network configuration and cost of advantage. Recently, WNM released a new product, but most of existing research and technology analysis the performance through the simulation. This paper build the wireless mesh network testbed for actual situation. Testbed supports multi-channel multi-interface using bridge, the Wireless Distribution System and dynamic location-based routing protocol. This routing protocol strongly design against wireless interference using metric for link channel change and real distance. Then, the address of mesh clients assigned by the centralized address management server. Mesh clients is designed and implemented to manage network through Simple Network Management Protocol.

한미FTA 이행에 따른 제도개혁의 성과: 우편 및 특급배달서비스를 중심으로

This study analyses the effects of institutional changes caused by the implementation of the KORUS FTA on Korean postal and express delivery services. The analysis finds that the reforms that have taken place helped increase institutional transparency in postal services. The contraction of governmental activity has led to creating new markets for private firms, and the increased competition with private firms have led to management rationalization. However, commercial activities of Korea Post are still not clearly separated from its universal service obligations, and no official plans for regulatory reforms are yet in sight, even though such competitive neutrality issues may become an important agenda if any negotiation takes place in this area under the amendment negotiations of the KORUS FTA. The paper argues that improvement in competitive neutrality, regulatory reforms, and finding sound financing mechanism for universal services are top priority policy challenges facing the relevant authorities. 본 연구는 한미FTA로 인해 촉발된 제도변화가 우편 및 특급배달서비스에 미친 영향을 제도개혁의 제도적 성과 및 경제적 성과를 중심으로 살펴보고 사후적으로 필요한 정책과제와 한미FTA 재협상에 대한 시사점을 도출하였다. 분석결과「우편법」개정을 통해 우편산업 관련 제도의 투명성이 제고되고 보편적 우편서비스에 대한 정의가 종전에 비해 보다 명확히 설정되는 등 제도적 성과가 있었으며 국가독점 축소로 인한 민간시장 확대, 민간과의 경쟁심화로 유발되는 경영합리화 노력 등 경제적 성과도 있었던 것으로 평가된다. 그러나 상업적 활동과 비상업적 활동 간 명확한 영역구분이나 구분회계, 교차지원 가능성에 대한 검토, 독립적 규제체계의 정립 등 경쟁중립성 관점에서의 합리적 규제체계 확립은 미흡한 것으로 평가되었다. 이는 향후 한미FTA 개정협상에서 주요한 이슈로 부각될 수 있는 사안이다. 이 연구는 우정당국이 당면한 주요 정책과제가 경쟁중립성의 제고, 규제체계의 정비, 보편적 서비스를 위한 재원조달 확보임을 지적한다.

Posner의 교육과정 분석 이론을 활용한 2018 초등·중학 문해교육과정 분석

The purpose of this study is to analyze how the elementary and middle school literacy education curriculum revised in 2018 is developed, operated, and evaluated using Posner's curriculum analysis theory. To this end, 8 key questions were extracted from four factors: curriculum documents and origins, curriculum proper, curriculum in use, and curriculum critique, and literacy curriculum documents were analyzed. As a result of the analysis, first, the literacy curriculum was developed based on the national curriculum documents to recognize the educational background of low-educated adults as functional literacy became important as an adult's basic ability to develop national human resources. Second, the 2018 revised literacy curriculum has the same educational purpose as the 2015 revised curriculum, but the educational content and organizational principles have been reorganized to suit the specificity of adult learners. Third, in order for the literacy curriculum to be implemented, structural factors that limit the teaching practice of literacy teachers must be resolved, and the curriculum must be implemented and evaluated reflecting learner specificity and individual differences. Fourth, the literacy curriculum should be composed of content based on adult experience rather than subject knowledge, and for this purpose, policy support for literacy education institutions and teachers should be expanded. 이 연구는 Posner의 교육과정 분석 이론을 활용하여 2018년 개정된 초등·중학 문해교육 교육과정이 어떻게 개발, 운영, 평가되는지를 분석하는 데 목적이 있다. 이를 위하여 교육과정 문서와 기원, 교육과정 고유 영역, 교육과정 운영, 교육과정 비평의 4개요소에서 8개의 핵심 질문을 추출하여 문해교육과정 문서를 분석하였다. 분석 결과 첫째, 문해교육과정은 국가인적자원개발을 위한 성인의 기초능력으로 기능 문해가 중요해짐에 따라 저학력 성인의 학력인정을 위해 국가 교육과정 문서를 기반으로 하여 개발되었다. 둘째, 2018 개정 문해교육과정의 교육목적은 2015 개정 교육과정과 동일하나 교육 내용과 조직 원리는 성인 학습자의 특수성에 맞게 재구성하였다. 셋째, 문해교육과정이 실행되기 위해서는 문해교사의 교수 실제를 제한하는 구조적 요인을 해결해야 하며, 학습자의 특수성과 개인차를 반영한 교육과정의 실행과 평가가 이루어져야한다. 넷째, 문해교육과정은 교과 지식보다는 성인의 경험에 기반한 내용으로 구성해야 하며, 이를 위해 문해교육기관과 교사에 대한 정책적 지원을 확대해야 한다.

In this study, system of opening of archival documents and providing reference services and archives web service in China have been reviewed. Throughout laws and regulations of archives management since found the People´s Republic of China, related to opening of archival documents and providing reference services are analyzed. This paper also consider the present condition of archives web service in China and web service of Beijing archives. 본 문은 중국의 기록물 공개 및 서비스에 관한 제도와 인터넷을 통한 온라인 서비스 현황을 고찰하였다. 중국의 기록물공개와 서비스 제도의 고찰을 위하여 1949년 중화인민공화국 성립 후에 반포된 각종 법규의 기록물의 공개와 서비스에 관한 주요 내용을 살펴보았다. 중국 기록관의 온라인 서비스 건설 현황 및 북경시기록관 사이트의 인터넷을 통한 온라인 서비스를 분석하였다.
