과거 씨프린스호나 허베이스피트호 오염사고처럼 향후에 이보다 더 큰 규모의 국가재난적 해양오염사고가 발생될 가능성이 내재되어있다. 국ㆍ내외의 재난적 오염사고 방제과정에 대한 경험을 바탕으로 해양오염방제시스템의 문제점과 효율적이고 과학적인 개선방안을 모색하는데 이연구의 목적을 두었다. 이 연구에서는 이러한 유형의 사고에 대한 예방, 대비책으로 적극적인 해상교통관제, 대응복구책으로는 지자체의 방제실행능력배양과 제도개선, 방제유형별 전문교육훈련체계수립, 합리적인 방재종료기준마련, 자원봉사자관리시스템마련, 사후관리책으로는 피해보상에 대한 과학적 입증체계마련, 갈등해소책등의 합리적인 대책 등이 필요로 되어짐을 지적하였다. Like past pollution accidents of the Sea Prince or the Hebei Spirit, it is possible bigger disastrous pollution accidents than this one would occur in the country in the future. Based on experiences of prevention of domestic and overseas disastrous pollution accidents, objective of this study is to seek scientific and efficient improvements in problems of marine pollution prevention system. As preventive measures on such kind of accidents, it is required to establish positive vessel traffic system, materialization of defense resources mobilization plan on national emergency prevention plan, disasters prevention equipment mobilization system according to waters characteristics; and, as responsive recovery measures, it is also required to establish disasters prevention development ability and system improvement by local governments and the Marine Environmental Management Corporation, professional education/training system as per prevention of disasters, reasonable disasters prevention closing criteria, voluntary service control system; and as follow-up management measures; it is required to establish reasonable measures including scientific verification system for damage compensation, conflict solutions, and others.

A scientific research and preparation is needed to enrich the quality of life for the maritime police officers that are working day and night, week in and week out, to protect the maritime boundaries and maritime sovereignty. Based on that goal, this research can be divided into three large parts. First, investigate the impacts that duty-related factors (duty`s distinct characteristics, safety concerns, duty tensions, duty discretion, duty legality) have on the maritime police officers. Second, investigate the group-life factors (job satisfaction, compensation, colleagueship, promotion opportunity, chance to go on business trips, duty facilities) that effect the work satisfaction of the Maritime Police Officers. Lastly, investigate the effects that the causal factors for the quality of life (work satisfaction, health status, financial status, free time, home life,) have on the maritime police officers. Multiple correlation analysis is as follows. First, when analyzing the effect of the duty`s distinct characteristics on the maritime police officers, the factors effected the work satisfaction in the order of work discretion, duty`s distinct characteristics, and safety concerns. Second, when analyzing the effect that the group-life has on the maritime police officers, the factors effected them in the order of work satisfaction > chance to go on business trips abroad > colleagueship. Third, when analyzing the effect that the causal relationship for the overall quality of life of the maritime police officers, they were effecting them in the order of work satisfaction > home life.
보상유형과 직무만족에 관한 연구 -육상,해양경찰을 중심으로-

The multiple regression analysis was carried out to examine the job satisfaction factors by reward type between the maritime police and the land police officers. As a result, for the maritime police, the job satisfaction has been affected by social reward (standardized coefficient β: 0.307) 〉job reward (standardized coefficient β: 0.293)〉external reward (standardized coefficient β: 0.291). But, the difference of influence of beta value was not significant between social reward, job reward and external reward. This means that social reward, job reward and external reward must be satisfied in balance in order to increase job satisfaction of the maritime police officers. On the other hand, the difference of influence of beta value was significant for the land police officers. For the land police officers, the job satisfaction has been positively (+) affected by social reward (standardized coefficient β: 0.407) 〉job reward (standardized coefficient β: 0.268) 〉external reward (standardized coefficient β: 0.126). This means that social reward must be focused on in order to increase job satisfaction, followed by job reward and external reward.

이제 학교폭력의 문제는 전사회적인 문제이자 국가차원의 문제로 비화되고 있다. 그동안 교육과학기술부등 여러 사회기관들이 학교폭력근절운동에 나서고 있음에도 불구하고 학교폭력의 뿌리는 사그라지지 않고 있다. 따라서 본 논문에서는 학교폭력에 대응해오는데 있어서 중추적 역할을 수행하여온 학교 및 교사, 배움터지킴이등을 중심으로 그동안 노정되어왔던 문제점을 직시하고 그 대응 방안들을 모색하였다. 우선 학교가 자체적인 교육적 자생력을 확보하여 학교폭력의 문제를 교육적 차원에서 포용할 수 있도록 모든 사회기관들의 노력이 필요하며 교사들이 교권이 회복되고 안전한 환경 하에서 다양한 프로그램으로 학생생활지도에 임하도록 하여야 할 것이다. 교사와 배움터지킴이간에 교권침해가능성 및 여러 여건상 배움터지킴이제도 실행이 여의치 않은 측면을 대체함에 있어 민간경비가 그 대안이 될 수 있으므로 이에 대한 가능성을 모색하였다. Currently, the social problem of school violence has been escalating into the level of national problem. Despite the efforts of MEST and various other social institutions to eliminate school violence, but the root of school violence yet remains to be rooted out. Therefore, in this article, a countermeasures was sought upon facing the exposed problems so far focusing mainly school & teacher, school keeper who have been taken major roles in responding school violence. To this end first of all, school has to secure educational self-sustaining capability capable to embrace the problem of school violence from educational view point for which efforts from all & every sector society is required and the recovery of authority of teacher should be attained capable to be faced with student guidance with various programs under safe environment. In consideration of the possibility of infringement of the authority of teacher by school keeper as well as the difficulty in implementing school keeper system in various considerations for which it was reviewed the possibility of employment of private security system as a substitute measure.
