지식정보산업은 한정된 물리적 자원을 기반으로 한 기존 산업과는 달리 요소투입이 무한해 규모와 경험의 축적을 통한 가속적인 성장이 가능한 신산업이다. 새로운 기술적 지식을 근거로 세계 지식정보 산업의 주도권을 확보할 수 있다면 경제발전의 새로운 성장동력을 얻는 계기가 될 것이다. 지식기반경제에 능동적으로 대처하면서, 지식기반사회에서의 지식정보 관리정책 방향 수립의 기초자료를 확보하기 위해서 국가경제에서 차지하는 지식정보의 지위와 역할이 규명되어야 한다. 이에 본 연구는 지식정보의 가치 추정을 위한 체계적 연구의 기초작업으로써, 지식정보의 개념을 정립하고 지식정보의 가치를 측정할 수 있는 방안을 수립하고자 한다. 아울러 지식정보의 가치에 영향을 미치는 요인들을 도출하고 각 요인별 측정 방안에 대한 연구를 수행하고자 한다. 분석결과 지식창출형 지식정보가 소비지향형 지식정보에 비해 더 큰 가치가 있는 것으로 나타났으며 이러한 경향은 전문가일수록 두드러진 것으로 나타났다. 지식정보평가에 대한 틀이 잡히고 평가 결과가 시장으로부터 신뢰성을 획득하기까지는 정부의 적극적인 지원이 필요하며, 이는 지식정보 거래시장의 성숙과 새로운 성장동력의 확보로 이어질 것이다. Unlike existing other industries, the knowledge-based industry has the potential to grow increasingly with factor input unlimited. Importance of investigating knowledge and information evaluation cannot be overemphasized to promote economic development in that knowledge and information is accepted as an engine of new economy. We attempt to define the scope and value of knowledge and information and develop the knowledge and information value model. The results help policy-makers to manage and evaluate the knowledge and information with useful and responsible information.

Evaluating the sources of economic development is of obvious importance, and numerous attempts have been made to judge the impact of many different factors on economic development. Since some empirical studies have reported that telecommunications investment is one of the important factors in economic development, this paper empirically investigates the impacts of telecommunications investment on economic development using a cross-country analysis based on data from 56 developing countries for the year 1970-98. To this end, a further augmented version of the neoclassical Solow growth model is suggested and applied. Subject to the appropriate caveats, the results provide further support for several key conclusions of the former studies - investment in physical capital, population growth, and the human capital seem to be quite important in accounting for economic development in developing countries. In addition, more importantly, it is concluded that telecommunications investment significantly contributes to economic development in developing world.

Attitudes of parents toward behavior guidance techniques used in pediatric dentistry have changed for decades. Some techniques were regarded acceptable with authority of dentists’ assistance, but now face the objection of caregivers. For the way of breeding is changing, dentist should understand the situation and try to communicate with caregiver for eliminating misunderstanding of the procedures that could induce lawsuit for abusive techniques. Most of all, dentist should try to find the best method for the patient and help to overcome the fear and anxiety. The meaningful knowledge driven from clinical experience should be shared with other dentists to build up sound theoretical foundation.

본 논문에서는 비교적 잘 보존되어 있지만 개발의 위협에 직면해 있는 섬진강 하구의 환경가치를 추정하고자 한다. 특히 하구의 4가지 속성에 대한 가치를 도출하기 위해 다속성 효용이론에 근거한 조건부 가치측정법(CVM)을 적용하되, CVM 연구에서 지켜야 할 다양한 지침을 엄격하게 준수하면서 가구조사를 시행하였다. 구체적으로 하구 인근지역(광양, 순천, 여수, 하동, 남해) 300 가구와 7개 대도시 지역(서울, 부산, 인천, 대구, 대전, 광주, 울산) 350 가구를 무작위로 추출하여 일대일 개별면접을 통해 섬진강 하구관리방안에 대해 얼마나 지불할 의사가 있는지를 물었다. 응답자들은 전반적으로 조건부 시장을 잘 받아들였으며, 가구당 연 평균 지불의사액은 하구 인근지역의 경우 5,763원, 7개 대도시 지역의 경우 1,883원으로 분석되어 지역에 따라 큰 차이가 났다. 이 값을 해당 지역의 모집단으로 확장하였더니, 각각 연간 15.2억 원 및 140.5억 원이었다. 이 값은 하구의 보존 대 개발과 관련된 계획 수립 및 의사결정에 있어서 중요한 정량적 정보로 활용될 수 있을 것이다. This paper attempts to measure the environmental value of the Seomjin-River estuary that has been comparatively well conserved but is confronted with the threat of its development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method (CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines for best-practiced CVM studies. We surveyed a randomly selected sample of 300 and 350 households in the Seomjin-River estuary-neighboring area (Gwangyang, Sooncheon, Yeosu, Hadong, Namhae) and seven large cities (Seoul, Busan, Incheon, Daegu, Daejeon, Gwangju, Ulsan), respectively and asked respondents questions in person-to-person interviews about what they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount (5,763 won in the Seomjin-River estuary-neighboring area and 1,883 won in seven large cities), on average, per household per year, which implies that there is a large difference between the two. The aggregate values of the Seomjin-River estuary in the estuary-neighboring area and seven large cities amount to 1.52 and 14.05 billion won, respectively, per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.

Information Technology and Economic Growth

Evaluating the sources of economic growth is obviously important, and numerous attempts have been made to judge the impact of many different factors on economic growth. Since some empirical studies have reported that information technology (IT) is one of the important factors in economic growth, this paper empirically explores the impacts of IT investment on economic growth using a cross-country analysis based on data from 86 countries for the year 1970-98. To this end, a further augmented version of the neoclassical Solow growth model, explicitly including IT investment, is proposed and applied. Subject to the appropriate caveats, the results provide further support for several key conclusions of the former studies investment in physical capital, population growth, and the human capital are important in accounting for economic growth across countries. More importantly, it is concluded that IT investment significantly contributes to economic growth. In addition, the main finding is that the implied return to IT investment is very high between the sample countries.
