도시미관 개선과 순수예술 진흥을 위하여 1972년에 문화예술진흥법의 건축물미술작품제가 제정되었다. 국내 공공미술 산업의 대부분을 차지하는 이 제도는, 제정 취지에 부합하지 못하는 경우와 심의와 설치과정에 서의 탈법적 행태로 인하여, 폐지론까지 대두되었다. 이에 본 연구의 목적 및 방법은 현재 건축물미술작 품제도에 설치된 미술작품의 문제점을 현장조사를 통해 분석하고, 이 제도에 대한 전문가 설문을 통해 개선방안을 위한 기초자료를 마련하고자 한다. 연구의 범위와 내용에는 2007년 3월 6-25일 서울시 태헤란로의 현황조사를 통하여 미술작품의 설치위치 와 설치공간과 관련한 크기, 주변시설과의 관계, 재질 및 색깔, 작품명 미 표기, 유지·관리 등에 문제가 있음을 밝힌다. 또한, 2009년 12월 1-28일 전문가 설문을 실시하였으며, 그 내용은 다음과 같다: 첫째, 사후 관리의 단위인 구, 군 단위로 미술작품 설치하는 것이 이상적이다. 둘째, 작품설치 전 과정에 소요되는 비용에 대해 기금에서 충당해야하며, 전문가 다수가 공모에 의한 작품선정을 찬성하였다. 셋째, 전문가 대부분이 설치과정에 비리가 있다고 생각하였고, 개선을 위하여 전문기관을 설립하거나 지자체별 청렴도를 측정해야한다. 넷째, 심의위원회 구성에 있어서, 건축, 조경분야의 전문가를 늘려야 한다. 다섯째, 사후관리가 이루어 지지 않고 있고, 작품자체의 문제와 더불어, 주변 시설물도 함께 확인해야한다. 여섯째, 작품내용 (작품명, 작가 명, 재질, 색깔, 크기), 법령 분류에 따른 작품 종류, 위치, 가격, 작품해설, 해당건축물 위치 등과 현황에 대한 데이터베이스를 구축해야한다. 본 연구의 결과를 참고하여, 도시공간에 적합한 미술작품의 설치를 통하여 도시를 아름답게 개선하고 시민을 위한 도시 문화공간을 조성하기 바란다. For improving urban environment and promoting fine art, the government legislated The Art work Policy for Buildings in 1972 on The Law of Cultureand Art Buildup. This policy consists almost public art project in Korea and isn`t coincided with its primary purposes. And abolition of the policy was considered because illegal behaviors like poor standards of deliberation, lack of fairness, price collusion, double contract, rebates. Therefore, the aims and methods of this article are to propose plans for improving through investigating art works related with The Art Work Policy for Buildings by field study and surveying about this policy by experts. Main scopes and contents of this article are formed with analyzing problems about its location, size related places, relation with surrounding facilities, material and color, omission about its name and maintenance·management by a field study at Teheran-ro in March 6-25, 2007. and drawing a conclusion by a expert survey in January 1-28, 2009. The results are: Firstly, it is ideal to set art works by same level with management. Secondly, most of experts think whole cost about setting art works must be covered by fund and they like choosing art works by public contest. Thirdly, most of experts believe that a corruptions are rampant, and it is necessary to establish a specialized institution or check the integrity. Fourthly, when deliberation commission is organized, more experts of architecture and landscape architecture must be included. At lastly, we have to build a database about contents of art work, artist`s name, materials, color and size, kinds, location, price, explanation of works, and location of buildings. So, I wish to make cultural places for citizen through setting suitable art works for urban place, by using results of this study.
