올 7월 1일부터 시행될 장애인연금의 의의를 살펴보고 향후 제도의 발전적 과제를 제시하였다. 급여수준에 있어 기초급여를 10%까지 향상시키기 위한 구체적인 계획을 수립하고, 부가급여는 추가비용보전이라는 성격에 맞게 조절할 필요성을 제기하였고, 급여대상을 대폭 확대할 것을 제안하였다. 운영에 있어서는 통합운영의 필요성에 동감하였다.

The purpose of this study is to analyze empirically the effects of job placement services on quality of work of the people with disabilities. In order to pursue such goal this study used ‘the disabled workers survey data’conducted by KEPAD(Korea Employment Promotion Agency for the Disabled) in 2005. The data were analysed by logit, multiple regression analysis. The major findings are: (1) The disabled who were helped by job placement service center had higher probability in employment at large enterprises than not helped. (2) Job placement services increased the probability of irregular employment. (3) Job placement services decreased the wage per hour. According to the findings of this study, I recommended to introduce One-Stop Career Service Delivery System based on Employment Support Center, and case management system, to encrease co-work of KEPAD and Employment Support Center, and to re-classify the work rehabilitation center by transitional employment level. 본 연구는 장애인에 대한 공공서비스 중 취업알선서비스가 장애인의 고용의 질에 미치는 영향을 실증적으로 분석하기 위한 것이다. 자료는 2005년 한국장애인고용촉진공단에서 조사한‘장애인근로자 실태조사’원자료를 이용하였다. 분석 결과 취업알선 서비스를 받은 장애인의 경우 스스로 알아서 취업한 장애인에 비해 300인 이상 사업체에 취업할 확률은 높아지나 임시·일용직에 취업할 확률 또한 높아지는 것으로 나타났으며, 임금은 오히려 취업알선 서비스를 받지 않은 장애인근로자에 비해 더 낮은 것으로 나타났다. 이러한 문제를 극복하기 위해 고용지원센터를 중심으로 한 원-스탑 서비스 전달체계의 구축, 사례관리팀의 구성, 직업재활실시기관의 기능별 재분류를 통한 고용 기능의 강화 등의 정책적 대안을 제시하였다.

로쓰만(Rothman)의 지역성 개발모형의 구축 전략 : 부산희망세상 사례를 중심으로

본 연구는 로쓰만의 지역성개발모형의 추진전략을 부산희망세상 사례연구를 통해 확장성을 탐색한 연구이다. 사례분석을 통해 부산희망세상은 활동가 투입, 주민리더 발굴, 주민조직 구축을 통해 내부지향형 지역성개발모형을 추구해갔으며, 이를 통해 축적된 역량을 중심으로 수평적 연결형 지역성개발사업과 수직적 연결형 지역성개발사업을 함께 추진해 나간 것으로 분석되었다. 이를 통해 로쓰만의 지역성개발모형은 주민조직화를 통해 추진해나가야 안정성을 확보할 수 있으며, 안정적 조직역량을 바탕으로 수평적 네트워크와 수직적 네트워크를 동시에 추진할 수 있음을 확인했다. This research explores implementing strategies for Locality Development Model through resident organization using the case study on Busan Hope Society. Rothman's strategies of community intervention is consulted for theoretical background. Based on case analysis Busan Hope Society pursuits inner-directed locality development model through inputs of activists, finding resident leaders, and building resident organization. Busan Hope Society, with accumulated capacity through these activities, promotes both horizontally-connected locality development projects and vertically-connected locality development projects. This study finds out Rothman's Locality Development Model could secure stability through resident organization, and both horizontally-connected networks and vertically-connected networks could be promoted simultaneously through stable organizational capability.
