목적 본 연구는 지속가능발전의 기본원리와 가치에 입각한 고등교육을 통합시킨 독일의 고등교육 사례를 탐색하여 지속가능발전 관점에서 한국 대학의 교양교육 발전 방안 개발에 유용한 시사점을 제공하고자 한다. 방법 이 연구에서는 대학 교양교육의 실천 가능성에 중요성을 두고, 지속가능발전교육 이행을 위한 운영 체계를 개관하였다. 우선, 독일이 지속가능발전에 대한 기관 전체적 접근을 적용하여 대학에 적합한 지속가능발전 가치를 내재화한 과정을 고찰하였다. 이후 지속가능발전 관련 기관 전체적 접근 방안에 대한 전략을 이행하고 있는 독일대학 사례를 우선 실천영역에 따라 검토하였다. 결과 지속 가능한 발전이라는 가치를 실현하는 독일 고등교육체계의 특징은 다음과 같다. 지속가능발전교육 이행을 위한 독일 고등교육 운영 체계는 ‘ESD 국제 실천 프로그램’, ‘지속가능발전교육 2030’와 같은 국제 운영 체계를 토대로 정립되었다. 독일 연방 교육 연구부의 재정 지원을 통해 운영된 대학 공동 연구 프로젝트는 고등교육기관의 지속가능발전을 위한 지침을 제시하였다. 이를 바탕으로 각 대학은 대학의 특성과 발전 방향에 적합한 지속가능성의 공통 개념과 실천영역별 이행 전략을 대학기관 전체 관점에서 발전시키고 있다. 결론 본 연구를 통해 도출한 주요 내용을 바탕으로 한국 대학 교양교육 과정에 적용 가능한 전략적 실천방안을 논의하였다. Objectives This article explores a German university case that integrates the principles and values of sustainable development principles into all aspects of the German higher education system. The study sets out to provide practical implications for the development strategies from a sustainable development perspective to support general education in South Korea. Methods This paper gives an overview of the higher education system for implementation while the significance of this study lie in the practice and possibilities of general education. Theses are examined to probe how Germany adapts and applies a whole-institution approach to embed the value of sustainable development. A German university case of adapting the whole-institutional approach towards sustainability is then provided. Priority action areas are reviewed for the analysis of sustainable development in action through the approach to Education for Sustainable Development in the illustrative case. Results The characteristics of the German higher education system that realizes the value of sustainable development are as follows. A concept of sustainable development builds upon the global framework for implementation of sustainable development such as the Global Action Programme on Education for Sustainable Development(ESD): Towards achieving the Sustainable Developing Goals(SDG). A joint research project funded by the Federal Ministry of Education and Research(BMBF) is to establish guidelines for higher education for sustainable development. Based on the guideline each university develops a common concept of sustainability and transformative action program that promote the whole-institution approach. Conclusions Main findings of this research provide insights for general higher education in South Korea. This approach will prove useful in expanding our understanding of how apply to the whole-institution approach to general education in South Korea.

모두를 위한 수월성 교육: 한국과 독일의 영재지원계획 비교연구

본 연구는 국가 차원에서 추진되고 있는 장기 영재지원계획에 담긴 교육의 수월성 가치를 체계적으로 탐색하고자 한다. 이를 위하여 독일 연방교육·연구부의 영재연구개발사업과 교육부의 제4차 영재교육진흥종합계획에 담긴 영재 개념, 연구조직 체제, 연구과제 범위를 영재교육기회의 균등과 허용 측면에서 비교 분석하였다. 분석결과를 살펴보면 한국과 독일의 영재지원계획은 영재교육 대상자의 주어진 기회와 도전을 상호 고려한 맞춤별 진단과 영재교육 소재를 지원하는 방식으로 수월성 교육 가치를 실현하고 있다. 더 나아가 개인별 맞춤 영재교육을 통해 모두를 위한 수월성 교육의 혜택을 소외된 교육 계층의 잠재적 영재에게까지 허용하고 있다. 한국과 독일의 영재지원계획은 또한 영재교육 관계자 간 협력 체제를 구축하고 이를 활성화하는 방안으로 체제의 유기적 연계에 초점을 맞추고 있다. 본 논문은 끝으로 한국과 독일의 영재지원계획의 차이점을 논의하였다. This present study systematically explores the implications of educational excellence by examining a long-term initiative at the national level for (potential) high-achieving students. This article explains the adaptive nature in gifted students, the structure of the educational initiative, and the range of sub-projects in the initiative that has been launched by the Korean Ministry of Education and German federal and state governments. A comparative analysis on the equality of gifted educational opportunity was examined in the two initiatives. The results showed that both the South Korean and German initiatives open the gateway to excellence in gifted education by offering individualized diagnostics and support, which include reciprocal opportunities and challenges. The individualized educational plans also permited greater benefits particularly for gifted students from disadvantaged backgrounds. The South Korean and German initiatives also established a cooperative system consisting of a number of participating parties to promote and foster connections among the participants. In conclusion, differences between the South Korean and German initiatives are discussed.

남성 보호자의 관여가 학업영재 고등학생의 학업성취에 미치는 영향

본 연구의 목적은 학업영재 고등학생들이 남성 보호자의 관여를 어떻게 인지하며, 이것이 학업성취에어떤 영향을 미치는지 조사하는 데 있다. 특히, 자기주도학습의 인지적 측면인 ‘인지조절전략’이 이 관계에서 매개서 어떤 매개역할을 하는지에 초점을 맞추었다. 본 연구는 과학고등학교와 영재학교에 재학중인 2학년 학생 250명을 대상으로 한 한국교육고용패널II 자료를 분석하였다. 분석 결과, 남성 보호자의 관여가 학생들의 학업성취에 긍정적인 영향을 미치는 것으로 나타났으며, 이러한 영향은 인지조절전략을 통해 완전히 매개되는 것으로 나타났다. 이러한 결과는 성취 중심 교육 체제에서 영재들이 남성보호자로부터 제공되는 외인성 자원을 어떻게 내면화하고 활용하여 학업적 성공을 높이는지에 대한 이해를 제공한다. This study aimed to investigate how academically gifted high school students perceive the involvement of their male guardians and its impact on their academic achievements. It particularly examined the cognitive aspects of self-directed learning, referred to as cognitive regulation strategies, as a mediating factor in this relationship. The study analyzed data from 250 second-year students in science high schools and academies of science (and arts), obtained from the Korean Education and Employment Panel Survey II. The results suggested that the involvement of male guardians positively influenced students’ academic achievement, and this effect was fully mediated by cognitive regulation strategies. These findings offer insights into how gifted students in a performance-oriented educational system internalize and utilize exogenous resources provided by their male guardian to enhance their academic success.
