An inequal growth among regions is pointing out one of the very serious social problems in the Korea of today. A purpose of this thesis, after analize relations among changes of industrial structure, population distribution·movement, a group of policy maker, puts emphasis on proofing that these factors are really connected with inequal growth among regions. Analytic technique that is useing in this thesis is a Correlation research, and results of analysis are following. ⅰ) An industrial structure and population distribution·movement are connected with each other closely. ⅱ) Propensity for regionalism of a growp of policy maker is showed strongly, and this propensity brings about inequal growth among regions connected with changes of industrial structure. ⅲ) In the case of dividing into 5 sphers our country, there is proofed that the National Capital region contains great variety of factors that are able to grow, and next by order of following Yeongnam region, Choong cheong region, Kangweon region and Honam region.

새로운 행정의 관리방식으로서의 Governance의 이해와 적용

The study of this purpose is to explore the concept and application of governance. Government and government leaders continue attempting to find a better way of governing. The term Governance refers to a change in the meaning of government. In contemporary public administration, the concept of choice is governance. There are many uses of governance. For example, it refers minimal state, corporate governance. The study stipulate one meaning to show how the term can contribute to the analysis of change in contemporary public administration. It means the new public management. To apply governance the four models and the four dimensions of evaluation are used : Market Government, Participate Government, Flexible Government, and Deregulated Government. A careful look at the dimensions of change should enable readers to understand the strengths, weakness, implications, and interactions of the four models as well as of the specific reforms that are derived from them. Four emerging visions of governance each contain some conception of the public interest and an overall idea of what constitutes good government.

The national development plan in earnest had been carried out under guidance of administrative branch since the 1960's and as a result, high guowth of ecanomy had been accomplished in korea. But the regional inequal developoment has been made a subject of discussion as one of the social problem at the latest. Therefore, first of all, general types of regional development theory have been looked about in this thesis for searching its cause. Generally, top-down development paradigm and bottom-up development paradigm as a regional development theory have been debated and the main current as a theory of developing countries has been a top-down development paradigm. For instance in korea, in the case of checking up on situation since the 1960's, it has not been gotten over a general mode of developing coumtries therefore, Korea fixed upon top-down development paradigm as a regional development theory. This has been primary cause bring along inequal development among legions in korea. As a result, for equal developoment among legions in future, I consider that it will better be examined, introduced a endogenous regional development theory cautiously.

The growth of the welfare state has continued during 1940-60 due to Keynes-Beverdge theories and each nation has preffered to introduce theories. But The times of the growth of the welfare state faded away because of the stagflation in 1970s. and so the crisis of the welfare state began to appear. The main purpose of this paper is not only to examine the crisis of the welfare state, but also to make alternative responses to the crisis that the welfare state confronts. The perspectives of the welfare state in crisis consist of neo-conservatism, neo-marxism and pragmatism. In fact, The critiques of the welfare in crisis aimed at the middle Road(social democratic theory, Fabian Social democracy theory). Three perspectives regard the cause of the welfare state in crisis as the over-expended spendings. Of course, The factors of overloaded expenditures differ depending upon these perspectives. While neo-conservatism attributes deficit finance to the the growth and overload of the government, Neo-marxism refers to the contradiction of the capatal accumulation and the legitimacy. Pragmatism thinks it as the fallacy in implementing the social welfare policy. The alternative responses to the welfare state in crisis are as follows. First, Neo-Marxism maintains to cutback the government expenditures, especially social welfare expenditures. Second, Neo-Marxism points to give up the capitalism itself because of the contradicton of the capitalism. Trird The pragmatic and social democratic perspectives maintained by Mishra is corporatism. This means the consensus politics which the laboror, the entrepreneur, and the government do decision-makings about the social welfare policy, and share responsibilities. Finally the welfare pluralism relates to the neo-conservatism but this means that the subjects of the wlfare services are to be state as well as non-state.(voluntary association, market, household). In a nutshell, It seems that the model of the desirable welfare state dosen't exist. Even so, The pursuit of the welfare state as an ideal type can never be paused. Because the welfare is the final aim toward which humanbeing can pursue.

The existing environmental policy in Korea is to be led by government. The role of government is principally lookout and lawmaking on environment. But new environmental policy in Japan emphasize on consumer s environmental life-style and pro-environmental management of enterprise. Especially Japan recognizes environmental policy steered by government not to be efficient any more. In order to bring many environmental problems to a harmonious settlement, invention of government create many policy failures preferably. New environmental policy in Japan is summed up mutual assistance of government, enterprise, consumer, and other organization. The emphasis on coexistence or commensalism of network constitution implies policy by governance. The environmental policy by governance suggest that prevention is better than cure.

자이로 바이어스 추정값을 이용한 센서 정렬오차 확인

인공위성의 자세 제어 및 자세 결정에 사용되는 센서들의 정렬오차는 자세명령생성 오차, 자세제어 오차, 자세결정 오차 등과 더불어 지향정밀도를 저하시키는 하나의 요인으로 작용한다. 본 연구에서는 자이로 센서에만 정렬오차가 존재한다고 가정하는 상황에서 별추적기와 자이로 센서를 이용한 자세결정 필터에 의해 추정되는 자이로 바이어스 값만을 이용하여 자이로 센서의 정렬오차를 확인(Identification)하는 방법 및 결과에 대해 기술한다. 이를 추정하는 다른 방법으로는 여러 가지가 있으며 대표적으로 위성의 다축기동 정보를 입력으로 사용하는 확장칼만필터를 이용한 궤도상 보정(On-orbit Calibration) 방법이 있으나 본 연구에서는 위성의 기동 또는 많은 계산량을 소모하지 않고 비교적 간단하게 자이로 정렬오차를 추정하는 방법을 제시하였다. 그리고 실제 궤도상 위성의 거동 데이터를 이용하여 제안한 방법의 효율성을 검증하였다. 결과적으로, 제안된 방법을 이용했을 때 소수점 둘째 자리 이하의 정확도를 가지고 정렬오차가 추정됨을 확인하였다.
