포스트개발이론의 관점에서 본 신흥 공여국의 개별협력사업 효과성 제고를 위한 투명성 기준 적용 방안

본 연구는 글로벌 파트너십에 입각한 개발협력사업의 효과성 제고 규범이 국제사회에서 제시되고 있으나 주요 선진 공여국과 국제기구에 의한 글로벌 거버넌스가 규범 설정 및 적용을 주도하고 있다는 문제인식이 있는 바 개발협력사업 효과성 제고를 위한 중요한 규범 중 하나인 투명성 기준을 신흥 공여국의 입장에서 글로벌 파트너십에 의거하여 적용할 수 있는 방안을 포스트개발이론에 근거하여 기존의 투명성 및 투명성 기준 평가 결과를 분석함으로써 모색하고자 하였다. 연구 결과 개발협력사업의 투명성 기준은 신흥 공여국의 입장에서도 글로벌 파트너십에 의거한 개발협력의 관점에서 유의미하고 사업 효과성 제고를 위해서도 유용하지만 기준의 내용, 적용 방식 및 효과는 주요 선진 공여국과 국제기구의 개발협력사업의 목적 및 이해와 유관함을 알 수 있었다. 이에 본 연구는 투명성 기준 설정과 적용에 있어서 사업효과성을 높일 수 있는 사업 기술과 방식을 보완할 필요가 있고, 기준 설정 시 참여 주체 간 형평성 있는 참여와 협의를 보장하고, 주체 간 상이한 사업 수행 여건을 고려한 유연한 투명성 기준 적용이 필요함을 제안하였다. This study aimed at proposing ways to improve guidelines of Aid Transparency for enhancing the performance of emerging donors in terms of Aid Effectiveness following the Global Partnership in development cooperation because there is a critical issue that global governance of development cooperation is still controlled by tradition donors and international organizations. To achieve these objectives, this study adopted the view of Post-Development Theory to review and analyze the existing guidelines and current evaluation results of Aid Transparency. It resulted that existing guidelines are meaningful for emerging donors to implement development cooperation projects based on the Global Partnership in development cooperation but the principles and methods of Aid Transparency are relevant to the favor and interests of traditional donors and international organizations. In this respect, this study suggested that the global governance of Aid Transparency would be required to supplement technical terms and methods of Aid Effectiveness, guarantee a harmonized communication channel among the entities concerned and consider flexible policies for emerging donors due to their different background and conditions when setting up and applying the guidelines of Aid Transparency.

해외봉사활동 참여 대학생의 진로개발 지원 사전교육 방향 탐색

본 연구는 진로발달의 중요한 시기에 있는 대학생들의 해외봉사활동이 증가하고 있는 시점에서 이들의 보다 긍정적인 진로개발을 지원할 수 있는 해외봉사활동 사전교육 프로그램의 구성방향을 모색하고자 하였다. 이를 위해 본 연구는 해외봉사활동 관련 문헌과 해외봉사단 파견 주요 기관의 사전교육 프로그램 및 대학생 대상 진로개발 프로그램을 조사 분석하였다. 우선 문헌 탐색을 통해, 해외봉사활동과 대학생 진로발달 간 다음과 같은 긍정적인 관계가 있음을 확인하였다. 첫째 해외봉사활동이 단순히 개인의 노력이나 재능을 기부하는 자선적, 전통적 개념을 넘어서는 활동으로 변화하고 있고, 둘째 해외봉사활동 참여 대학생들은 그 활동 과정을 통해 자신의 진로 방향설정이나 진로 탐색의 시야를 넓힐 수 있는 계기를 얻게 되며, 셋째 해외봉사활동을 통해 이들은 일과 관련된 경험과 기술, 취업에 필요한 일반적인 역량을 향상시킬 수 있는 기회를 가진다는 점이다. 다음으로, 현재 해외봉사활동 수행 기관 및 단체의 사전교육 내용을 탐색한 결과, 내용적인 측면에서 봉사 활동 수행에 필요한 정보와 기술, 소양교육, 안전교육 중심으로 사전교육이 이루어지고 있음을 확인하였다. 이는 결과적으로 해외봉사활동이 참여 대학생의 진로발달에 미치는 영향을 고려할 때 사전교육에 진로개발을 지원할 수 있는 내용 요소가 포함될 필요가 있음을 시사하고 있다. 이에 본 연구는 해외봉사활동과 연계하여 대학생의 진로발달을 지원하기 위한 사전교육 내용 구성 방향으로, 첫째 자기이해 과정 제공, 둘째 현지 활동과 연계한 진로설계 기회 제공, 셋째 자신의 전공 또는 관심영역과 관련한 현지 활동 프로그램 기획 기회 제공, 넷째 봉사활동 전 과정을 포괄, 누적할 수 있는 포트폴리오 개발 경험 제공 등을 제안하였다. This study aimed at searching for a direction in organizing prior training programs of overseas volunteering activities for university students who are at critical moment of career development and increasingly participate in overseas volunteering activities. In this context, this study researched the literature on overseas volunteering activities and investigated prior training programs organized by overseas volunteering organizations and career development programs targeting university students. For a start, the literature review of this study found out a positive relation between overseas volunteering programs and career development of university students. First, overseas volunteering programs have presented the progress from traditional charitable concept of volunteering such like contribution of personal efforts or talents. Second, university students could have opportunities to set a direction of career path and have a wider view on career exploration. Third, the students were able to get work- related experience and expertise and exposed to have more opportunities to improve capacities required for employment. Next, this study revealed that existing prior training programs of overseas volunteering organizations and agencies mainly dealt with information and techniques required for implementing volunteering activities, elementary abilities and safety issues. Considering the influence of overseas volunteering activities to career development of university students, this study reached that prior training programs should contain contents and educating items supporting career development of the students. Thus, this study proposed the directions in designing prior training programs for career development of university students in connection with overseas volunteering activities. Thus, the prior training programs should set a process of self-understanding, provide an opportunity of designing a career path in relations with local activities, enable the students to plan a local program based on their majors and interests and give a chance to develop a portfolio accumulating activities of the whole process of overseas volunteering activities.
