소규모 사업장 재난안전 프로그램 개발 및 산업안전보건법에의 도입방안: 화재, 폭발, 약품 누출을 중심으로

98.8% of accidents occurring in domestic companies are concentrated in small-sized workplaces with fewer than 50 employees. Therefore, this study developed a disaster safety program that can be implemented by small and medium-sized enterprises by comparing and analyzing the safety management system actively used with the laws and regulations related to industrial safety and facilities. The disaster and safety program included the scope of application, organizational structure, risk assessment, emergency response system, education and training, safety equipment provision and program evaluation, and detailed preparation methods and procedures for each item. In addition, items to be aware of when operating a disaster safety program and operational strategies were presented. After that, it was proposed to introduce the research results into the Occupational Safety and Health Act. 국내 기업에서 발생하는 사고의 98.8%가 50인 미만의 소규모 사업장에 편중되어 있다. 따라서 본 연구에서는 산업안전 및 시설 관련 법령과 활발하게 활용되고 있는 안전관리시스템을 상호 비교분석하여 중소기업에서 이행할 수 있는 재난안전 프로그램을 개발하였다. 재난안전 프로그램에는 적용범위, 조직의 구성, 위험성평가, 비상대응체계, 교육 및 훈련, 안전용품 구비 및 프로그램 평가 등의 내용을 포함하였으며, 각 항목별로 작성방법과 절차를 상세하게 수록하였다. 또한 재난안전 프로그램 운용 시 유의해야 할 사항과 운영 전략을 제시하였다. 이후 연구결과를 산업안전보건법에 도입하는 방안을 제언하였다.
가용 침수 자료를 활용한 도심지 침수 해석 모형의 평가 절차 수립 및 표준화

Recently, the frequency of typhoon and torrential rain due to climate change is increasing. In addition, the upsurge in the complexity of urban sewer network and impervious surfaces area aggravates the inland flooding damage. In response to these worsening situations, the central and local governments are conducting R&D tasks related to predict and mitigate the flood risk. Researches on the analysis of inundation in urban areas have been implemented through various ways, and the common features were to evaluate the accuracy and justification of the model by comparing the model results with the actual inundation data. However, the evaluation procesure using available urban flooding data are not consistent, and if there are no quantitative urban inundation data, verification has to be performed by using press releases, public complaints, or photos of inundation occurring through 'CCTV'. Because theses materials are not quantitative, there is a problem of low reliability. Therefore, this study intends to develop a comparative analysis procedure on the quantitative degree and applicability of the verifiable inundation data, and a systematic framework for the performance assessment of urban flood analysis model was proposed. This would contribute to the standardization of the evaluation and verification procedure for urban flooding modelling.

Recently, due to the rapid industrialization and urbanization, a great number of infrastructure and population were concentrated in urban areas. These changes have resulted in unprecedent runoff characteristics in urban basins, and the increase in impermeable areas leads to the growth of the runoff and the peak flow rate. Although many cities have made a lot of efforts to check and expand the stormwater network, the flash flood or the local torrential rain caused a growing number of casualty and property damage. This study analyzed the stormwater passage rate in a target area using SWMM. By incorporating the flow quantity surpassing the storm sewer capacity, a 2D inland flooding analysis model was applied to route the inundated area and velocity.
