      • 지리정보서비스 활성화를 위한 민간투자사업 활용방안

        지리정보가 정보화시대의 중요한 사회간접자본으로 인식됨에 따라 지리정보를 활용한 다양한 서비스가 제공되고 있다. 본 연구는 지리정보서비스 활성화를 위한 민간투자사업 활용방안을 제시하기 위해 시도되었다. 이를 위해 지리정보서비스에 대한 이론적 논의를 수행한 후 서울시 사례연구를 통해 지리정보서비스의 민간투자사업 추진절차, 사업방식 그리고 운영현황 및 문제점을 분석하여 향후 지리정보서비스 활성화를 위한 민간투자방식의 정책과제를 결론으로 제시하였다. Geographical Information Service of local authorities is already considerable interest to private and public organizations. This paper presents the application of private investment aimed to promoting the extent of geographical information services in local authority. For it, the theoretical backgrounds of geographical information services are represented. On the basis of the empirical evidence, the paper represent a policy how a various issues should be dealt with promotion of geographical information services in the private investment.

        친절요소와 친절인식의 관계분석

        짧은 기간 동안 급속한 경제성장을 이룩하면서 빚어진 “문화적 지체(cultural lag)” 현상을 경험하고 있는 우리나라의 도시발전 상황을 고려할 때 친절과 같은 무형적 요소를 도시의 이미지 개선과 경쟁력 강화에 하는데 활용 할 필요가 있다. 이에 본 연구는 충청남도 아산시를 대상으로 도시 내 공공행정, 판매숙박, 관광안내, 대중교통 부문의 서비스를 이용하는데 있어 이용자와 종사자가 인식하고 있는 친절수준을 비교분석하였다. 분석결과 서비스 이용자의 친절인식은 높지 않음에도 불구하고 종사자의 약 50%는 자신이 친절한 서비스를 제공했다고 인식하고 있어 이용자와 종사자의 친절인식의 차이가 큰 것으로 나타났다. 그리고 친절의 구성요소인 말씨(대화), 표정, 행동, 용모(외모) 중에서 이용자와 종사자의 친절인식에 가장 중요하게 영향을 미치고 있는 친절요소는 말씨(대화)로 나타났다. 또한 이용자는 다른 친절요소에 비해 용모(외모)가 친절인식에 미치는 영향이 낮았으나 종사자는 자신의 외모적 단정성과 청결성이 고객의 친절인식을 높이는데 있어 중요하다고 인식하고 있는 것으로 나타났다. 본 연구의 분석결과를 고려할 때 도시의 친절문화를 육성하기 위해서는 무엇보다도 서비스 종사자를 대상으로 한 행·재정적 지원체계를 구축하고 친절교육의 영역을 공공부문에서 민간부문까지 확대하여 친절한 말씨와 대화기법을 강조하는 친절교육의 특성화 전략이 필요하다. 그리고 판매, 숙박, 관광안내 등 도시의 친절 중점대상 업소종사자의 복장, 친절표시 등의 디자인 등을 통해 도시의 친절이미지를 강조함과 동시에 직업적 자긍심을 향상시키려는 자구적 노력이 필요하다. The purpose of this study aims at investigating the different perceptions of kindness in service industry between customers and providers, specifically in local area(A-san City in Chung-nam province). For that, this study performs the comparative analysis of factors affecting customer’s and provider’s perceptions of kindness. For the analysis, this study uses empirical survey to obtain kindness levels as many as 644 customers and 354 service providers questioned about speech and discussion, expression, behavior, and appearance. As a result, this study gives three findings. First, there are huge different perceptions of kindness between customers and providers. In particular, about 50% of service providers feel that they themselves are kind to the customers, nor are customers feel so. Second, the most important factor affecting perception of kindness is speech/discussion. Third, providers recognize that appearance is very important to uplift customer’s perception of kindness. However, customers do not much consider about provider’s appearance. This study suggests some implications as follows. First, it is necessary to set up upgraded administrative and financial support systems for creating friendly environment and culture in the city. Second, it is required to have more intensive customer service education, particularly focused on friendly speech and discussion method.

        지역의 경제성장과 사회적 형평성을 연계한 지역분석

        It has traditionally been presumed that economic growth reduces poverty mainly through trickling-down effect, but it also has a deleterious effect on the level of inequality in a society. So there have been growing disputes of social equity issues for regional development. This paper attempts to explain the concept of just growth, and discusses that it represents a linkage between economic growth and social equity at local level. It then goes on to develop an index of economic growth and social equity that are evaluated to the just growth level in 33 local government. The paper concludes with some suggestions to facilitate the use of the proposed index.

        고령보행자 교통사고에 미치는 영향요인 분석

        본 연구는 고령보행자의 교통사망사고에 미치는 영향을 분석하기 위해 고령보행자 교통사고의 발생원인에 관한 이론적 논의를 수행하고 교통경찰업무관리시스템(TCS)의 자료를 활용하여 충남의 고령보행자 교통사망사고에 미치는 영향요인을 파악하였다. 분석결과, 연령에 따른 교통사망사고 발생율이 증가하는 것으로 확인되었고 운전자의 차량기기 조작 미숙과 주변 상황의 인지판단 오류 보다 주의분산이 고령보행자 교통사망사고에 더 큰 영향을 미치는 것으로 나타났다. 또한, 운전자와 보행자가 충분한 가시거리를 확보하기 어려운 날씨와 시간에 각각 1.5배와 2.5배 교통사망사고의 발생확률이 증가하는 것으로 나타났다. 그리고 교차로에서 고령보행자 교통사망사고가 감소하는 것으로 확인되었고 중앙분리표시는 오히려 고령보행자 사망사고 확률을 증가시키는 것으로 나타났다. 이러한 분석결과는 고령자 중심의 교통안전시설 정비와 정책수립의 기초자료로 활용이 가능할 것으로 기대된다. This study reviewed the literatures related to elderly pedestrian crash and then analyzed the determinants of elderly pedestrian fatal crash, using Traffic Cop Information Management System(TCS) in Chungcheongnam-do. The results of analysis are as follows. The traffic fatality of elderly pedestrian increases as age increases and drivers’ distraction had a greater effect on traffic fatality of elderly pedestrian than driver’s inexperience in operating vehicle equipment and errors in judgment of surrounding conditions. In addition, weather and time increases the probability of traffic fatality of elderly pedestrian increased by 1.5 times and 2.5 times, respectively when it is difficult for drivers and pedestrians to have sufficient visibility. The traffic fatality of elderly pedestrians decreases at intersections, while the central separation mark increases the probability of deaths of elderly pedestrians. These analysis results are expected to be used as informative criterion for the maintenance of traffic safety facilities and transportation policy for elderly pedestrians.

        도농간 고령보행자 교통사망사고에 미치는 영향요인 비교분석 : 충청남도를 중심으로

        This study analyzed the determinants of elderly pedestrian fatal crash in urban and rural areas. Using Traffic Cop Information Management System (TCS), this study conducted literature reviews related to pedestrian crash as well as elderly pedestrian crash and then analyzed the determinants of elderly pedestrian fatal crash in Chungnam Province for comparative analysis between urban and rural areas. Analysis results were as follows. First, the age-sensitive traffic fatality of elderly pedestrians in rural areas was 0.9% higher than that in urban areas. Second, drivers’ factors in urban areas are more important factors than that in rural areas for elderly pedestrian fatal crash. Third, the traffic fatality of elderly pedestrians at night was 0.7 times lower in urban areas than that in rural areas. Finally, signals in urban areas and road linearity in rural areas were identified as the facility factors that most influence traffic fatality of elderly pedestrians. These results could provide a useful criterion for advanced transportation operation system considered the characteristics of traffic fatality of elderly pedestrians between urban and rural areas.

        시화멀티테크노밸리 사례를 통한 산업단지의 친환경성 확보방안 연구

        This study aims at investigating environmental performance improvement of industrial complex through the case of shiwha MTV, specifically focused on thenants screening committees. The results of empirical analyses show that companies moved into the shiwha MTV have recorded higher screening scores in terms of environment friendly. Moreover, the competition rate of high-tech industries has also increased. These storingly indicate the success of environment friendly strategy in shiwha MTV, leading by the tenants screening committees. More findings and the implications are as follows. First, companies moved into the MTV prefer to small or medium sized lot. However, there exists imbalance between demand and supply, so that flexibility in provision of lot size is necessary. Second, some companies with the order of priority can’t choose the site they want because it is determined by drawing lots. To decrease the abandonment of business, the rule should be reconsidered. Lastly, it is necessary to conduct in-dept research on the appropriateness of appraisal standard for checking its universality.

        지역의 경제성장과 사회적 형평성의 관계 분석

        It has traditionally been presumed that economic growth reduces poverty mainly through trickling-down effect. However, it also has a deleterious effect on the level of inequality in a society. This study aims to analyze a correlation between economic growth and social equity and its congruency on local level. The results mainly show that the negative correlation between regional economic growth and social equity on last ten years is existed. It also indicates that there is high congruence between the levels of regional economic growth and social equity, indicating that ranks of comparative level of the local governments are significantly solid during 2000-2009. Three policy directions are suggested to enhance the positive relationship between economic growth and social equity. First, it is necessary to set up the social equity-oriented urban policy for enhancing residents quality of life and sustainable urban development. Second, during last decade, social equity in Seoul has not been improved although the regional economic growth is upward. This indicates that social cohesion to improve the social equity is strongly required. Third, this study found that the growth pattern of social equity has not been changed in a short period of time as well as regional economic growth, so that the strategy of regional level urban development should be considered as a long term option.
