This study carried out to suggest the devlopment strategies for strengtherning of hub function in Chungchongnam-do Province. For this, it reviewed that the regional growth changes based on the inter and intra development factors have resulted in national valanced regional development and decentralization strategies. In conclusion, it present an approach to develop strategies that based on hub & spoke network urban system.

Creative movement of better urban place has been risen to the surface as a new community development since 2000's. The aim of creative movement is the strengthen of the quality of spatial and life quality in human settlements. This movement as an new community planning strategy can be expressed by various models of regional conditions, such as regional charted-industry model, culture based models, integration models and citizen participation models. Thus their quality of spatial and life is forced to depend on regional resources. This paper aims to evaluate the status of regional community in Chungcheongnamdo based on the sustainable city prize. For it, the definition and the theoretical backgrounds for creative movement of better urban place were presented. On the basis of the results of sustainable city prize from 2000 to 2005, the paper represent a status of regional community in Chung-cheongnamdo. In conclusion, the policy issues how a various political issues must do to solve the problems which confront regional community in Chungcheongnamdo.

This study aims at investigating the level of kindness for local serviceindustries using system theory to apply the local culture as a main factor of regionaldevelopment. For the analysis, this study divides the service level into three stages, such asa stage of before service(input), a stage of during service(stay or stayput), and a stage ofafter service(output) for service providers and recipients respectively called ISO methodwhich is originally from the system theory. As a result, the recipients feel that the servicelevel they are offered is not enough and getting lower as time went by. Although theproviders also agree with the recipients, overall service level they thought by themselves ishigher than the recipients' estimation. The different recognition between providers andrecipients gives us a good understanding that the quality of current service offer is inproblem. Therefore, for better service offer, it needs to be concentrated on stepwise processin terms of ISO when training on hospitality to service providers.

The recent discussion of Korea is an interesting example of an issue facing investment activities of business corporation and discrepancies between developed and undeveloped regions. It's what I call 'company town syndrome' and it exists here in Korea. The Company Towns were urban settlements, cities of production capitalism, created from the company's initiative, in contiguous spaces to those of the manufacture or products extraction, whether factory building or mines extraction. Because company town is a term used for large development that have a integrated concept of the economic production and the consumption of housing and other facilities. This paper presents the results of evaluation of korean and foreign company town model to developing the korean company town. For it, the definition and the theoretical backgrounds for company town were presented. On the basis of the relation between urban elements and functional characteristics of company, the paper present an evaluation methods for company town. In conclusion, the policy issues how a various political issues have been dealt with in korean company town development.

In recent years, there has a been a steady rise in the use of Geographic database by a variety of organizations in accomplishing their tasks. Because National Geographic Information Clearinghouse(NGIC) is tring to provide service to the need for increased sharing of geographic database. In attempting to understand the issue of Geographic database-using among GIS user, it is first necessary to provide a context within which such information is often needed. This study suggests a taxonomy for research into geographic database-using activities. On the basis of the empirical evidence, the paper present the characteristics that identify geographic database-using activities such as type of partner, data use functon, and using medium. The political issues are suggested to promote the diffusion of Geographic database sharing in local government.
도농간 고령보행자 교통사망사고에 미치는 영향요인 비교분석: 충청남도를 중심으로

This study analyzed the determinants of elderly pedestrian fatal crash in urban and rural areas. Using Traffic Cop Information Management System (TCS), this study conducted literature reviews related to pedestrian crash as well as elderly pedestrian crash and then analyzed the determinants of elderly pedestrian fatal crash in Chungnam Province for comparative analysis between urban and rural areas. Analysis results were as follows. First, the age-sensitive traffic fatality of elderly pedestrians in rural areas was 0.9% higher than that in urban areas. Second, drivers’ factors in urban areas are more important factors than that in rural areas for elderly pedestrian fatal crash. Third, the traffic fatality of elderly pedestrians at night was 0.7 times lower in urban areas than that in rural areas. Finally, signals in urban areas and road linearity in rural areas were identified as the facility factors that most influence traffic fatality of elderly pedestrians. These results could provide a useful criterion for advanced transportation operation system considered the characteristics of traffic fatality of elderly pedestrians between urban and rural areas. 본 연구는 도․농간 고령보행자 교통사고에 미치는 요인을 파악하기 위해 도·농간 교통사고 격차원인에 관한 이론적 논의를 수행하고 교통경찰업무관리시스템(TCS) 자료를 활용하여 충청남도 15개 시군의 고령보행자 교통사고에 미치는 요인을 비교분석하였다. 분석결과 농촌에서 고령보행자의 연령증가에 따른 사망확률이 도시에 비해 0.9% 높았다. 또한, 도시에서는 농촌에서 비해 운전자의 운전 중 스마트기기나 전화기 사용, 심신건강 등의 인적요인이 시설요인 보다 고령보행자 교통사망사고에 더 중요하게 영향을 미치는 것으로 나타났다. 그리고 야간의 교통사고 사망확률은 도시가 농촌보다 0.7배 낮고 도시는 신호기의 유무, 농촌은 도로선형이 고령보행자 사망사고에 가장 많은 영향을 주는 시설요인으로 파악되었다. 이러한 분석결과는 도농간 고령보행자의 교통사망사고 특성을 고려한 교통운영체계 선진화방안 마련을 위한 기초자료로 활용이 가능할 것으로 기대된다.
충남도청 이전과 주변지역의 연계발전 방안 : 보령시를 사례로

It has become an important issues for regional development how the linkage would be structuralized between peripheral area and provincial new town in Chungcheongnam-do. By developing the provincial new town into a complex type self sufficient city where provincial administrative functions will be moved into and accommodated. Pivotal provincial administrative functions will be the major functions of the town, and diverse town function, such as culture exchange, research and development-eduction, hitech industries and medical service-welfare will be enticed. Through fostering links between peripheral area and provincial new town, the regions will find strategic ways, further facilitating balanced development in Chungcheongnam-do.
