유럽연합 내 민주적 결핍 완화 방안으로서의 의회 간 협력

1979년 유럽의회(European Parliament)가 직접보통 선거를 도입한 결과로 발생한, 유럽의회와 회원국 의회 간의 단절이 유럽의회와 회원국 의회 간 협력의 필요성을 낳아, 그 협력이 꾸준히 증가해왔다. 유럽의회가 유럽연합이사회(Council of the European Union)와 동등한 정책결정기구로서 참여하는 공동체 방식(Community method)이 아닌, 회원국 간 지속적인 정치적 타협과 이해조정을 요구하는 정부 간 협의 방식(Intergovernmental method)에 의해 채택된 유럽 정책이 증가함으로써, 유럽연합의 활동들에 관한 의회 통제의 사각지대가 확장되고 있는 것이 현실이다. 본 연구는 유럽의회와 회원국 의회 사이에 존재하는 상호보완성(complementarity) 덕분에, 의회 간 협력이 유럽연합의 활동들에 대한 민주적 정당성을 강화하는 장치가 될 수 있음을 보여 준다. 본 연구는 유럽연합 내 다양한 의회 간 협력회의들을 EU회원국 의회 내 EU담당위원회 간 회의인 COSAC (Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union) 그리고 EU회원국 의회의장 간 회의인 EUSC(Conference of Speakers of the EU Parliaments)와 같은 모든 종류의 유럽연합 이슈들을 전방위적으로 다루는 의회 간 협력회의들과, 특정 분야에 집중된 분야별 의회 간 협력회의들(유럽연합 공동외교안보/공동안보방위 정책을 위한 의회 간 협력회의인 IPC for CFSP/CSDP, 유럽연합 내 안정, 경제적 조정 및 거버넌스에 관한 의회 간 협력 회의인 IPC on SECG 그리고 유로폴에 관한 공동의회조사 그룹인 JPSG on Europol)로 나누어서 검토하고, 강점(Strengths), 약점(Weaknesses), 기회(Opportunities) 및 위기(Threats)를 검토하는 SWOT 분석을 통해, 유럽연합 내 의회 간 협력을 종합적으로 검토함으로써, 유럽연합 내 의회 간 협력의 한계와 가능성에 대한 이해를 제고한다. 또한 본 연구는 유럽연합 내 의회 간 협력에 관한 연구를 통하여, 한·중·일 동아시아 3국 의회 간 협력의 발전가능성 및 한국에 주는 함의를 도출한다.

Antioxidative Properties of Onion Peel Extracts against Lipid Oxidation in Raw Ground Pork

Onion peels extracted with various concentrations of ethanol were examined for their extraction yield, total phenolic content, DPPH scavenging activity, and reducing power. Onion peel extracted with 50% ethanol exhibited higher extraction yields, total phenolic content, and DPPH scavenging activity than extracts from distilled water, 70 or 95% ethanol. Thus, the antioxidative efficiency to inhibit lipid oxidation of ascorbic acid (0.05%) and 50% ethanol extract of onion peel (0.05, 0.1, and 0.2%) in raw ground pork was investigated during chilled storage (16 days). The pH of the samples decreased considerably during storage (p<0.05). Addition of ethanol onion peel extract significantly improved the thiobarbituric acid reactive substances and peroxide values in raw ground pork meat (p<0.05). Therefore, onion peel extract by 50% ethanol is a very effective inhibitor of lipid oxidation and has potential as a natural antioxidant in raw ground pork.

멜라토닌이 랫트에서 심박수에 미치는 영향

Evidence from the last 10 years have been suggested that melatonin mainly produce a depressant effect on the cardiac system, but we found an activating effect of melatonin on heart rate in this research. To determine the hypothesis that melatonin has dual effects on physiological behaviour of cardiac system, we investigated the effects of melatonin on heart rate in isolated rat atria and anesthetized rats. Regardless of concentration, melatonin produced bradycardia in the 84 cases of 148 experiments (57 %) and tachycardia in the 64 cases of 148 experiments (43 %). And in atrium, melatonin produced a decrease automaticity in 52 cases of 86 experiments (60 %) and increase automaticity in 40 % (34/86 cases). Also, these effects are not significnat relationship with concetration of melatonin. The melatonin-induced bradycardia in vivo was inhibited by pretreatment of atropine or bilateral cervical vagotomy. Also, in isolated atrium the melatonin-induced decrease in automaticity was inhibited by pretreatment of atropine. These melatonin-induced responses were potenitated by pretreatment of propranolol. The melatonin-induced tachycardia in vivo was inhibited by pretreatment of propranolol, nifedipine or bilateral cervical vagotomy, but not by pretreatment of atropine. The melatonin-induced incease in automaticity in isolated atrium was converted to decrease in automaticity by pretreatment of propranolol. In addition, the change in heart rate caused by adrenoceptor agonists was inhibited by pretreatment of melatonin. These results indicate that melatonin-induced bradycardia may be related to a muscarinic receptor activation and melatonin-induced tachycardia may be related to a $\beta$-adrenoceptor stimulation.

분산형 동료 시민정치 형태로서의 유럽연합 참여민주주의

유럽은 1648년 베스트팔렌 조약으로 근대 국가체제가 등장한 이래 초국가적 단위에서 민주주의를 실험한 최초의 지역통합체가 등장한 지역이다. 1957년 로마 조약을 필두로 하여 여러 차례에 걸친 조약의 개정과 함께 유럽통합이 진전되고 유럽연합의 초국가적 성격이 강화되어감과 동시에, 유럽연합 내 유럽의회와 회원국 의회의 권한 및 역할도 확대되어왔다. 그럼에도 불구하고, 유럽연합의 민주적 결핍 해소를 향한 유럽 시민들의 열망은 여전하다. 유럽 시민들의 민주화에 대한 갈증을 해소하기 위해, 유럽연합 내 대의민주주의뿐만 아니라 참여민주주의의 발전을 위한 몇몇 시도가 있었다. 한편, 유럽연합은 금융위기, 난민 위기, 팬데믹 위기, 러시아-우크라이나 전쟁을 통한 에너지 위기를 겪으면서, 신속한 위기 대응을 위해 시민들의 정치적 협력이 요구된다는 점을 깨닫기 시작하였다. 민주적 결핍 완화와 위기 대응을 목적으로 유럽연합 참여민주주의는 '분산형 동료 시민정치(Distributed peerocracy)'의 형태로 점차 확대되어 가고 있다. 본 연구는 분산형 동료 시민정치의 개념을 소개하고, 분산형 동료 시민정치의 예로 유럽연합 참여민주주의 관련 제도와 현상을 분석한다. 우선, 2011년 EU규정 제211/2011호를 통해 제도화된 유럽시민발의제가 2019년 개정된 EU규정 제2019/788호을 통해 어떻게 발전되었는지를 검토한다. 이후, 2021년 5월부터 약 1년간 진행된 '유럽미래회의(Conference on the Future of Europe)'를 소개하고 유럽미래회의가 앞으로 유럽연합 참여민주주의의 발전을 위한 새로운 도구로서 기능할 수 있을지를 평가하고 전망한다. 또한, 본 연구는 유럽미래회의로부터 한국 참여민주주의의 확대와 관련한 시사점을 도출하고 한반도 통일 이후 분야별 정책의 수립을 위한 준비 단계로서 한국 내 각계각층의 국민이 참여하는 ‘통일한국 미래회의’를 제안한다. Europe was the first region to experiment with democracy on a supranational scale since the emergence of the modern state system with the Treaty of Westphalia in 1648. Since the Treaty of Rome in 1957 and its subsequent amendments, European integration has progressed and the supranational character of the European Union has been strengthened, while the powers and roles of the European Parliament and Member States' parliaments have been expanded. Nevertheless, European citizens are still eager to address the democratic deficit in the EU. To quench the thirst for democratization among European citizens, several attempts have been made to develop representative as well as participatory democracy in the EU. Meanwhile, as the EU has experienced financial crises, refugee crises, pandemic crises, and energy crises through the Russia-Ukraine war, it has begun to realize that citizens' political cooperation is required for rapid crisis response. To alleviate democratic deficits and respond to crises, participatory democracy in the EU has increasingly taken the form of distributed peerocracy. This study introduces the concept of distributed peerocracy and analyzes a legal system and a phenomenon related to participatory democracy in the European Union as an example of distributed peerocracy. It first examines how the European Citizens' Initiative, institutionalized in 2011 through EU Regulation (EU) No. 211/2011, has been developed through EU Regulation (EU) No. 2019/788, as amended in 2019. It then introduces the Conference on the Future of Europe(CoFoE), which has been running for about a year since May 2021, and assesses and forecasts whether the CoFoE can function as a new tool for the development of participatory democracy in the EU. This study also draws implications for the expansion of participatory democracy in Korea from the CoFoE and proposes a "Conference on the Future of a Unified Korea" involving people from all walks of life in Korea as a preparatory step for the formulation of sectoral policies after the reunification of the Korean Peninsula.

가와사끼병에서의 고용량 정주용 면역글로불린 재치료

Purpose : To determine clinical features, laboratory findings and cardiac abnormalities of highdose immune globulin(IVIG) retreatment in patients with Kawasaki disease, and to report effectiveness of retreatment. Methods : Retrospective study of 174 children diagnosed with Kawasaki disease at Ewha Mokdong hospital from March, 1999 to July, 2001. Results : Twenty(11.5%) of 174 patients were retreated with high-dose IVIG. After this, only two patients(1.1%) did not respond to IVIG retreatment. Patients with failure to respond to initial IVIG did not differ from the patients who responded to a single course of IVIG in sex, age, days of fever at initial IVIG and clinical characteristics. Compared with responders with single IVIG treatment, the patients who were retreated had significantly lower albumin(3.7 vs 3.4 g/dL, P < 0.05), higher ALT(118.2 vs 229.3 U/L, P < 0.05) and CRP(8.9 vs 13.3 mg/dL, P < 0.05). On echocardiography, patients who recieved IVIG retreatment were significantly more likely to have caronary abnormalities(45.0% vs 13.6%, P < 0.05). Conclusion : Retratment with IVIG for persistent or recurrent fever was safe and effective.

브랜드체험을 위한 쇼윈도의 인터랙션 특성에 관한 연구 -2010년 이후 등장한 패션 로드샵을 중심으로-

본 논문은 Brend H. Schmitt의 체험유형 ‘감각체험, 감성체험, 인지체험, 행동체험, 관계체험’ 다섯 가지의 특성을 선행연구 고찰을 통해, ‘감성과 인지’의 체험을 심리적 체험, ‘감각과 행동’의 체험은 물리적 체험, ‘관계’는 심리적·물리적 체험을 바탕으로 집단에 의해 발생되는 관계적 체험 이렇게 3가지로 크게 분류하였다. 논문을 진행한 결과 패션 로드샵 중 쇼윈도의 인터랙션은 심리적·물리적·관계적 체험 중 심리적, 물리적 체험을 통한 쇼윈도의 인터랙션이 많이 활용되어지고 있었으며 다음으로는 관계적 체험으로 나타났으며, 체험하는 방법으로는 모바일, 터치, 센서 그리고 카메라로 나타났다. 모션센서를 통해 소비자와 브랜드간의 상호작용이 많이 나타났고 터치와 카메라, 모바일 순으로 활용되어지고 있었으며 쇼윈도의 공간이 소비자에게 브랜드를 체험하는 새로운 공간으로 나타고 있었다. 이렇게 옷을 팔아야 하는 매장의 쇼윈도에서 디지털을 활용한 쇼윈도의 인터랙션은 소비자에게 새롭고 신나는 경험과 다른 소비자들과의 공유 및 소통을 하기위해 나타난 방법으로, 현재 변화하고 있는 쇼윈도의 앞에서 사람들은 브랜드의 체험을 통해 브랜드를 오래기억 할 것이다. 참여와 경험, 네트워크로 변화하고 있는 시대에 쇼윈도의 인터랙션을 활용한 특성을 제시하여 기존의 체험방법이 아닌 새로운 체험방법의 특성을 연구함으로써 앞으로 쇼윈도의 변화를 기대하는 바람으로 본 논문을 시작하고자 한다.
