국립대학 간 공유대학 활성화 방안 연구: 충청권 국립대학 공동 교육혁신센터 사례를 중심으로

이 연구는 충청권 국립대학 공동 교육혁신센터 사례를 통해 대학 간 교류·협력 및 공유대학 활성화 방안 도출을 위해 수행되었다. 이를 위해 대학 간 교류·협력과 공유대학의 개념을 정의하고, 국내외 교류·협력 및 공유대학 사례와 충청권 국립대학 공동 교육혁신센터 사례를 분석하였다. 분석결과 과거의 대학 간 교류·협력 사례와 국립대학 육성사업의 공동 교육혁신센터 사례, 2020년 이후 공유대학 사례는 대학 간 교류·협력이라는 내용적인 측면에서 유사하지만, 운영적인 측면에서 차이가 있었다. 과거 대학 간 교류·협력 사례는 교류·협력을 주관하는 전담조직의 부재와 안정적 예산 확보의 어려움이 한계점으로 나타났다. 2019년 이후 충청권 국립대학 공동 교육혁신센터와 공유대학 사례는 전담조직이 협력사업을 운영하는 공통점이 있으나, 공유대학 사례와 달리 충청권 국립대학 공동 교육혁신센터는 권역별 참여대학의 국립대학 육성사업 예산 분담금으로 운영된다는 측면에서 적극적인 사업 추진에 한계가 있었다. 반면 공유대학 사례는 대학 간 교류·협력을 목적으로 재정지원사업이 설계되고 실행되었기 때문에 참여대학의 적극적인 참여를 요청할 수 있고, 전담조직과 안정적인 예산확보가 가능하였다. 이와 같은 분석결과를 토대로 권역별 공동 교육 혁신센터를 통한 국립대학 간 공유대학 체제 활성화 방안을 제시하였다. This study attempted to derive a plan to promote an exchange and cooperation between universities through the case of the Chungcheong Higher Education Compact(CHEC). To this end, the concept of shared universities and exchange and cooperation between universities were defined, and the cases of domestic and foreign exchange cooperation, shared universities and the cases of the CHEC were analyzed. As a result of the analysis, the cases of exchange and cooperation between universities, the case of the CHEC of the National University Promotion Project, and the case of shared universities after 2020 are similar in content, but there are differences in operation. In the past, in the case of exchange and cooperation between universities, there was a limit to the absence of a dedicated organization in charge of exchange and cooperation and securing a stable budget. Since 2019, CHEC and shared universities have something in common that a dedicated organization operates a cooperative project. However, unlike the case of shared universities, in the case of CHEC, there is a limit to the active business operation as part of the budget for national university development projects is shared and operated. On the other hand, the case of shared universities has a relatively large influence on actively participating in exchange and cooperation because the dedicated organization manages the budget for financial support projects, where exchange and cooperation between universities is the main project. Based on these analysis results, a plan to promote exchange and cooperation between universities and a shared university system through joint educational innovation centers by region was suggested.
