Recent climate fluctuation and environmental change at global scale are causing more incidences of disasters and calamities over the world. In a response to this environmental crisis, international collaboration for Earth Observation(EO) is obtaining more significance in order to understand, watch, and forecast changes in the earth system. As such, aerial monitoring based on remotely sensed data, indispensable for EO, is also drawing more attentions. In this context, we discuss diverse aspects of future developments in the Korean domestic system for aerial monitoring. This paper first thoroughly examines current status of national and international collaboration system arid research of aerial monitoring. It then suggests specific development plans for four critical dimensions such as research, organization, institutional systems, and strategies. Our study would facilitate systematically establishing policies for aerial monitoring in Korea and creating a domestic GEOSS(Global Earth Observation System of Systems) in the near future.

전 세계적으로 기후변화와 환경변화로 인한 재난, 재해의 발생 빈도가 빈번해지고 규모가 커지면서 지구시스템의 변화를 이해, 감시, 예측하기 위한 지구관측(Earth Observation)관련 국제협력이 강화되고 있다. 이에 지구관측에 필수적인 원격탐사 자료를 이용한 공중모니터링의 중요성이 매우 커지고 있다. 이와 같은 상황에서 이 논문은 국내외 공중모니터링 관련 해외 협력체계 및 연구 현황을 살펴본 후, 국내의 공중모니터링 체계의 발전방향에 대하여 연구 및 기술적 측면, 조직 및 제도적 측면, 전략적 측면에서 논의하였다. 이 연구의 결과는 체계적인 공중모니터링 방안 수립에 대한 토대를 제공하고 향후 국내 전지구관측시스템(Global Earth Observation System of Systems) 구축을 위한 기초적 자료로 사용될 수 있을 것으로 기대된다.

The purpose of this study was to establish an analytical framework and quantitative methodologies to analyze 'the cognitive effects of web map use' and to empirically test it. This experimental design was established based on the literature about spatial cognition. Accuracy, reaction time, and confidence within each participant were compared to measure the cognitive effects of web map use for wayfinding. Geometric accuracy of the cognitive maps was estimated and calculated based on the bidimensional regression. The experimental results showed that characteristics of map users and repetition of map use rather than types of map representation did significantly affect accuracy and reaction time of spatial cognition by using web maps. And confidence appeared to be low when the participants referred to both 2D and 3D maps for wayfinding tasks on the web maps. Understanding spatial cognition of web map users, which was suggested in the study, will help cartographers make more effectively-communicated maps.
크리깅 기법을 이용한 단양군의 산림 탄소저장량 추정 -지상부 바이오매스를 대상으로-

The aim of this study is to estimate aboveground biomass carbon stocks using ordinary kriging(OK) which is the most commonly used type of kriging and regression kriging(RK) that combines a regression of the auxiliary variables with simple kriging. The analysis results shows that the forest carbon stock in Danyang is estimated at 3,459,902 tonC with OK and 3,384,581 tonC with RK in which the R-square value of the regression model is 0.1033. The result of RK conducted with sample plots stratified by forest type(deciduous, conifer and mixed) shows the lowest estimated value of 3,336,206 tonC and R-square value(0.35 and 0.18 respectively) is higher than that of when all sample plots used. The result of leave-one-out cross validation of each method indicates that RK with all sample plots reached the smallest root mean square error(RMSE) value(22.32 ton/ha) but the difference between the methods(0.23 ton/ha) is not significant.

Recently, Korea suffered serious social conflicts between generations due to population aging. Anxiety about depletion of the National Pension Fund is one of the social problem to young generation, because of the uncertainty that they will not able to receive the pension they paid. At the same time, due to the high housing rent in Seoul metropolitan area, the demand for housing welfare and supply of public rental housing for young generation was increased. There are some opinions about using National Pension Fund to supplying public rental houses in the society. In this research, we were concentrated on finding the suitable areas for the public rental house using National Pension Fund. First, verifying the validity of the investment using National Pension Fund for the public rental housing was done. And spatial statistical methods were applied to explore the suitable areas for the public rental housing in Seoul metro area. Finally, this study divided young people into three groups and analyzed ways to supply public rental housing for each group in proper areas by their demand. This research's ultimate goals are mitigating the conflicts between the generations and achieving both profitability and publicness of National Pension Fund.
대시메트릭 매핑 기법을 이용한 서울시 건축물별 주거인구밀도의 재현

The aim of this study is to represent the residential population distribution in Seoul, Korea more precisely through the dasymetric mapping method. Dasymetric mapping can be defined as a mapping method to calculate details from truncated spatial distribution of main statistical data by using ancillary data which is spatial data related to the main data. In this research, there are two types of data used for dasymetric mapping: the population data (2010) based on a output area survey in Seoul as the main data and the building footprint data including register information as ancillary spatial data. Using the binary method, it extracts residential buildings as actual areas where residents do live in. After that, the regression method is used for calculating the weights on population density by considering the building types and their gross floor areas. Finally, it can be reproduced three-dimensional density of residential population and drew a detailed dasymetric map. As a result, this allows to extract a more realistic calculating model of population distribution and draw a more accurate map of population distribution in Seoul. Therefore, this study has an important meaning as a source which can be applied in various researches concerning regional population in the future.
복합시설 접근성을 이용한 대도시권 스프롤 측정: 광주광역시권을 사례로

Measuring urban sprawl with accessibility approaches is based on measuring interactions between housing and facilities in cities. Among them, multi-facility accessibility is noteworthy in that it measures the interactions directly using various kinds of facilities. However, there is a limit that existing methods of multifacility accessibility, up to now, have been applied only on local and urban scale. Without being applied on metropolitan scale, the methods could not measure influence of metropolitan area and that of adjacent urban area. Based on the limit, this study develops a method for measuring sprawl on metropolitan scale using multi-facility accessibility. To achieve the goal, the authors improve the existing methods in three ways. (1) This study subdivide research data on scales, and (2) expand the existing K-nearest facility accessibility to metropolitan scale. (3) The authors set the whole metropolitan region as research area to measure the influence of adjacent urban area. This study has implications in that it extends the measures to metropolitan scale, which would make sprawl management more comprehensive.

Forest carbon stocks change due to land use change is an important data required by UNFCCC(United Nations framework convention on climate change). Spatially explicit estimation of forest carbon stocks based on IPCC GPG(intergovernmental panel on climate change good practice guidance) tier 3 gives high reliability. But a current estimation which was aggregated from NFI data doesn`t have detail forest carbon stocks by polygon or cell. In order to improve an estimation remote sensing and GIS have been used especially in Europe and North America. We divided research trends in main countries into 4 categories such as remote sensing, GIS, geostatistics and environmental modeling considering spatial heterogeneity. The easiest way to apply is combination NFI data with forest type map based on GIS. Considering especially complicated forest structure of Korea, geostatistics is useful to estimate local variation of forest carbon. In addition, fine scale image is good for verification of forest carbon stocks and determination of CDM site. Related domestic researches are still on initial status and forest carbon stocks are mainly estimated using k-nearest neighbor(k-NN). In order to select suitable method for forest in Korea, an applicability of diverse spatial data and algorithm must be considered. Also the comparison between methods is required.
