In directly grounded power systems, the protection relay generally gain currents enough to interpret fault if any type of grounded faults occurs. But, the fault currents can be considerably reduced by the system with high impedance or non-grounding for secure stability. For such reasons, it must be provided not only zero-sequence current but also zero-sequence voltage for increase operating stability to OCGR(Over Current Ground Relay). Because it can have direction by using measured information of zero-sequence current and voltage. Zero-sequence voltage is detected where unbalanced voltage from ground in 3rd orderd open delta side of GPT(Ground Potential Transformer). In this paper, the zero-sequence voltage occurrence due to capacitance of underground cable is verified. It is also verified that the zero sequence voltage elimination because of changing from non-grounded neutral system to resistance grounded neutral system using PSCAD/EMTDC software simulation.
