        CM 전문회사 단장 활용실태 및 개선방안

        국내 CM시장이 활성화됨에 따라 경쟁이 심화되어 실제 프로젝트 관리를 담당하는 CM단장의 능력은 CM사업 수주를 위한 중요한 요소가 되었다. 이로 인해 각 CM전문회사는 유능한 CM단장의 확보를 위해 현재 담당 프로젝트가 없더라도 후속 프로젝트의 수주를 위해 CM단장을 일정수 대기상태로 확보하고 있으나, 효율적인 활용방안에 대해서는 체계적인 방법이 마련되지 못한 실정이다. 이에 본 연구는 현재 CM전문회사가 보유하고 있는 대기상태 CM단장들의 활용실태 및 문제점을 분석하고, CM단장의 효율적인 활용을 위한 개선방안을 모색하기 위한 실무적 기초자료를 제시하고자 하였다. 본 연구결과, CM전문회사의 현재 대기상태 CM단장 인력수는 적정 비율 및 인력수에 비해 약 2배 정도 많은 것으로 나타났고, CM단장의 선정기준으로 프로젝트의 수주를 위해 프레젠테이션 능력을 가장 중요한 요소로 고려하고 있었다. 그리고 대기상태 CM단장의 보유 및 활용상 문제점은 크게 고용비용 증가와 현장 및 본사 업무지원능력 부족 및 제한적 활용으로 요약되었고, 대기상태 CM단장의 효율적인 활용을 위한 현장 및 본사 기술지원과 수주능력 강화 및 제도개선 등에 관한 개선방안을 제안하였다. The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.

        경년별 총비용을 고려한 공동주택의 리모델링 시기 추정에 관한 연구

        Although the life-spans of most apartment buildings are over fifty years, they are often demolished and retrofitted only after twenty years, in spite of its remaining life expectancy, resulting in economical waste. The purpose of this paper is to estimate optimum remodeling period of apartment buildings using total cost. In this study it is seen that total sum of running cost of life-span on the buildings is about 4.69 times of initial cost till the fifty years of the life expectancy. The optimum remodeling period of the apartment building is thirty years applying the discount rate of $4.17\%$ and the discount rate should be $6.122\%$ to obtain the forty years of the optimum remodeling period. From the sensitivity analysis based on the change of the discount rates, it is seen that if discount rate decreases the optimum remodeling period can be extended, or vice versa. As a result, a time of the demolished and remodeling can be expected and the basic data can also be established for lengthening life-span of the apartment buildings. 일반적으로 공동주택의 수명은 50년이지만, 보통 20년이 경과하면 철거되거나 재건축되어 경제적인 낭비를 초래하고 있다. 이에 본 연구는 LCC이론을 기초로 초기투자비와 경과년수에 따른 유지관리비용의 합이 최소가 되는 시점을 추정 $\cdot$ 분석하여 공동주택의 적정 리모델링 시기를 도출함을 목적으로 하였다. 본 연구의 결과를 보면 내용년수 50년까지의 건축물의 생애 총유지관리비용의 합은 초기투자비의약 4.69배가 되고, 공동주택의 적정 리모델링 시기는 할인율 $4.17\%$를 적용했을 경우 30년으로 파악되었으며 서울시에서 발표한 법정허용년수인 40년이 경제수명으로 설정되려면 할인율은 $6.122\%$가 설정되어야 한다. 또한 할인율 변동에 따른 민감도 분석결과 할인율이 감소할 경우 적정 리모델링 시기는 연장되며, 증가할 경우 단축되는 것으로 나타났다. 이에 본 연구의 결과는 공동주택의 철거 또는 재건축 시기를 예측할 수 있으며, 보수 및 대수선의 적절한 시기를 예측하여 공동주택의 수명을 최대한 연장시킬 수 있는 기초자료로 활용될 수 있을 것으로 기대한다.

        건설현장의 근로자 편의시설 설치실태 분석 및 개선방안

        As blue-collar construction workers are the critical source among production factors of the labor-intensive construction industry in Korea, the improvement of the labor environment including employment stability, realistic remuneration are emergently required. In view of this, the study, based on the associated primary data, attempts to analyze installation condition in construction sites and installation criteria in a large-sized construction company on the convenience facilities for construction site workers, and to investigate satisfaction level of the blue-collar construction workers on that ones. The study further suggests some realistic informations upon which the efficient improvement measures for the blue-collar construction workers possibly are prepared. The results of this study are provide practical basic data for establishment of realistic as well as reasonable policies/programs for the working milieu improvement.

        플랜트 건설공사의 외국인근로자 고용규제 이유 및 기능인력 활용실태 분석

        The Korean government has been enforcing the Employment Permit System for foreign workers since 2007, from then skilled workers have become a main resource in the construction site. However, General contractors (G/C) and sub-contractors that participate in plan construction projects have found difficulty in hiring foreign workers. In this regards, this study aims to analyze the working status for the domestic workforce and to verify the reasons of restricting employment of foreign workers in the plant construction field. To do this, questionnaire surveys and face to face interviews with CEOs, site managers of plant construction firms, and directors of G/C were conducted. As a result, this study found a few problems in utilizing domestic skilled workers in the plant construction sites. To stabilize the supply and demand of skilled construction workers in plant construction projects, the government should not only need more flexibility in operating the Employment Permit System in order to hire foreign workers, but also establish the medium and long term plans such as development of new construction technology and skilled worker training systems.

        건설경기변화의 건설근로자 가동율 및 생산성에 대한 영향분석

        This study identifies booming or stagnant construction economy by using the annual construction contract volume and the estimation of the number of employments as leading economic index and coincident economic index, respectively. Using the two indexes, the effects of the outstanding economic changes for previous 24 years in Korea on the construction laborer’s operating ratio, labor productivity, and Cost Productivity are analyzed. Three trades (e.g., re-bar laborer, carpenter, and concrete worker) engaged in reinforced concrete work are studied by using work sampling method, job site operation measurements, and expert interviews. This study identifies several findings which are strategic points for effective job site management responding to economic events. The findings may contributes to effectively response to the change of laborer's attitude relative to moral or motivation.

        건설현장의 건축민원 위험도평가 및 예방대책

        The objective of this study is twofold: first, to assess level of risk arising from civil appeals to building construction sites through questionnaire survey towards the selected field managers, and second, to suggest some directions for the mitigation and/or prevention of the occurrence of civil appeals. From the survey, total number of the occurrence appears to be about twice than that of the occurrence formally submitted to municipal government or ward office. Among other appeal items surveyed, noise, dust and vibration item turn out to be highest level in probability as well as severity of the appeals. On the other, it is statistically analyzed that the level of risk has higher correlation with the level of probability than that of severity. The study further provides some preventive measures by the type of appeals based on the experiences of field managers.

        미래 건설인력의 건설산업 이미지 변화 분석 및 개선방안

        The purpose of this study is to analyze the change in the image of high school students in the construction industry, which is an important potential resource for the future construction industry, and to suggest ways to improve the negative image that is urgent to be solved. According to the results of this study, the common negative images of high school students in the industrial and humanities industries are successful construction, business ethics and working environment. In addition, the analysis of image improvement activities by domestic institutions showed that most of them have a lot of social contribution meaning and that there are few activities that teenagers can experience in person. This study shows that high school students did not have a large number of surveys due to Corona 19, and that the image improvement activities of advanced countries were limited to Japanese cases. As a result, further research needs to be conducted to overcome the limitations of this study in the future and to prepare policy measures to utilize the image of the construction industry in practice.

        공동주택 건설현장의 현장채용 관리인력 운용실태 분석

        This study aims to analyze problem of field management manpower and suggest improvement plan by analyzing operation status of management manpower for field employment in apartment building project. As a result, necessary of field employment manager shows very high because of appropriation for insufficient manpower and labor cost. Wages level of field employment manager is not quite different with regular employment manager but application of welfare system is not inferior relatively and switch into regular employment after contract termination shows minimum number according to investigation. In the future, according as utilization of field employment manager expects to be increased continuously, improvement method for effective operation plan of field employment manager are suggested by accepting opinions of field managers who have much experiences in apartment building project.

        가스압접공정 품셈산출을 위한 시뮬레이션 모형 개발

        Construction Standard Productivity Manual Unit system(CSPM) has been used for estimating the contract amount of construction projects in public sector. CSPM has been annually either revised and/or updated with high socio-economic cost. This study identifies simulation modeling and analysis is an effective tool to complement the issues involved in revising, updating, and enacting CSPM. This paper presents how Web-CYCLONE which is a discrete event simulation systems can be effectively used for this purpose. This study verifies that the enhanced simulation system can effectively assist enacting and/or revising CSPM using a new version of Web-CYCLONE that implements new modules specialized to CSPM revision. A test case with gas pressure welding operation is performed to verify the usability of the add-in modules.
