        경년별 총비용을 고려한 공동주택의 리모델링 시기 추정에 관한 연구

        Although the life-spans of most apartment buildings are over fifty years, they are often demolished and retrofitted only after twenty years, in spite of its remaining life expectancy, resulting in economical waste. The purpose of this paper is to estimate optimum remodeling period of apartment buildings using total cost. In this study it is seen that total sum of running cost of life-span on the buildings is about 4.69 times of initial cost till the fifty years of the life expectancy. The optimum remodeling period of the apartment building is thirty years applying the discount rate of $4.17\%$ and the discount rate should be $6.122\%$ to obtain the forty years of the optimum remodeling period. From the sensitivity analysis based on the change of the discount rates, it is seen that if discount rate decreases the optimum remodeling period can be extended, or vice versa. As a result, a time of the demolished and remodeling can be expected and the basic data can also be established for lengthening life-span of the apartment buildings. 일반적으로 공동주택의 수명은 50년이지만, 보통 20년이 경과하면 철거되거나 재건축되어 경제적인 낭비를 초래하고 있다. 이에 본 연구는 LCC이론을 기초로 초기투자비와 경과년수에 따른 유지관리비용의 합이 최소가 되는 시점을 추정 $\cdot$ 분석하여 공동주택의 적정 리모델링 시기를 도출함을 목적으로 하였다. 본 연구의 결과를 보면 내용년수 50년까지의 건축물의 생애 총유지관리비용의 합은 초기투자비의약 4.69배가 되고, 공동주택의 적정 리모델링 시기는 할인율 $4.17\%$를 적용했을 경우 30년으로 파악되었으며 서울시에서 발표한 법정허용년수인 40년이 경제수명으로 설정되려면 할인율은 $6.122\%$가 설정되어야 한다. 또한 할인율 변동에 따른 민감도 분석결과 할인율이 감소할 경우 적정 리모델링 시기는 연장되며, 증가할 경우 단축되는 것으로 나타났다. 이에 본 연구의 결과는 공동주택의 철거 또는 재건축 시기를 예측할 수 있으며, 보수 및 대수선의 적절한 시기를 예측하여 공동주택의 수명을 최대한 연장시킬 수 있는 기초자료로 활용될 수 있을 것으로 기대한다.

        CM 전문회사 단장 활용실태 및 개선방안

        국내 CM시장이 활성화됨에 따라 경쟁이 심화되어 실제 프로젝트 관리를 담당하는 CM단장의 능력은 CM사업 수주를 위한 중요한 요소가 되었다. 이로 인해 각 CM전문회사는 유능한 CM단장의 확보를 위해 현재 담당 프로젝트가 없더라도 후속 프로젝트의 수주를 위해 CM단장을 일정수 대기상태로 확보하고 있으나, 효율적인 활용방안에 대해서는 체계적인 방법이 마련되지 못한 실정이다. 이에 본 연구는 현재 CM전문회사가 보유하고 있는 대기상태 CM단장들의 활용실태 및 문제점을 분석하고, CM단장의 효율적인 활용을 위한 개선방안을 모색하기 위한 실무적 기초자료를 제시하고자 하였다. 본 연구결과, CM전문회사의 현재 대기상태 CM단장 인력수는 적정 비율 및 인력수에 비해 약 2배 정도 많은 것으로 나타났고, CM단장의 선정기준으로 프로젝트의 수주를 위해 프레젠테이션 능력을 가장 중요한 요소로 고려하고 있었다. 그리고 대기상태 CM단장의 보유 및 활용상 문제점은 크게 고용비용 증가와 현장 및 본사 업무지원능력 부족 및 제한적 활용으로 요약되었고, 대기상태 CM단장의 효율적인 활용을 위한 현장 및 본사 기술지원과 수주능력 강화 및 제도개선 등에 관한 개선방안을 제안하였다. The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.

        건설현장의 근로자 편의시설 설치실태 분석 및 개선방안

        As blue-collar construction workers are the critical source among production factors of the labor-intensive construction industry in Korea, the improvement of the labor environment including employment stability, realistic remuneration are emergently required. In view of this, the study, based on the associated primary data, attempts to analyze installation condition in construction sites and installation criteria in a large-sized construction company on the convenience facilities for construction site workers, and to investigate satisfaction level of the blue-collar construction workers on that ones. The study further suggests some realistic informations upon which the efficient improvement measures for the blue-collar construction workers possibly are prepared. The results of this study are provide practical basic data for establishment of realistic as well as reasonable policies/programs for the working milieu improvement.

        표준품셈 제ㆍ개정 지원용 클라이언트/서버 사이클론 시스템

        This study introduces a Client/Server based CYCLONE (C/S CYCLONE) that enables to support the revision of construction standard production unit (CSPU) effectively. Construction processes are highly repetitive. A resource entity continuously cycles through work tasks that processes or uses resources. Web-CYCLONE (Halpin 1992) has been accepted as a useful tool for modeling a construction operation and analyzing the productivity of it. However, the system has a lack of practicality as follows: (1) it does not efficiently record and keep track of operation models in a database; (2) it does not allow users to retrieve a model for reuse and update the model with local conditions; finally (3) extending it into a practical domain is rare. In order to overcome the aforementioned limitations of the simulation system in the view of practitioners, this paper presents three strategies to converting the existing CYCLONE system to be suitable for an CSPU’s revision process and provides system user interfaces corresponding to the strategies. The usability of the developed C/S CYCLONE was verified by using a case study on jobsite steel erection operation.

        건축공사의 생산성 저하요인 분석

        In order to ensure the competitive power and the stable growth of an enterprise, it is essential to improve productivity. However, the study on the productivity in construction section is insufficient until now. To promote efficiency of productivity improvement in building construction, in the first place, the study must be concentrated on the more effective factors. The point of this study, as a part of basic efforts for construction productivity improvement, is to provide breakdown structure of the factors and primary factors decreasing construction productivity. Also, this study includes frequency of occurrence and degree of influence on the primary factors decreasing productivity in building construction, and practical counterplans of on-site managers.

        건설공사 표준품셈 조사체계의 개선방안

        Recently government policy on the cost estimation of public construction projects are being developed in the direction of expanding the use of historical cost data instead of standard unit productivity data. However, the cost estimation by standard unit productivity data is still expected to be effective as one of the estimation methods until the estimation approach by historical cost data is settled way. Therefore, a collaborative and continuous effort is very necessary to ensure the universality and reliability of standard unit productivity data. It is not an exaggeration that the universality and reliability of standard unit productivity data lies in a reasonable and consistent measurement system. However, it is true that the controversy about its universality and reliability is ongoing because each investigator has different procedures and methods for measuring construction productivity. In order to solve such controversy, an improved measurement system of standard unit productivity data should be established and streamlined by taking the opinions from various stakeholders in the construction industry. This research is suggesting strategies for improving the current measurement system of standard unit productivity data based upon the result of extensive surveys from experts belonging to government, institution, academia, and construction industry. Through this study, it is expected that the standard unit productivity data fulfills its role as a basis of estimate on public construction projects.

        기업 및 지역 건설노동조합의 운영실태 및 연대의식에 관한 비교연구

        Working environment of construction workers is very weak. They work for a living in 3D conditions; dangerous, dirty and difficult. They are most daily laborers, their employment is unstable. These problems make worse the demand and supply system of workers in the construction industry. The one measure to solve such problems is to activate the union actions. According to a new World Bank study on the effects of unions and collective bargaining in the global economy, workers who belong to unions earn higher wages, work fewer hours, receive more training, and have longer period of employment on average, than their non-unionized colleague. At the macroeconomic level, high unionization rates lead to lower inequality of earnings and can improve economic performance(in the form of lower unemployment and inflation, higher productivity and speedier adjustment to shock). This study aims to strengthen the solidarity of the Regular Worker's Construction Labor Union and the Daily Worker's Construction Labor Union, which were integrated in 1999. The study compares and analyzes their present conditions of the system operations, major activities and opinions on the solidarity, through the questionnaire and interview surveys.

        국내 중국인 건설근로자의 근로실태 분석 및 개선방안

        This study aimed to analyze the working conditions experienced by Chinese construction workers in South Korea, and to suggest measures to improve the conditions as a means of ensuring the efficient utilization of the labor force in the future. The employment management of Chinese construction workers needs to be improved by thoroughly surveying the supply and demand of domestic construction workers and maintaining an appropriate level of employment of foreign workers. It will also be necessary to secure and manage accurate statistics on illegal aliens from a long-term perspective by extending and legalizing the length of stay of those who voluntarily report their status for a certain period. Education and training programs that will enable such workers to improve their Korean language proficiency and acquire certifications can be provided to Chinese construction workers to improve their ability to work, and this is expected to improve the quality of construction and productivity and to prevent safety accidents.

        건설현장의 건축민원 위험도평가 및 예방대책

        The objective of this study is twofold: first, to assess level of risk arising from civil appeals to building construction sites through questionnaire survey towards the selected field managers, and second, to suggest some directions for the mitigation and/or prevention of the occurrence of civil appeals. From the survey, total number of the occurrence appears to be about twice than that of the occurrence formally submitted to municipal government or ward office. Among other appeal items surveyed, noise, dust and vibration item turn out to be highest level in probability as well as severity of the appeals. On the other, it is statistically analyzed that the level of risk has higher correlation with the level of probability than that of severity. The study further provides some preventive measures by the type of appeals based on the experiences of field managers.
