건축물 계획단계 LCCO<sub>2</sub> 평가시스템의 필요요소에 관한 연구

국내에서 기 개발된 $LCCO_2$ 평가프로그램은 실시설계 이후에 자재물량을 직접 입력하는 방식으로, 최적의 환경부하 저감 전략을 입안하는데 한계가 있었다. 이에 본 논문은 계획단계에서 비용대비 에너지 효율이 높은 방안으로 신속하게 대응하면서 정확성이 높은 시스템을 구축하기 위한 필요 요소를 추출하고 제안하는 것을 목적으로 한다. 이를 위하여 기존의 국내외 $LCCO_2$ 평가프로그램을 비교분석하여 계획단계에서 건축물의 에너지 성능개선 전략수립을 목적으로 한 GEM-21P와 Carbon Navigator를 조사대상 평가프로그램으로 선정한 후, 두 프로그램에 대해서$LCCO_2$ 산출방법과 시스템의 구조에 대한 비교분석을 실시하였으며, 이를 바탕으로 계획단계에서 건축물의 전 생애 환경부하를 평가할 수 있는 시스템구축의 필요요소를 제안하였다. The $LCCO_2$ evaluation programs previously developed in Korea involve limitations in establishing strategies of reducing environmental loads to optimal level in a way to put in materials directly after designing. Therefore, this study has the purpose to extract and propose elements required for the establishment of highly accurate system by counteracting swiftly in a method with high energy efficiency over cost at planning stage. To that end, existing $LCCO_2$ evaluation programs in Korea and abroad were compared and analyzed, and in the planning stage, GEM-21P and Carbon-navigator intended for the establishment of building energy performance improving strategy were selected as the evaluation program for survey. On such basis, after comparison and analysis between $LCCO_2$ calculating methods and system structures of the two programs, elements required for system establishment that can evaluate life-cycle environmental loads of building in planning stage were proposed.

There is no disagreement that the construction sector will play an important role in inter-Korean economic development cooperation. However, very few studies have been made at North Korea's construction technology. North Korea shows a lot of differences from South Korea, from the quality standards of building materials to construction technology. It is clear that these differences will be a stumbling block to the promotion of construction projects in the inter-Korean cooperation stage. Therefore, the start of inter-Korean economic development cooperation should be preceded by work to clearly recognize each other's differences and lay the foundation for integration or compatibility. The purpose of this study is to compare the construction technology of rebar concrete construction. We compared the differences with Korea's construction method based on the construction books recently published in North Korea, and derived the characteristics of North and South Korea for each detailed process of reinforced concrete construction.

Architectural administration by public official have been focused on review of legal requirement of design document in Korea. However, items on safety of buildings depend on the judgment of the architects and the structural engineers and there is no procedure to verify that even if they committed a bad design. The purpose of this study is introduction of regional architectural safety center to carry out a technical review in order to prevent misconduct from happening and to ensure the safety and performance of buildings. This study establishes the direction of the regional architectural safety center through the interview of experts and draw implications for the center by analysis of domestic and international case studies. Finally, this study proposes the role of the center, the range of task, scale of the necessary manpower, the qualification of the expert, and fund of the regional architectural safety center.
프랑스의 주택 리노베이션 정책의 역사적 변천에 관한 연구

This study investigated the circumstances of the transformation from a policy for new construction to a policy for housing renovation in France and verified the present trends in the policy for stimulating housing renovation. For achieving these goals, this study investigated the history of housing renovation from the Second World War to the present time in a political flow and clarified that what does it let the position in the regions of housing policies and urban plans, what does it play the role, and how does it change the role in the flow of a time series. In addition, this study represented that the housing renovation policy in France has been developed in the flow of the satisfaction of quantity, housing renovation, estate & area renewal, and social cohesion and added a prospect of the housing renovation policy.
기존 주택의 에너지 효율 개선을 위한 정책방안에 관한 연구

The goal of this study is to propose a policy that improves the energy efficiency of the existing housing through analyzing of the policy in advanced European countries. For achieving this goal, this study examines the potential of the existing housing in the reduction of greenhouse gas and discusses the fact that the improvement of energy efficiency of the existing housing is more difficulties than that of the new construction. In order to overcome such barrier element, this study analyzed European policies such as building energy efficiency rating systems, financial support methods, information supports, and regulations. In the conclusion, this study proposed a policy that improves the energy efficiency of the existing housing based on the results of the analysis for each issue. The results of the studies provide some useful insights for the policy design in this area, including the importance of developing information tools for providing appropriate information for owners of housing.
