최근 대기환경 악화로 송전용 철탑 도장의 열화가 촉진되어 내후성이 강한 신도료를 송전철탑에 적용이 필요하게 되었다. 도료 제조업체의 신도료로 도장시편을 제작하여 옥외에 폭로후 전문기관에서 성능을 확인하였으며, 이를 토대로 도료의 재질을 실리콘 아크릴우레탄계로 변경하였으며, 철탑용 도료 성능시험 기준을 강화하여 철탑 재도장에 따른 유지보수 비용 절감이 될 수 있도록 개선하였다.

The proposed site selection for transmission system construction is applied by KEPCO's regulation of the site selection criteria and it is confirmed through the deliberation of site selection committee and talking with local authority, by means of study on present status and site survey, to verify impediment of national land use and development plan. Therefore, it is true that KEPCO has difficulty in timely completion of power facility construction because of civil appeals due to insufficiently evaluate resistance factor of stakeholder and stubborn resistance of inhabitants. This paper describes the PEES(power effect estimation system) which contributed to timely completion of transmission system construction to solve the above difficulty by utilizing IT(Information Technology) such as GIS(Geographic Information System) and LiDAR for the proposed site section. PIES evaluates project impacts on commencement of construction and finds out counter measures then makes public construction information after prediction and analysis of stakeholder's resistance factor.

These days, it is not easy to construct the transmission line because of the environmental association activity, a civil appeal, etc. To solve these kinds of difficulties, the program with leading-edge IT technology, such as GIS, 3 dimensions CAD, computer graphic, etc., is developed to be more transparent and objective in the design stage of the transmission line and the selection stage of the transmission line route. Comparing this program with previous methods, this program is composed of the environmental evaluation program, data producing program for analysis and selecting line route program because it is not possible to conduct those kinds of work without any help from the computer and well-developed program. To confirm the performance of the program, the result from the program and the human were compared. Therefore, the result from the program was same as the result conducted by human. In addition, the program makes the selection of the transmission line route easier by checking the mountainside, lumbering, the estimated cost of the tower construction, etc. in real-time.
