사회주의기업책임관리제 도입의 인과 메커니즘에 관한 연구

본 연구는 북한에서 김정은 집권 이후 실행된 경제개선조치 중 공업분야에 해당하는 사회주의기업책임관리제 도입의 인과 메커니즘을 분석했다. 주로 사회주의기업책임관리제의 제도적 특성을 설명하였던 기존의 연구들과 차별화하여, 본 연구는 북한정부가 사회주의기업책임관리제를 어떠한 의도를 가지고 도입했는지를 최근 국제정치와 역사적 제도주의 연구에서 활발하게 활용되고 과정추적법(Process Tracing)을 통해 분석해 보았다. 먼저 이 제도 도입의 이유로서 북한정부가 시장의 원활한 작동을 위해 기업들을 시장 순응형으로 전환한 정책인 동시에 체제전환의 계기가 될 수 있다는 주가설과, 사회주의기업책임관리제는 북한정부가 경제난 극복을 위해 시장기능을 활용할 목적으로 도입했지만 궁극적으로 체제유지를 위해 활용하는 정책이라는 대안가설을 설정했다. 가설의 타당성 검증을 위해서는 Van Evera가 제시한 가설검증의 4단계별로 합당한 진단적 증거들을 수집, 분석하면서 가설을 검증했다. 검증결과, 사회주의기업책임관리제는 북한정부가 경제난국 극복을 위해 시장기능을 활용하기 위한 제도이지만, 여전히 체제유지의 목적으로 활용된 정책이라는 대안가설의 타당성을 찾을 수 있었다. 본 연구는 북한연구가 가지고 있는 본질적 한계인 자료부족 문제를 논리체계를 활용한 분석을 통해 극복하고자 했으며, 그 결과 북한연구의 방법론적 확장에 일조하고자 했다. This study analyzes the causal inference mechanism of the "Socialism corporate responsibility management system in North Korea" implemented since Kim Jong Un took office. While existing studies mainly dealt with what the socialism corporate responsibility management system is and what it is about, the study focused on identifying why the North Korean government implemented the management system and its causal mechanism. The particular methodology this study applied is the Process Tracing method, which is frequently applied in recent international relations and new institutional research. This study first examines two hypotheses that may explain the reason for the implementation of the socialism corporate responsibility management system. While the primary hypothesis is that the introduction of the system was a market-driven policy, the alternative hypothesis is that the management system was mainly implemented by the North Korean government to control the market, namely, a government-led policy. The validity of the hypotheses was conducted according to the four steps of the verification process presented by Van Evera. After verifying the two hypotheses, it was revealed that the socialist corporate responsibility management system was a policy for the North Korean government to control and utilize the market. The use of logical analysis to test the validity of hypotheses enable use to overcome the limitation of data in North Korean research and to expand the methodology of North Korean research.
