In January 2013, electronic short-term bond(hereinafter “ESTB”) has been introduced in a type of corporate bonds registrated on electronic account book. ESTB has been invented to replace the function of commercial paper(CP) which has various problems, i.e. issuing physical note, lack of transparency, shortage of transferability generated by prohibition of splitting endorsement. Accordingly, ESTB has the same marketability as CP does, holding characteristics of unsecured debenture with a maturity less than one-year. In this ESTB system, existing CP's legal form should be converted from promissory note to bond, and all processes of issuing and circulation would be digitalized. The transformation is plausible because the nature of ESTB coincide with CP's economic substance. On the contrary, the digitalization remains to be reviewed or improved in legal and operational domains in that ESTB is the first electronic bond on Revised Commercial Code of 2011. The most important issue is a relationship between ESTB and CP. Though ESTB has been introduced to replace CP, the needs of issuing companies will keep going for a while in spite of several restrictions on it. In this case, we can’t achieve the goals to enhance the transparency and stability of money market and to activate the circulation of short-term bond. So, it is necessary to harmonize the regulation on ESTB and CP such as securities statement. In addition, it is considerable to unify the market and products in short-term bond market by abolishing CP on the Capital Market Act. As I see it, we made sure of CP’s problems sufficiently prior to this, and it's great alternatives has been supplied to companies and investors.

We discuss the performance of the neural networks with quantized interconnections of +1, -1 and 0(Quantized Connection Neural Networks: QCNN, and how to choose the connection weights for the networks from the training set of examples. The basic characteristics of the networks and algorithm to decide the connection weights are presented. The layered QCNN to solve the parity problem with arbitrary number N of inputs is obtained by using the algorithm. The layered QCNN has a single hidden layer and no bias input when N is odd. When N is even, the network requires only one additional input as bias. The networks which perform any logic functions can be designed on the basis of the algorithm, which is slightly different from the way for solving N-parity problems. The network may be expected to have the same ability of generalization as the network trained with learning rules, because it is possible to decide the connection weights even if the given training set is small. It takes rather long time for the learning of the connection weights, however, one can decide them without learning in our case. Hence, we may expect some applications of QCNN for real-time processings.

To aim at improving performance of a neural network as an associative memory or as an optimization problem solver, we propose two models using a nonmonotone analog neuron model which differs from traditional ones. Using the proposed model, we construct the energy function which can have two minimums. It is shown that our model can recall embedded patterns successfully. We also discuss the simulation method and the performance of the model by numerical simulations. The memory capacity strongly depends on the shape of input-output function as well as the sharpness. This model should be useful to devise a class of models for associative memory of temporal patterns.
전하평형형 적분방식을 이용한 CMOS 8-bit A/D 변환기 설계

This paper describes the design of 12-bit CMOS charge balancing A/D converter which has inherently high accuracy, linearity and noise immunity. System was simulated with logic simulator (KLOG) and circuits were simulated by circuit simulator (SPICE). The result of logic and circuit simulation has turned out that the A/D converter designed by 5㎛ design rule operated normally.
인터넷 특성이 중소기업 정보기술능력에 미치는 영향에 관한 연구

The purpose of this study is to reveal the influence of Internet Characteristics on SME's IT Abilities. In order to develop the rational model, the previous studies have been reviewed. The scope of Internet characteristics can be classified into 3 categories such as innovation, market opportunity, and industry characteristics. To test the hypotheses, 200 korean small and medium sized enterprises were surveyed. Regression analysis was made. The results of this study are as follows: Internet characteristics such as innovation, market opportunity, industry characteristics have an effect on SMEs' IT Abilities.

In this paper, some dynamic behaviors of a simple neural networks with the cyclic connection have been investigated. To this end, the properties of state transition diagram of the network have been evaluated. Modulation in the period of limit cycle as a function of self-connection weight or of the gain of sigmoid function has also been presented. In addition, the stability of the network for mean zero normal distribution Gaussian noise has been discussed. Finally, in order to investigate dynamic behaviors of networks on neuro-chips, hardware neural networks with programmable synaptic weights have been fabricated according to the 1.2㎛ CMOS design rule of MOSIS foundary service and the test results have been discussed,
